This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION The ILO MAMPU Access to Employment and Decent Work for Women Project is designed to promote economic and social empowerment of women through strategies that strengthen women's access to and equitable involvement in formal employment in Indonesia. The Project is engaged with various institutions and organisations in Indonesia to strengthen the capacity of key stakeholders to promote the Project's objectives - to strengthen poor, vulnerable and marginalised women's access to employment and equality in employment. This Project contributes to the broader Australian Aid MAMPU Indonesia (Maju Perempuan Indonesia untuk Penanggulangan Kemiskinan) Programme.

Project objectives of economic and social empowerment for target beneficiaries will be achieved through the following strategic interventions -
  • Strengthening the organisational capacity and representation of targeted vulnerable women workers;
  • Supporting women to transition from informal to formal employment;
  • Strengthening the ability of partner civil society organisations to provide services and facilities to women to reduce barriers to decent work in the formal sector;
  • Supporting employer incentives to empower women and implement better working conditions and innovative employment responses; and
  • Influencing and strengthening national and local policies, programs and laws to promote women's economic empowerment and equality.
The main areas of intervention of the project take place through a series of innovative pilot projects. Pilot projects include - (1) Supporting home based workers to formalize and access better working conditions and livelihoods; (2) Strengthening the ability of trade unions and women's organizations to organize and better represent women's rights and interests at work; (3) Technical assistance to employers to support decent work for women and substantive equality in terms of labour market outcomes; and (4) Supporting women's cooperatives and groups to provide accessible childcare services and other facilities to enable poor women to access or return to employment.

The Project has a strong focus on evidence-based and comparative research, providing responsive policy and program advice to national institutions, including the Government, and institution building of local project partners to strengthen the visibility, representation and social and economic empowerment of women workers in Indonesia. Awareness raising and advocacy on principles of equality and non-discrimination in employment will also be promoted.

The CTA will lead a team of two international technical officers, five national professional officers and three admin-finance-project support staff. The CTA will report to the ILO Country Director for Indonesia and Timor-Leste. The position will require collaboration and close coordination with colleagues in the Regional Office, Headquarters, Jakarta and project stakeholders.

Description of Duties
The CTA will be responsible for the technical implementation of the project. As such she/he will be responsible for the timely delivery of all outputs in accordance with the project work-plan and other requirements, and in formulating new workplans for future phases of the Project.
  1. Provide leadership and strategic direction in all areas of the Project to ensure the project's technical and financial integrity and to achieve project goals, objectives and targets.
  2. Lead, organize, plan, supervise and monitor the work of the ILO MAMPU team. Conduct performance appraisals and assessments of staff and lead recruitment of new staff members where appropriate.
  3. Manage relationships and oversee technical assistance programs with all Project stakeholders to ensure high-quality implementation, consistent with donor and stakeholder expectations.
  4. Consolidate and review institutional framework and work plan for which project partners can best improve, implement and evaluate efficient and equitable action programs to promote gender equality in employment and women's labour market participation.
  5. Assume full responsibility for the Project's provision of planning, programing and policy advice to constituents on institutional strengthening, the application of relevant ILO standards and the promotion of technical cooperation activities.
  6. Write and/or review technical components of materials and publications related to the project and its development, including developing the project design for future Project phases.
  7. Identify and pursue opportunities for project collaboration and coordination with Australian Aid MAMPU Partners and relevant ILO Programs and Projects.
  8. Collaborate and coordinate Project activities with ILO technical specialists in the Region and Headquarters to ensure consistent implementation of the Project objectives
  9. Ensure effective and efficient allocation and use of resources for project implementation
  10. Draft, edit and finalise technical materials and reports of project activities and results for the donor, including progress and final reports.
  11. Design and prepare project documents and implementation strategies for future phases of MAMPU and related programs.
  12. Promote and support the dissemination of project information among colleagues, the Project team and Project stakeholders.
Required Qualifications Education Minimum - Masters level university degree in a relevant field, with demonstrated expertise in gender or women's issues, development and labour/employment.

Experience At least 10 years of professional experience including 8 at the international level in program/project management and technical work in employment related issues and social dialogue. Experience in implementing gender-responsive programs is essential. Experience working in Indonesia is an advantage as is experience in engaging with stakeholders and building and managing relationships with ILO constituents. Languages Excellent command of spoken and written English. Good working knowledge of Bahasa Indonesia would be an advantage.

Competencies - Experience in project management and providing sound technical support and advice to programs/projects in areas related to this position; - Demonstrates technical expertise and experience in promoting gender equality and economic and social empowerment of women and in the development and strengthening of civil society movements; - Experience in formulating and providing policy, planning and programmatic advice to national stakeholders; - Experience in project cycle management, from project design through to monitoring and evaluation of project outcomes and impact with reports, studies and technical documents produced containing recommendations and justifications of recommendations for specific courses of action; - Demonstrates integrity by modelling the ILO's values and ethical standards; - Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability and demonstrates competence in working with multicultural teams; - Maturity and confidence in dealing with senior members of national and international institutions, government and non-government organisations and the private sector; - Analytical capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports and project design; - Knowledge of international labour standards and ILO internal policies, programming and procedures; and - Demonstrates strong oral and written communication skills.
