ICCO, Interchurch Organisation for Development Co-operation, was founded in 1965 by the Protestant churches in the Netherlands. ICCO’s mission is to work towards a world without poverty and injustice. From the regional office in Denpasar, in the region South East Asia ICCO works in Indonesia, the Philippines, Burma/Thailand, Vietnam and Cambodia.
ICCO will implement a project in Situbondo to promote fish cage farming to provide a year-round source of food and income for fisher folks particularly during the four to six months closed season for marine catch fishing. This intervention will likewise address the perennial lack of supply of exporters of live reef fish like grouper. This project will be under the support of The Australia Indonesia Partnership for Decentralization-Rural (AIP-PRISMA).
ICCO IS LOOKING FOR CANDIDATES TO APPLY FOR THE FOLLOWING POSITIONS:
PROGRAMME COORDINATOR
The main tasks will be:
- Oversee all project activities and be the main contact point for ICCO regional office and field staff
- Ensure project activities comply with the policies and regulation of the donor organization and ICCO
- Review audit reports of fisheries project AIP PRISMA and follow up of recommendation.
- Provide input to the financial planning, budgeting, performance, monitoring, capacity development and risk management of projects and programs.
- Responsible for overseeing the development and execution of project deliverables, project planning, budgeting, action plan, monitoring result measurement processes in the field
- Responsible for submitting narrative reports and financial reports on agreed timelines and format to ICCO.
- Lead and motivate the field staff and monitor project activities and project expenditure and coordinate with consultant in the project
- Ensure close collaboration and coordination with cooperating partner (bank, exporter, local government, fisherfolks, cooperatives, etc) to guarantee smooth implementation of activities and achievement of the result as specified in the grant agreement
- Employs resourcefulness in project design, implementation and monitoring. Troubleshoots project problems. Identifies and implement creative solutions
- Ensure the communication of the project to the public in coordination with communication officer in ICCO regional office
- Assist preparation of financial plans, spending, and cash flow forecasts.
- Ensuring the financial and management procedures are applied, transparent management of project accounts and coordination of supplies.
- Advanced knowledge of project implementation, accountability requirements.
- Relevant educational background in the fields of fisheries or other natural resources management
- Knowledge and experience in Making Market Work for the Poor (M4P) and DCED standard required
- Substantial professional experience, of which at least five years has been spent handling a project implementation.
- Experience with multi-stakeholder processes
- Experience with institutional donors
- Excellent language skills in English and Bahasa Indonesia. Local knowledge and excellent local language is favorable.
- Knowledge of Planning Monitoring Evaluation (PME) systems of projects.
- Knowledge of financial aspects related to the implementation of the project.
- Relevant experience of assessment and analyses of project plans.
- Negotiation, networking, facilitation and communication skills.
- Prepared to travel frequently in the country.
- Ability and willingness to work with people of different backgrounds and to contribute constructively to a working environment based on mutual respect and trust.
- Master degree is preferred
The main tasks will be:
- Develop MRM system in compliance with DCED standard and donor requirement
- Develop capacity among the project team and (if relevant) external stakeholder to play an active role in the project’s MRM processes
- Take lead in preparing all documentation and orientating project team for DCED standard
- Take charge for carrying out evaluations, impact assessments and preparing case studies on both successful and unsuccessful of the intervention and analyze what happened, what was achieved and what lesson learned from this experience
- Work with project team colleagues to ensure all interventions are designed in compliance with DCED standards.
- Lead on understanding and put result chain for each intervention on implementation and ensure that the measurement plan is in place
- Develop attribution strategies, baselines, and survey design: the data from which will be used for making decision to change intervention, continuation and scale-up intervention
- Responsible for the validation of data arising from the implementation of measurement plans to verify that the result conforms to ‘best practice’
- Track internal assessment of risk for each intervention
- A minimum of 3 years experience in Monitoring and Result Measurement for development program and business development project. Experience in market development program is desirable
- Understanding market development particularly good knowledge in Making Market Work for the Poor (M4P).
- Familiar with result chain and DCED standard required. Experience preparing for and passing a DCED audit is desirable.
- Proven experience in research and data collection, including survey design and mix qualitative and quantitative techniques.
- Proven to work effectively in a small team and to interact effectively with a diverse range of stakeholder groups.
- Excellent language skills in English and Bahasa Indonesia. Excellent local language and local knowledge are favorable.
- Consistently approaches work with energy and a positive, constructive attitude.

The main tasks will be:
- Support the design of the strategies and technical issues concerning business development of the Kerapu Business Unit (KPU)
- Work collaboratively with Capacity Building officer to strengthen the capacity of KPU
- Liaise and work closely with the loan officer of Bank to develop suitable credit scheme for fisherfolks
- Liaise, coordinate and negotiate with grouper exporter
- Analyze investment, market option, and work collaboratively with ICCO investment officer
- Support the design of the training and capacity development activities for the KPU/fisher folks in coordination with capacity building officer.
- Prepare the documents to support the necessary training and capacity development activities
- Maintain effective partnership with government, bank, fisherfolks, consultants, and ICCO colleagues to exchange critical and technical information and resolve project implementation issues to ensure results are achieved as planned
- Collaborate with internal and external partners and stakeholders to promote program
- Advanced knowledge on market, develop business and a great facilitator.
- Knowledge and experience in Making Market Work for the Poor (M4P) and DCED standard required
- Experience with multi-stakeholder processes
- Able to establish and maintain contact with senior-level officials of the host government, bank, businessman and also the target beneficiaries. Excellent interpersonal skills are an essential part of the job
- Excellent language skills in English and Bahasa Indonesia. Excellent local language and local knowledge are favorable.

The main tasks will be:
- Lead the design, strategies and technical issues concerning capacity development and institutional strengthening for all stakeholder involved in the project
- Developing series training modules
- Organizing series training, workshops, and other learning events
- Build internal capacity of the implementing team on M4P (Making Market Work for the Poor), DCED (The Donor Committee for Enterprise Development) standard, MRM (Monitoring and Result Measurement), PSD, etc
- Lead the design of the training and capacity development activities for the fisher folks and production unit in coordination with the business development officer.
- Prepare the documents to support the necessary training and capacity development activities
- Assist the organization of the workshop, seminars and courses planned for the staff and fisherfolks
- Support the preparation of the Term of Reference for the additional capacity to support implementation of the capacity development plan
- Assists effective partnership with government, bank, fisherfolks, other beneficiaries and ICCO colleagues to exchange critical and technical information and resolve project implementation issues to ensure results are achieved as planned

The main tasks will be:
- Assist with the project budget preparation
- Implement financial policy and procedure
- Establish and manage cash control
- Monitor actual expenses of the project against budget and provide variance analysis as required
- Prepare monthly project financial reports and provides assistance in interpreting financial report to project staff
- Check and control purchasing good and services and the payment
- Set up employee files
- Verify timesheets and hours worked
- Calculate project staff salaries, deduction and contributions
- Consult with Finance Manager in Regional office and approval from Program Manager
- Update leave and lieu time
- Prepare, review and file payroll summaries, journals and reports

- Minimum 3 years accounting experience
