Background:
Plan believes that gender equality is central to achieving our vision for change: a world in which all children, both girls and boys, realize their full potential in societies that respect people’s rights and dignity. Many violations of children’s rights have their roots in gender-based inequality, exclusion and injustice.
Equitable access to a quality
education is still a barrier for millions of girls in Asia. When fortunate
enough to start their schooling, girls face considerable challenges that hinder
them from fulfilling their full academic potential. Among these challenges is
school related gender-based violence (SRGBV)[1], a
form of physical and sexual abuse, harassment, or bullying limits girls’
enrolment, undermines participation and achievement, and increases girls’
absenteeism and dropout rates. According to Plan International’s “Because
I am a Girl” 2011 report[2],
the violence that is learned at home is perpetuated once a child goes
to school. Violence or the
fear of violence is one of the major obstacles
to girls’ enrolment and dropouts, especially once she reaches pubescence.
Gender based violence in, around or on the way to school takes many forms. In a
UN study 20 to 65 per cent of school children report being verbally or physically
bullied at school[3].
Achieving gender equality is
therefore a core objective of Plan’s work as an organization dedicated to child
rights. In line with this, Plan
International conducts the assessment of the Prevalence of School-Related Gender Based Violence (SRGBV).
Aims and Objectives
The study aims to assess the
prevalence of SRGBV, existing response mechanism, and current policy and
programmatic environment in five South-Asian and South-East Asian countries
(Pakistan, Nepal, Cambodia, Vietnam and Indonesia) and help develop country specific
program to address SRGBV. The
specific objectives of the study are:
- To assess the magnitude and nature of SRGBV, the institutional and programmatic response to it; and
- To recommend key actions and program tools to inform an effective programming design and strategy to end SRGBV.
- To develop an overall programmatic framework for addressing SRGBV
Plan
International has commissioned International Center for Research on Women
(ICRW) to conduct this study in all 5 countries. In this study, ICRW is
responsible for selection of schools, development of data collection tools,
training of data collection team, review of data quality and providing
technical inputs, as and when required. On the other hand, Plan country office
will handle contract and financial management. It will also monitor the field
work on day-to-day basis and provide oversight and technical inputs.
Study
Design
This study will combine quantitative and qualitative techniques
to collect data to assess the magnitude of SRGBV, perpetrator, help-seeking
behavior and response mechanism on the key indictors mentioned earlier. It will
include surveys with students to measure the prevalence, nature of and
response to SRGBV; and a series of qualitative interviews and methods to map
the response mechanisms as well as explore the prevention and support systems
existing within schools and communities. The Qualitative data provided will
triangulated and strengthen explanation from quantitative data, that will be
represent within analysis section of this research
Study
Participants
- Students of grade VIII and IX – This study aims to gather perception and experience of girls and boys of ages 13-16 years. Therefore, survey will be conducted with girls and boys of grades VIII and IX in 30 selected schools. It will take around 30-40 min. In addition, FGD will be held with students in 8 schools. In 4 schools, FGD will be held with girls, while in 4, it will be with boys. Each group will consist of 10-12 participants. It will take 1.5 to 2 hrs.
- Teachers – Focus group discussion will be conducted with male and female teachers in 8 schools. In 4 schools, FGD will be conducted with female teachers and in 4 with male teachers. Each group will consist of 8-10 teachers. Discussion will take around 1.5hrs.
- Headmasters – In 15 schools, Key Informant Interviews will be conducted with headmasters. It will take around 45min to 1hr.
- NGO/CBO representatives – NGOs/CBOs working with children in or out of school on the issues of violence will be identified in the study province or district. One representative from each NGO/CBO will be selected for the KII.
- Community leaders – In the selected four communities, 8 community leaders will be identified for interview. Leader could be religious or elected or nominated leader. They should have a say in the community and potential to influence their belief and behavior. It will be helpful to talk to community people to identify such leaders
Furthermore, ICRW, Plan Indonesia , and
local consultant will
discuss and finalize the sampling.
Data collection
methods and tools:
- Survey questionnaire for students to conduct assessment of prevalence and nature of SRGBV experienced by both boys and girls. This will include questions on experience of different forms, incidence, perpetrators, responses, and consequences, among others. It will be a self-administered questionnaire. Parental consent and assent from the students will be sought before recruiting them for the survey.
- Focus Group Discussion (FGD) with students (separated group of boys and girls), including social mapping to map sites, forms and response to SRGBV, the factors influencing response and help-seeking, the barriers and enablers faced by children in doing so. This participatory discussion will capture the experiences and voices of children, and also help understand the enablers and constraints that impact help-seeking and reporting on this issue. These will be organized separately for boys and girls for purpose of ease and comfort in sharing information and experiences. Similar to quantitative survey, parental consent and assent from the students will be sought before recruiting them for the FGDs.
- FGD with teachers (separated group of men and women) to understand teachers’ perception of SRGBV and need to work with students on this. It will help us explore the existing response mechanism, ways to strengthen this, roles teachers can play and skills required for this. In consultation with headmaster, 8-10 teachers will be identified for the FGD. Research team will individually approach each teacher for their written consent.
- Key Informant Interview (KII) guide for headmasters to assess perceptions and consequences of SRGBV, and the existence, efficacy and challenges of reporting and response mechanisms within schools and neighboring communities to address SRGBV. Written consent from headmasters will be taken before KII.
- KII guide for NGO/CBO representatives to understand programs/strategies /mechanisms to address SRGBV, and the opportunities and processes to engage students in enhancing reporting and responding to this issue within schools and communities. Written consent will be taken from NGO/CBO representatives before their interview.
- KII guide for community leaders to understand their perception, prevention, response mechanisms and initiatives existing in the communities to address the issue, and role they can play in addressing SRGBV.
Survey Tools
ICRW/Plan will provide all data collection tools and
data collection agency will be responsible for translation, and pre-testing of
tools. Agency is expected to share the results of pre-testing with Plan and
ICRW to facilitate the finalization of tools before the training of data
collection team.
Purpose of Consultancy:
The
Consultant will work closely with Plan Indonesia and ICRW in doing research in
Indonesia. The purposes of consultancy in Indonesia are:
- Pre-testing the survey tools
- To collect data from field research by using methodology and tools that has been defined by Plan Indonesia
- To develop and maintained data base of research field-findings and documents. It is expected the data entry of quantitative data is using SPSS format
- To analyze and develop research findings report using gender and child rights analysis framework
Scope of work
The
consultant will work closely with the Plan Indonesia Office Gender Specialist,
Research & Evaluation Specialist and ICRW to undertake data collection in
Indonesia. Supported by research
guidelines, this will include the following key steps:
- Formation of research team
- Formulation of contextualization question for Indonesian
- Data collector in research sites
- Facilitating FGDs, In-Depth Interview
- Data entry by using SPSS format (Quantitative data)
- Providing Research data base documentation
- Data analysis, including the using of gender analysis link with child rights analysis
- Research report development (in English and Bahasa)
- Present a final research report
- Maintain on-going communication with the Country Office gender specialist, Monitoring and Research Specialist , Asia regional Gender Specialist, and ICRW throughout the entire process.
Expected Deliverables
It
is expected that the consultant will produce the following deliverables:
- A report on the research in Indonesia (dual language : Indonesia and English)
- Transcript of FGD and In-depth Interview in English and Bahasa
- Research data base regarding to SRGBV in Indonesia. It is including set of data entry on SPSS format.
Time Frame
The entire research process will be undertaken in 3.5 months from the day of signing the contract. It is expected that the project
would start on October, 2013.
Person/ Institution Specification
Plan Indonesia aims to contract a
consultant with experience who knows research with using gender analysis
framework and child rights analysis. The
research consultant should have the following skills:
- Having good knowledge of child’s rights perspectives
- An understanding of the linkages between children’s rights and gender equality.
- Experience in undertaking a gender and child research research in Plan or another INGO;
- Strong gender analytical skills and knowledge/experience of different gender analysis tools;
- Strong facilitation skills and hands-on experience of working in participatory ways with Government, CSO, Communities, and especially children;
- The ability to select the best approach for different groups and audiences;
- Strong Qualitative and quantitative data collection skills
- Strong skills to operate statistic software, especially SPSS
- Proven ability to support and work with an internal staff team;
- Openness to listen, learn and accurately record all research findings;
- Good research report-writing skills are essential;
- Experience with rights-based programme approaches
- Having good language skills in Bahasa and English
