Save
the Children is an international non-profit organization that focuses
on the fulfillment of children’s right. Save the Children was first
established
in May 1919 in the U.K. and to date has 28 Save the Children Offices
and operations in more than 120 countries worldwide. 1n 1976, Save the
Children signed an MoU with the Ministry of Social Affairs of the
Republic of Indonesia, followed then by the operations
of Save the Children throughout Indonesia. Currently, Save the Children
work in 11 provinces with a variety of program areas, such as:
Education, Health and Sanitation, Livelihood, Child Protection also
Disaster Risk Reduction.
Now we are looking for a position of:
Sr. Manager of Program Development Quality (code: PDQ)
based in Jakarta Country Office, 1 position
The
Sr. Manager of Program Development and Quality shares in the overall
responsibility for the direction and technical quality of the country
program and
is responsible for overseeing development of program strategies in both
development and humanitarian settings, to deliver quality programs that
deliver immediate and lasting change for children. S/he champions a
culture of team learning and continuous improvement
including overseeing the Monitoring and Evaluation, Accountability, and
Learning (MEAL) function within the Country Office. S/he manages a team
focused on program development, monitoring, evaluation, learning,
program innovation, design, quality oversight,
and fundraising.
Reports to: Director of Programs
Staff reporting to this post: MEAL Specialist, Senior Health Advisor, Education Advisor, and Senior Child Protection Advisor.
Role Dimensions: This is a
challenging role requiring a dedicated, experienced and highly motivated
individual with excellent writing skills in English and a deep
understanding of development
programs including role of international NGOs in Indonesia.
JOB RESPONSIBILITIES
Strategy, Senior Management and External Relations
¾
Provide leadership, strategic vision and
direction to the Indonesia country program as a member of the Senior
Management Team (SMT).
¾
Lead the development of high quality country
office (CO) and program strategies and contribute to the CO and
individual annual plans.
¾
Lead the development of an organisational
culture that reflects our dual mandate values, promotes accountability
and high performance, encourages a team culture of learning, creativity
and innovation, and enables our people with the tools to deliver
outstanding results for children and excellent customer service for our
members and donors.
¾
Support the design and implementation of a
coherent organizational structure that is consistent with agency
practices and appropriate to program needs.
¾
In collaboration with the CD and others,
guides the establishment, maintenance, and improvement of active and
regular working relationships with: host government authorities, partner
agencies including humanitarian and development donors, local and
international NGOs, and Save the Children members.
¾
Ensure the Indonesia CO complies with all Save the Children program Essential Standards and Procedures in the Quality Framework.
¾
Ensure that the Indonesia CO makes strides towards meeting standards established in the Quality Framework
Monitoring, Evaluation, Accountability and Learning
¾
Develop and oversee a robust MEAL system to
measure achievement and progress toward national and global program
goals and results, including reach and global outcome indicators, and
to drive learning and improved program quality.
¾
Ensure the delivery of timely and
high-quality internal and external program/project evaluations
(including baseline studies) as per the Evaluations Essential Standard
and donor requirements,
and periodic research in coordination with the Director of Programs.
¾
Ensure our work is accountable to children
and other stakeholders through the establishment and management of
effective accountability mechanisms and processes.
¾
Provide leadership to use data for program
decision making, of commitment to management action on the findings of
monitoring, and of listening to feedback from beneficiaries to inform
program delivery and development.
¾
Lead internal and external reporting processes and requirements.
¾
Establish and maintain an effective national management information system.
¾
Ensure learning by country program from relevant internal and external thematic trends and best practice.
¾
Foster and champion a culture of evidence building and learning across the organization.
¾
Identify, develop and oversee operational and
analytical research, coordinate the publication and dissemination of
results and ensure that research informs advocacy
Program and Proposal Design and Development
¾
Identify strategic fundraising leads and concepts and identify and nurture funding opportunities to
ensure adequate resources are secured to support CO operations.
¾
Lead proposal development and the
conceptualization and design of cost effective, innovative, and high
quality, child-focused emergency and development programs, informed by
child participation.
¾
Ensure the Indonesia Country Office has a
high-quality, multi-sectoral, and dual mandate program reflecting all
priority technical and sector aspects of the Save the Children global
strategy.
¾
Ensure Child Rights Governance is an integral and vibrant part of the country office portfolio.
¾
Ensure that advocacy is an integral part of
Save the Children’s Theory of Change and strategic planning with child
rights at the core of the advocacy work.
Technical Assistance Provision
¾
Ensure the provision of high quality
technical assistance and capacity building to all country office
programs, projects and staff by managing all internal and external
technical assistance,
including (in collaboration with the Humanitarian Sr. Manager) surge
capacity during emergencies. This includes ensuring application of the
TA protocols and tools.
¾
Ensure that the different technical sectors
are coordinated, integrated and support each other to optimize programs
and projects.
¾
Ensure the integration of cross cutting
issues into design and implementation including gender,
non-discrimination, child participation and child safeguarding.
¾
Ensure Save the Children participation in relevant national and global networks.
¾
Foster and champion a culture of evidence building and learning across the organization.
Ensure
staff within the unit to further develop their capabilities to
effectively carry out their roles and that talents are identified
and developed to enable them to take on more senior/broader roles.
¾
Develop a culture and focus on quality program delivery in the Program Development and Quality team
¾
Ensure appropriate staffing, the recruitment, training, and promotion of staff as appropriate.
¾
Manage the Program Development and Quality
team through: effective use of the Performance Management System;
regular evaluation of direct reports; provision of coaching, mentoring
and
other developmental opportunities.
¾
Ensure that all staff understand and are able to perform their role in an emergency.
¾
Oversee that all technical sector staff
proactively build and maintain technical skills and competencies
required for leading and/or advising first class programs – both
development
and emergency programs.
¾
In coordination with HR:
o
Develop and implement a succession plan for
senior/highly technical roles within our own team to ensure program
continuity and smooth staff transition.
o
Assess staff development needs and
provide/recommend training and mentoring (in collaboration with the Sr.
Manager for program implementation and other departments) to increase
technical
and management skills.
o
Ensure appropriate gender and ethnic diversity within the program team.
QUALIFICATION
·
Masters’ degree in a related technical area
·
Minimum of seven years’ experience in an NGO
environment, including experience directing and implementing programs -
preferably in both emergency and development contexts
·
Experience in more than one of the Save the
Children priority sectors: education; child protection; child rights
governance; health and nutrition; food security and livelihoods; and
humanitarian response.
·
Demonstrated leadership and management skills with proven track record of people and team management and development.
·
Significant experience leading successful program design and proposal development.
- Strong understanding of different methodologies of monitoring and evaluation and operational research and experience in developing integrated MEAL systems.
·
Ability to effectively establish a learning culture within an organisation.
·
Experience in successfully establishing and
managing collaborative relationships and partnerships with donors and
government counterparts.
·
Strong representation, communication, and influencing skills.
·
Experience of management of diverse workforce
including effective performance management and utilisation of capacity
building, coaching, and mentoring skills.
·
Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
·
Fluency in written and spoken English and Indonesian.
·
Strong writing skills
·
Ability to prioritize tasks in a fast-paced work environment
·
Able to work effectively in different cultural contexts
·
Willingness to travel to remote project locations
