World Food Programme, Indonesia invites applications from the eligible candidates for the following position:

  • Title: Programme and Policy Officer Climate Change Adaptation
  • Duty Station: Jakarta, Indonesia
  • Contract Type: Service Contract
Accountabilities: Under direct supervision by the Deputy Country Director the incumbent will assist in the overall management of the policy and climate change adaption program:
  • Conduct assessment of climate change threats, with the focus of vulnerable communities and potential threats to food and livelihood security and the impact of climate change on food security. Organize meetings and workshops to promote capacity building and advocacy at the national level on climate change adaptation and mitigation;
  • In collaboration with HQ technical division and Regional Bureau, identity, test and pilot suitable methodologies, technologies and tools for climate change adaptation and mitigation in VAM, agriculture, forestry and land and water management;
  • Prepare for the implementation of the Adaptation Fund work in NTB province;
  • Build and maintain relationships with key government counterparts (Ministry of Forestry, Ministry of Agriculture, Ministry of the Environment, REDD+ Agency) and donors (MCC, MCA, Norway, DFID, others)
  • Submit proposals on climate change adaptation to MCA Green Prosperity Fund as well as to REDD+, in close coordination with other colleagues and partners;
  • Provide policy advice and technical support to WFP country office on climate change-related activities;
  • Advise WFP management on strategy formulation, sector planning, policy innovation, institutional reform, technology dissemination and capacity building on climate change adaptation and mitigation in agriculture and natural resources management;
  • Contribute to the WFP corporate knowledge sharing on climate change, including good practices and successful experiences on climate change adaptation and mitigation in VAM, agriculture, forestry and land and water management;
  • Represent WFP at national policy dialogues, cooperation networks and technical events related to climate change adaptation and mitigation;
  • Perform other related duties as required.
Qualifications and Experiences:
Education: Advanced university degree in climate change-related fields including natural resource management, water management, forestry management, land management, irrigation and agriculture engineering, or rural development

Experience: A minimum of three years of postgraduate or relevant experience including in the Asian and the Pacific sub-regions is required, but the long experience is a plus

Expected Result: Resource mobilization strategy and execution plan, detailed investment proposal aligned to Government priorities

Language: Working knowledge of English and another UN official language used in Asia and the Pacific region

SELECTION CRITERIA
Candidates will be assessed against the following:
  • Relevance and level of academic qualifications
  • Familiarity with major agroecosystems of the Region and UN regional level climate change activities in Asia and the Pacific
  • Extent and relevance of experience in working with national governments and UN agencies at different levels
  • Important that the candidate has some familiarity with food security and climate change  issues in Indonesia, not just the A&P region
  • Demonstrated ability of planning, management, facilitation, and coordination at regional and national levels
  • Extent of experience in the formulation of cross-sectorial strategy, policies, and programs in natural resources management, rural development and agricultural water management
  • Knowledge in both management and field levels, relating to natural resources management, water management, forestry management, land management, irrigation or rural development
  • Extent of experience in field program/project identification, formulation and implementation
  • Extent of experience in capacity building to national and local institutes and farmers in developing countries
  • Experience with community-based approaches
  • Excellent communications skills, both orally and in writing and ability to work in a team
