PROJECT BACKGROUND AND OBJECTIVES
One of poverty reduction programs in Indonesia (PNPM Urban) includes productive microloan for poor households through community-managed revolving loan funds (RLF). Currently, there were 10,383 urban-wards with Financial Management Unit (UPK) operating RLF, providing service to 593,345 borrower groups (KSM) with an estimated outreach of at least 3 million individual borrowers. The RLF activity faces several challenges including weak capacity of UPK in management of funds and lack of regular communication with remote destination clients leading to poor performance of the RLF portfolio, lack of accountability and transparency leading to some cases of misuse of funds.

The project will use the combination of FrontlineSMS and mobile money services. FrontlineSMS enables user to manage and receive information regarding mobile payments, support SMS auto replies and client queries on loan/account balances, facilitate reminders on overdue payments, and keep track of transactions. While mobile money services (SMS banking) will make it possible for borrower groups to repay installment using mobile phone without requiring a bank account and internet connection.

The arrangement will allow UPK to cut operational costs, increase geographic reach, and automatically maintain detailed accounting records. It will also provide easy access to borrower groups in repaying their loans and familiarize them to banking concept.

SCOPE OF WORK
To assist the project team in the development of training modules and curriculum for UPK RLF activity and conduct Training of Trainer (TOT) for project consultants to enable them to train the UPK staffs. Training modules comprise of modules on ICT basic skills, Modified Frontline SMS application, and UPK RLF bookkeeping application.

The consultant will work under the direct day-to-day supervision of a Task Team Leader and task team of the Bank and contribute to the following tasks related to the project implementation:
  • Develop curriculum and training modules for UPK to implement the new developed applications including simulation on basic ICT skill, Modified Frontline SMS application and UPK RLF bookkeeping applications, in coordination with IC IT.
  • Design trainings of trainers to enable project consultants to train UPK staffs on the new developed, in coordination with IC IT. 
  • Design measurement indicators to measure the outcome of the training of trainers 
  • Design follow-up activity for monitoring and mentoring training participants 
  • Deliver trainings of trainers on basic ICT skill, SMS gateway and UPK RLF bookkeeping application.
  • Technical Writing: Document challenges and lessons learned during the training delivery as input to modify the developed modules.
  • Project Reporting: Provides input to project status reports. 
  • Other steps that may be considered necessary to meet the work objectives. 
DELIVERABLES/SPECIFIC OUTPUTS EXPECTED FROM CONSULTANT
  • Training modules on Basic ICT skill, SMS gateway software, and UPK RLF bookkeeping 
  • Design for Training of Trainers on the developed modules
  • Delivery of training of Trainers for UPK RLF activity
  • Design and delivery of follow-up activity after delivery of the training for monitoring and mentoring UPK RLF activity
  • Modification of the developed training modules and training designs
  • Input to the project final report 
SPECIAL TERMS & CONDITIONS / SPECIFIC CRITERIA
The short term consultant will be required for a period of maximum 90 days, with the following skills and qualifications:
  • Tertiary / professional education in Economic Science, Business Administration, or Accounting.
  • Experience with and or solid knowledge of training designs, methods and skills required for effective delivery of training of trainers.  A combination of experience in community development projects and experience in livelihood projects would be ideal.
  • Familiarity with and, ideally, direct experience on capacity building for small businesses of micro finance or banking institutions
  • Familiarity with RLF bookkeeping system will be desirable 
  • A good understanding of business process knowledge
  • Fluent in Bahasa Indonesia and English is preferable
