BACKGROUND
US President Obama and Indonesian
President Susilo Bambang Yudhoyono announced the US-Indonesia Comprehensive Partnership in
2010, which consists of several initiatives to strengthen the bilateral
cooperation to confront the challenges of the 21st century.
Under the Climate and Environment Working Group, the National Council on
Climate Change (DNPI) and the US
Forest Service (USFS) have identified the need to strengthen the capacity of the Indonesian
Climate Change Center (ICCC). The Indonesia Climate Change Center (ICCC) is
a resource center to produce science-based policies. ICCC also serves to encourage robust science-policy linkages in
support of actions to deal with issues of climate change in Indonesia.
Indonesia
Climate Change Center (ICCC) comprises three key institutional elements: (1)
Secretariat as a facilitator of the Center, (2) Oversight Committee as a body to direct as
well as advise strategically of center operation, (3) Research Clusters,
consisting of Low Emission Development Strategies, Peatland and Mapping,
Climate Resilience and MRV for
Climate Programs, as
supportive entities in building science-based policy and programs development.
US Government is committed to
funding the organizational and program developments through June 2014. ICCC is
in the process of developing a sustainability strategy to continue implementing
activities for an additional three years. Currently it is in communications
with the Government of Norway for support beyond June 2014. It is anticipated that smooth transition will
take place for the Center’s secretariat and programs.
The ICCC will be supported by a secretariat nested
within the National Council on Climate Change. The secretariat will support
day-to-day operations of
the Center, which among others include programs management, Oversight Committee and Research
Clusters coordination, networks coordination, and administrative and financial
management. Given the specific tasks of the center, ICCC requires an office manager to
support daily operation of the Center.
Management Arrangements
The Office
Manager will report to the Center Manager and relevant DNPI
staff and receive guidance from them.
Job Description
The Office
Manager will perform
administrative and management functions
as follows:
- Maintain records and files of program activities, financial expenditures, etc.;
- Coordinate communications with Oversight Committee, Center Manager and Research Clusters;
- Develop schedules and programs under the auspices of the Center Manager and Cluster Coordinators;
- Procurement support including cost estimation and summary bid analysis,
- Prepare progress and financial reports according to requirements DNPI and USFS;
- Assist the Center Manager with the ICCC’s work plan preparations
Expected Outputs:
The office manager will
produce several outputs:
- Proposed activities of the ICCC
- Terms of Reference of specific activities
- Reports of activities
- Monthly report to OC
- Financial reports to DNPI and USFS
Qualifications
- University Degree required
- Previous experience in Government of Indonesia’s administration on climate change issues preferred
- At least 8 working experience
- Proficient English skills, oral and written
- Excellent interpersonal skills
- Understanding of the international assistance advantageous
Appointment
Immediately to June 30th, 2014, with
possibility of extention
