Lowongan Disaster Risk Reduction Assistant - IOM, Banda Aceh

International Organization for Migration (IOM) Indonesia is looking for a DRR (Disaster Risk Reduction) Assistant, according to the terms of reference below:
 
I. POSITION INFORMATION

DRR (Disaster Risk Reduction) Assistant
General Service Staff, Grade 4
IDR 9,266,750 per month
Banda Aceh
Special All Inclusive Contract for 3 (three) months, with the possibility of extension.  The tenure of contract of internal candidate holding a Fixed Term/Regular contract will remain unchanged.

II. Organizational Context and Scope
 
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
 
Under direct supervision of DRR Coordinator, overall supervision of Head of Sub-Office (HoSO) and in close relation with relevant units, the DRR (Disaster Risk Reduction) Assistant will assists in the implementation and monitoring of GIS/IM components as part of Disaster Risk Reduction (DRR) project in Aceh Province.
 
III. Responsibilities and Accountabilities
  • Assist the DRR coordinator to Analyze potential risk at district and sub-district level; 
  • Assist the DRR coordinator to Analyze potential of Vulnerability and Capacity on district and community level
  • Assist DRR Coordinator and relevant units to Develop risk analyses based on scientific evidence and bases; 
  • Assist in planning and implementation including facilitation of capacity building activities for targeted government entities and other stakeholders at various level (provincial district and sub-district); 
  • In coordination with DRR Coordinator, plan and facilitate activities pertaining potential hazard mapping at district and community level; 
  • In coordination with DRR Coordinator and DFE’s, plan and facilitate activities VAP in community level;
  • Assist DRR Coordinator to provide day-to-day supervision to partners for the implementation of DM Plan related trainings and capacity building for targeted government entities, communities, and other stakeholders; 
  • Assist DRR Coordinator to contribute to the program monitoring of performance indicators and regular reporting systems by preparing data analysis, summary sheets and reports in accordance to program needs. 
  • Apply latest Indonesian risk assessment standards and international standards such as the ISO 31000;
  • Assist DRR Coordinator to conduct trainings on disaster management, disaster risk analyses, disaster risk reduction; 
  • Assist DRR Coordinator to conduct Focus group discussions on DM, DRR and CBDRR activities in provincial, district or community level;
  • Assist DRR Coordinator to facilitate the draft of disaster management plans and contingency plans for specific disasters;
  • In coordination and work with government agencies on specific sector related contingency plans for disasters 
  • Adhere to IOM data protection confidentiality policy as well as strict compliance to IOM Code of Conduct at all times; 
  • Perform such other related duties as may be assigned

Technical
  • Drives and fosters understanding of Media and Communications concepts amongst key personnel in IOM 
  • Correctly and effectively applies knowledge of traditional and social media
  • Interfaces across units and departments within IOM to extract relevant information
V. Education, Qualifications and Experience
  • Diploma degree, preferably in disaster management, planology, development planning or other relevant education and professional experience.
  • At least four  years of professional experience with Disaster Risk Reduction (DRR) and/or Community Based Disaster Risk Management (CBDRM) Project.
  • Familiarity with Disaster Risk Reduction issues and Indonesian Spatial Data and Disaster Management laws. 
  • Experience working in International or local NGOs, government DRR platform.
  • Previous and relevant experience working with community mobilization participatory approach and/or monitoring evaluation activities 
  • Willingness to travel to implementation areas in various districts as necessary 
  • Proven ability to work effectively under pressure and hardship conditions, excellent teamwork and communication skills, cross cultural and gender sensitivity.
  • Able to work with minimal supervision and demonstrate high level of initiative, perseverance and professional commitment to achieve high quality results.
  • Proven ability to handle confidential data in a professional, responsible and mature manner
Language
Fluency in English and Bahasa Indonesia both written and spoken is required. Working knowledge of Acehnese is an advantage.
