Program Summary – APDR3

In support of the Asia Pacific Disaster Risk Reduction & Resilience Network (APDR3), we will conduct a scoping study with its goal to assess how to optimize private sector engagement within a whole of society approach to disaster risk reduction and resilience building in Indonesia. The research will focus on Jakarta as a case study and engage with a targeted set of national-level government and key corporate actors involved in the policy arena. The study will examine government policies and regulations as well as private sector investment potential and strategies in mitigating and responding to disaster and building resilience.
 
The scoping study will focus on Jakarta in order to produce a specific road map and recommend concrete next steps for implementation. Jakarta is an ideal location for the study. In addition to its propensity for disasters and susceptibility to climate change impacts, Jakarta is the biggest industrial area in Indonesia and a center for most multi-national and national corporation in Indonesia . Mercy Corps Indonesia has on-going activities and longstanding relationships with communities, the private sector and government in Jakarta and will leverage these relationships to support this study.
 
The objectives of this project: 1) Understand potential for collaboration between different stakeholders working in DRR and resilience, and with private sector through national and regional networks; and 2) Understand potential work that needs to be prioritized to increase and strengthen private sector engagement in DRR and resilience efforts in Indonesia.
 
1. Lead Researcher
The Lead Researcher is a key position in Mercy Corps Indonesia Office and will lead all aspects of the scoping study. The individual holding the Lead Researcher position will be responsible for developing, coordinating, maintaining and constantly meeting with program stakeholders, as well as closely work with Mercy Corps Indonesia program teams and senior management.  This position will be as temporary staff for 6 months.
 
Qualifications:
  • 5+ years of experience in conducting comprehensive research and complex development assessment in disaster risk reduction and climate change programs, resilience, and corporate / private sector;
  • University degree in applied social sciences is required; MBA is highly preferred;
  • Excellent skills both in qualitative and quantitative research; including but not limited to: desk research, mapping and analysis, focus group discussions, and semi-structured interviews;
  • In-depth knowledge of corporate social responsibility (CSR) and shared value concepts and prevailing CSR practices in Indonesia ;
  • Excellent knowledge of government rules and regulation in DRR and Resilience building;
  • Fluency in English, both verbal and written skills, are required;
  • Excellent computers skills (MS Office, Power Point, and Outlook) are required;
  • Prior experience in a development agency and/or research institute is advantageous. 
2. Researcher
The Researcher works in a team with Lead Researcher and will assist in all aspects of the scoping study. The individual holding the Researcher position will be responsible for working with Lead Researcher in developing, coordinating, maintaining and constantly meeting with program stakeholders, as well as closely work with Mercy Corps Indonesia program teams.  This position will be as temporary staff for 6 months.
 
Qualifications:
  • 3+ years of experience in conducting comprehensive research and complex development assessment in disaster risk reduction and climate change programs, resilience, and corporate / private sector; 
  • University degree in applied social sciences and/or business administration is required.
  • Excellent skills both in qualitative and quantitative research; including but not limited to: desk research, mapping and analysis, focus group discussions, and semi-structured interviews.
  • In-depth knowledge of corporate social responsibility (CSR) and shared value concepts and prevailing CSR practices in Indonesia .
  • Proficiency in English and bahasa Indonesia, both verbal and written skills, are essential.
  • Excellent computers skills (MS Office, Power Point, and Outlook) are required;
  • Prior experience in a development agency and/or research institute is advantageous.
