ILO Vacancy: Senior Enterprise Advisor (Advisory and Training), Jakarta

Background



The Better Work programme is a unique partnership between the International Labour Organization (ILO) and the International Finance Corporation (IFC). The programme involves the development of both global tools and country level projects that is being implemented in Cambodia, Vietnam, Lesotho, Jordan, Haiti, Nicaragua, and recently extended to Indonesia with initial funding provided by the Government of Australia under the Australia-ILO Partnership Agreement 2010-2015.



The Better Work Indonesia (BWI) project aims to improve working conditions and respect workers’ basic rights in Indonesian apparel enterprises by promoting compliance with the provisions of the Indonesian labour law and regulations and international core labour standards. The project will also promote productivity and competitiveness of enterprises in Indonesia that are linked to the apparel global supply chains, with an initial focus on the apparel industry in the Greater Jakarta area, with a view toward expanding to other industries and geographic areas. The focus is on scalable and sustainable solutions which build cooperation between government, employers’ and workers’ organizations, and international buyers.



BWI will implement the following strategy:

  • Replace duplication of social audits with independent enterprise assessments on voluntarily participating enterprises that are recommended by the international buyers; 
  • Provide enterprises with advisory and training services, as well as capacity development for the national stakeholders; and
  • Ensure long-term sustainable solutions supported by the Government, employers’ and workers’ organizations, and the sustained engagement of international buyers

Function

This position involves supervising staff (Enterprise Advisor) that are providing professional level enterprise assessment, advisory services and training. The person will play a leadership role especially on the field of advisory and training.  



Supervision and Guidance

The position reports to Better Work Indonesia Operational Manager (TBC) who is based in Jakarta, Indonesia. The position requires a high level of independence. Judgement, initiative and creativity are required in translating project tools and approaches at the enterprise level. The work product is controlled by the supervisor for technical soundness and appropriateness.


Duties and Responsibilities:

  1. Review and analyse BWI advisory and training country specific development plans and priorities; identify potential technical cooperation project areas and provide written analysis on the findings to management related on the advisory and training program.
  2. Contribute creative ideas for advisory and training programme/project development and serve as senior national programme advisor to the Directorate and draft portions of programme and budget proposals, project proposals, programme background, country strategy papers, objectives, project reviews and evaluation.
  3. Facilitate EAs to tackle advisory challenges (when it is needed) in country level and provide a necessary assistant to EAs which is provided and in-line with the global program or specific country program. This is include industrial relations issues and grievance resolution in the plant level.
  4. Ensuring good advisory and training quality delivered in country level.
  5. Monitor progress of BWI program especially on advisory and training project and activities by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness.
  6. Identify advisory and training problems, propose solutions and action and follow-up with relevant Departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
  7. Provide training and advisory programming and administrative support to programmes and projects in areas of responsibility.
  8. Prepare advisory and training briefs, background information, and periodical reports, subject matter related training and advisory technical reports.  Provide necessary statistical data on status of advisory and training programme if needed.
  9. Assemble and edit basic data required for planning and negotiation of advisory and training programme, considering different approaches and alternative methods for project design, management, problem identification and problem resolution. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements.
  10. Assist program manager in the programming and control of resources from all sources of funds, prepare budget estimates and expenditure forecasts by analyzing and monitoring situation of resources as compared to planned activities and making recommendations to management for remedial action.
  11. Handle fellowship programmes for specific projects, analyze and evaluate relevant budgets, objectives and activities, and initiate action as required.
  12. Participate in the preparation of conferences, seminars, workshops, training sessions and meetings. Speak on behalf of the BWI when attending these gatherings alone.
  13. Serve as a focal point for selected technical subjects and attend meetings, workshops and inter-agency meetings, and present reports and papers. 
  14. Serve as public relations liaison and relations officer of the office and promote BWI activities es. Draft, edit in, or translate into local language(s) news releases, official correspondence, statements and speeches and other public information material. 
  15. Brief ILO/BWI specialists, project experts, associate experts and visiting officials and provide relevant information on programme matters. 
  16. Undertake missions to project sites independently or accompanying other officials. 
  17. Supervise the work of Enterprise Advisor, including performance review. 
  18. Perform other duties as may be assigned by the supervisor.
Nationality - Indonesian

Education - First level university degree in a relevant field.

Experience – Two to three years of professional experience in the relevant occupational area.

Languages - Excellent command of one working language of the office and good knowledge of another official language of the duty station.
Competencies:
  1. Familiarity with the principles of social dialogue, national labour law and regulations, corporate social responsibility, especially related to labour issues in global supply chains.
  2. Good drafting skills and demonstrated ability to prepare reports and publications.
  3. Good knowledge of programme and budget, project formulation, administration and evaluation techniques and practices.
  4. Good team management skills, with a strong focus on building staff skills through a participatory approach.
  5. Ability to solve complex operational problems through negotiation and conflict resolution
  6. Ability to design, manage and implement training for clients.
  7. Ability to justify requirements and approaches to problem resolution, and ability to negotiate.
  8. Good understanding of enterprise level human resource, production and quality systems as well as Corporate social responsibility and labour compliance issues in global supply chains;
  9. Good interpersonal, communication and public presentation skills. Ability to deal with people with tact and diplomacy and ability to supervise staff.
  10. Good knowledge of the role and operations of UN system activities for development.
  11. Knowledge of the office’s financial rules and regulations.
  12. Knowledge of office-wide activities and priorities. Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects. Excellent drafting skills.
  13. Ability to communicate effectively both orally and in writing.
  14. Ability to justify requirements and approaches to problem resolution, and ability to negotiate.
  15. Good organizational skills. Ability to work on own initiative as well as a member of a team. 
  16. Shares knowledge – Shares important or relevant knowledge and information formally (e.g. workshops, seminars) or informally (e.g. conversations with colleagues); promotes knowledge transfer.
Written Examination and Interview
Prospective candidates will be required to sit in a written examination and take part in an interview.
