The
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German
implementing organization which provides services worldwide in the field of
international cooperation for sustainable development.
The
German Federal Ministry for the Environment, Nature Conservation and Nuclear
Safety (BMU) initiated the NACAG (Nitric Acid Climate Action Group), a global
initiative with the main goal of mitigating global N2O emission in the nitric
acid producing sector. Its vision is to incentivize the installation of
appropriate abatement technologies in all nitric acid production plants
worldwide. The initiative provides all governments and plant operators with
guidance and information on technological and regulatory issues regarding N2O
abatement. Moreover, NACAG makes available financial support for the
installation and operation of abatement technology. This financial support is
subject to the condition that partner countries take full responsibility for
the mitigation activities after 2023 – for example in the context of their
Nationally Determined Contributions (NDCs).
BMU
has commissioned GIZ to implement the Secretariat of the NACAG. Its main task
is to coordinate the implementation of all activities related to the
initiative. This comprises technical support to both governments and companies
as well as financial support to companies. Indonesia has already joined the
NACAG initiative by signing the NACAG Declaration. This makes Indonesia
eligible for technical support. The next step would be the signing of the
political commitment to permanently reduce N2O emissions, which would render
Indonesia eligible for financial support.
To support this project, GIZ is currently recruiting one (1) Indonesian
candidate for the following position: Advisor
Responsibilities
- Managing the activities of the NACAG initiative in Indonesia
- Support the liaison between the NACAG secretariat project and Ministry of Industry for the activities within the project
- Providing professional advice to partners and cooperating with important stakeholders
Tasks
The tasks will be embedded in the activities
of the NACAG initiative and will be carried out in close cooperation with the
NACAG Secretariat in Germany and with the team of the GIZ project PAKLIM.
Professional advisory services
- Commissioning of external experts; coordination and supervision of technical studies related to the implementation and/or MRV of N20 abatement technology in nitric acid producing plants in Indonesia
- Participates in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach
- Organizing feasibility studies (this involves communication with companies, the Ministry of Industry, the NACAG Secretariat and the international expert; logistics)
- Supporting the Ministry of Industry concerning the decision-making process regarding the political post-2023 options for reducing the N2O emission in the nitric acid sector (including advice on the revision of Indonesia’s NDC)
- Consultation and supporting the Ministry of Industry in terms of establishing the regulatory framework for monitoring, reporting and verification (MRV) post-2023 for the nitric acid sector
- Formulates terms of reference and selects and supervises third parties in the course of carrying out project activities, including performance evaluation
- Monitors the development and implementation of plans and activities under his/her responsibilities in close consultation with Ministry of Industry
- Engage with the design, preparation and implementation of workshops, seminars and other events on issues under his/her responsibilities
Networking and cooperation
- Communication with Ministry of Industry and nitric acid companies
- Consultation regarding coordination mechanisms between public and private stakeholders (working groups, exchange formats in national and international level, and with each other)
- Ensures cooperation, regular contact and dialogue with partners, relevant organisations, non-governmental agencies and individuals in the project and with other projects to improve and maintain good working relationships
Knowledge management
- Supporting Capacity building and Knowledge transfer on nitrous oxide abatement and climate policy/ Organization of internationally known capacity building formats (e.g. conferences, workshops, webinars and dialogues of experts)
- Outreach/ external communications (Present and publish the findings of the work through events, printed publications, etc.)
- Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
- Draws up reports and presentation documents related with his/her responsibilities
- Formulates appropriate input for the project reports
Coordination tasks
- Supports in organizing meetings, skype conferences, workshops (both in terms of technical content and logistics/administration)
- Assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
- Compiles the relevant information for joint activities and assignments
- Uses GIZ’s Capacity Works to manage the projects

- Performs other duties and tasks at the request of management
Required qualifications, competences
and experience
Formal education
- Academic education in Engineering (Chemical Engineering, Environmental Engineering, Electrical Engineering, Mechanical Engineering), Environmental Science or similar knowledge with a focus on climate change
Professional
experience
- Minimum of 4 years professional experience
- Knowledge of Indonesian politics regarding climate change
- Experience in the private sector would be an asset
- Knowledge of and/or job experience in the industry and the subsector of the chemical industry and/or public institutes desirable
- Knowledge of the international climate policy framework including the flexibility mechanisms of the Kyoto Protocol and the new market mechanisms of the Paris Agreement
- Knowledge or experience in the following fields: Strategies and political instruments for emission reductions, e.g.: emissions trading, Clean Development Mechanism, Clean Energy Certificates, MRV, emission reduction measures in industry
- Desirable: Network of contacts in the field of climate change and/or industry
- Experience in cooperation with the public and private sector
- Desirable: Experience in international cooperation and/or German cooperation
