UNDP Indonesia, under SCDRR phase II project hereby invites you to submit a
proposal for “Consultant for the Analysis of Improving Fiscal Allocation for DRR”,
with detail assignments below:
Scope of work:
Under direct supervision of the
National Project Manager (NPM) SCDRR
Phase II and consultation with Bappenas,
the consultant will perform the duties with detailed scope of work as follow:
- Desk Review: Conduct desk review over the existing documentations that provide information on the current information. Documents to be review might include but not limited to:
- RPJMN (National Mid-Term Development Plan) and RPJMD (Sub-nationa Mid-term Development Plan)
- Renstra, and Renja of BNPB, BPBD and relevant line ministries/ KL (sectors) and local government offices (dinas)
- APBN (National Development Budget) and APBD (Local/ Sub-National Development Budget)
- National Disaster Management Plan (RPB), National Action Plan for DRR (RAN DRR) and local/sub-national disaster management plan
- Annual Work Plan (RKP) from line ministries and Sub-national RKP (RKPD) from local governments
- Any other related documents, incuding relevant references on DRR from global.
- Lead consultation and workshops, interview and discussion with related line ministries, local governments and other related stakeholders who involve in DRR programme.
- Lead the research team on the data collection and analysis.
- Develop analysis based on the data collection from the above documents and information.
- Document writing.
Education:
Minimum a Master degree in
economic, development study, or other relevant social science.
Experience:
- Minimum 7 years of experience in public policy, national and local development planning, programming and budgeting, monitoring and evaluation, or any other relevant areas.
- Experience in GoI planning, programming and budgeting at national and local level is preferable
- Have a good knowledge and experience in public policy analysis, and in public sector planning, programming and budgeting.
- Ability to work with different cultural/national backgrounds, good interpersonal and communication skills
Language Requirements:
Proficient
in English language, spoken and written.
Ability to write reports, make presentation, provide discussion.
