Proposal Summary: The upcoming USAID-funded local
governance project in eastern Indonesia will focus on strengthening the capacity of local
governments and improving access to and the quality of services to
citizens. It will also support
leadership development among community leaders and provide grants for citizen
participation, livelihood programs and community development through local NGOs, women and
youth groups.
Position
Summary: The Local Governance Specialist (LGS) will
be responsible for developing and carrying out the project’s local governance
training, capacity-building, and mentoring work in cooperation with local government
officials and in coordination with other donor projects. S/he s will undertake assessments of the
training and capacity-building needs of local government officials, develop, deliver, and
manage training and capacity-building activities. The LGS
will also work with local government and community counterparts to structure
opportunities for local government officials to work closely with community
leaders to build opportunities for cooperation and to improve services to
citizens and community development projects.

Responsibilities:
- Working under the supervision of the Chief of Party, design and carry out a local governance capacity-building and service delivery improvement program based on consultations with local government officials and citizens.
- Identify priorities for service delivery improvements and strategies to train and mentor the programming, service delivery, management, and outreach skills of local government officials throughout eastern Indonesia, including Papua and Papua Barat.
- Conduct training, mentoring and the development of scopes of work for third-party trainers.
- Identify strategies for improving confidence and cooperation between local government officials and citizens, as part of the strategy to extend and improve services, and engage government officials and citizens in community development projects.
- Participate in the grants review and selection panel for community development projects, as well as monitor and report on the implementation of the community development projects.
- Engage in collecting and verifying data for the project’s Performance Monitoring Plan.
Qualifications:
- A bachelor’s degree in political science, public administration, international development, or a related field.
- At least five years of previous experience in national and local governance in Indonesia and eastern Indonesia, including Papua and Papua Barat preferred.
- Knowledge of Indonesian local governance structures, service delivery, program budgeting, and project design.
- Experience designing and managing community development projects.
- Excellent public presentation and project report-writing skills.
- Excellent English language speaking and writing skills.
