is seeking for FINANCE AND GRANTS MANAGER for our RTI Indonesia - SCALING UP FOR MOST-AT-RISK POPULATION 2
(SUM 2) Project - based in Jakarta. 

Program
Background

SCALING
UP FOR MOST-AT-RISK POPULATION 2 (SUM 2) is a USAID- funded program, which
provides technical  assistance in
organizational performance required to scale-up effective, integrated HIV
interventions that lead to substantial and measurable behavior change among
Most-at Risk Populations (MARPs) in targeted locations in Indonesia.  The project is managed by Training Resources
Group, Inc in partnership with RTI International.  The organizational performance topics include
accountability; administration; advocacy and partnership; financial system;, good
governance, organizational leadership and management; planning, resource
allocation and mobilization; monitoring and evaluation, networking,  policy development,  SUM 2 provides and monitors small grants to
qualified civil society organizations to support the scale-up of integrated
interventions in “hotspots” where there is a high concentration of one or more
MARP and high-risk behavior is prevalent.

The
Finance & Grants Manager has primary responsibility, under the overall
direction of the COP, to provide leadership, management and oversight to this
multifaceted program briefly described in the introduction.

S/he
is responsible for overall financial and administrative management, including
human resources issues (in coordination with RTI’s Indonesia office), of SUM 2
national and regional offices, and overall grants management, including
oversight of TA providers, Principal CSOs
and developing CSOs. S/he is also
responsible for new hire onboarding and STTA financial matters and oversight.

S/he
supervises five direct reports in the national office and supports the
financial and administrative needs of the regional coordinators. S/he is a
member of the SUM 2 senior management team (SMT) as well as the RTI - TRG
finance team that oversees budgets, pipeline analyses, cost projections and
invoicing.

Essential
Job Functions: Duties and Responsibilities

1. Manages all financial and administrative aspects of the project and ensures compliance with RTI and US Government (USG) financial and accounting policies and procedures.
2. Oversees preparation and submission of monthly financial statements (including expenses, receivables and payables).
3. Ensures timely submission of expense reports, bank reconciliations, and wire transfer requests to corporate headquarters in the US.
4. Prepares monthly, quarterly and annual expenditures and prepares pipeline estimates for the project.
5. Prepares biweekly cash requirements; monitors cash flow and reconciles cash accounts to maintain appropriate cash balances.
6. Oversees human resources management and procurement for the project, working in collaboration with RTI Indonesia to ensure compliance with RTI’s policies and procedures in Indonesia.
7. Leads SUM 2 grantee portfolio management, implementation, and reporting.
8. Continuously oversee and provide capacity building assistance to local implementing partners, including (but not limited to) providing training and coaching in financial and grant management to TA providers and CSO partners.
9. Lead, coordinate and collaborate with SUM 2 program and technical teams in the development, negotiation of and management of grantee budgets, deliverables, and timelines.
10. Provide day-to-day financial leadership and management of SUM 2, working closely with the COP and RTI’s technical and financial points of contact.
11. Provide HR support to RTI staff, working closely with RTI Indonesia to ensure adherence RTI policies and procedures in Indonesia.

1. Supervise and manage the F&A and grants officers in the national office (currently five positions).
2. Provide financial, administrative, and grant management support/oversight to the SUM 2 regional offices.
3. Serve as a member of the SUM 2 senior leadership team, along with the COP, the National Program Officer and Senior Technical Expert, and the National M&E Coordinator.
4. Delegation authority of up to $3000 per transaction.
5. Report to the Chief of Party.
6. Any other duties as assigned by the supervisor in alignment  with his/her professional standard

Knowledge,
Skills and Abilities

* Demonstrable leadership and management skills and experience to manage finances, administration and grants programs of large, complex, and multifaceted programs.
* Experience working with USAID programs – strong knowledge and understand of compliance and contracting regulations.
* Strong organizational, management and interpersonal skills; ability to work in a team-oriented setting.
* Excellent oral and written communication skills; fluency in Bahasa Indonesia and English.

Minimum
Required Qualifications

* Bachelor Degree with at least 10 years of experience or Master’s Degree with 6 years of experience in financial and administrative management of country-specific programs funded by USAID
* Track record of overseeing effective grants management to achieve project objectives is required.
* Must possess strong understanding of USAID grant and contract policies and regulations.
