This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

INTRODUCTION
The ILO MAMPU Access to Employment and Decent Work project is designed to promote economic and social empowerment of women through strategies that strengthen women's access to and equitable involvement in formal employment in Indonesia. The Project will work with various institutions and organisations in Indonesia to strengthen the capacity of key stakeholders to promote the Project's objectives - to strengthen poor, vulnerable and marginalised women's access to employment and equality in employment. This Project contribute to the broader AusAID MAMPU Indonesia (Maju Perempuan Indonesia untuk Penanggulangan Kemiskinan) Programme.

Project objectives of economic and social empowerment for target beneficiaries will be achieved through the following strategic interventions -
  • Strengthening the organisational capacity and representation of targeted vulnerable women workers; 
  • Supporting women to transition from informal to formal employment;
  • Strengthening the ability of partner civil society organisations to provide services and facilities to women to reduce barriers to decent work in the formal sector;
  • Supporting employer incentives to empower women and implement better working conditions and innovative employment responses; and
  • Influencing and strengthening national and local policies, programs and laws to promote women's economic empowerment and equality.
The main areas of intervention of the project take place through a series of innovative pilot projects. Pilot projects include -
  • Supporting home based workers to formalize and access better working conditions and livelihoods; 
  • Strengthening the ability of trade unions and women's organisations to organize and better represent women's rights and interests at work;
  • Technical assistance to employers to support decent work for women and substantive equality in terms of labour market outcomes; and
  • Supporting women's cooperatives and groups to provide accessible childcare services and other facilities to enable poor women to access or return to employment.
These pilot programs have a strong focus on institution building of local project partners to strengthen the visibility, representation and social and economic empowerment of women workers in Indonesia. In addition to these pilot programs, the project will support policy reform and provide programme support at the national and local levels to promote a more conducive environment for women to access formal employment. Awareness raising and advocacy on principles of equality and non-discrimination in employment will also be promoted.

Given the innovative nature of the pilot programs in the Project, the Monitoring and Evaluation / Research Officer shall be recruited to lead and manage the monitoring, evaluation and research activities of the Project so as to contribute to institutional learning and scaling-up of Project pilots.

The Monitoring and Evaluation / Research Officer will work under the supervision of the Chief Technical Adviser for the MAMPU Project. He/she will proactively collaborate with colleagues in the MAMPU Project, ILO Country Office for Indonesia, as well as colleagues in the ILO Decent Work Team for South-East Asia and the Pacific and Headquarters as needed.

Description of Duties
  • Lead and manage the implementation of the MAMPU M&E strategies and M&E framework. 
  • Conduct routine field missions to monitor and evaluate activities and progress towards achievement of Project outputs and identify areas where technical support to Project partners is required.
  • Maintain and administer the management information system (MIS) and routinely analyse and aggregate field reports, M&E results and lessons learned to prepare reports and recommendations.
  • Lead dissemination of project results, successes, challenges and lessons learned at the country level and within ILO.
  • Provide strategic advice to Project management on improving Project performance, impacts, scaling-up and influencing other key stakeholders, using data and feedback from the field.
  • Review and revise reporting formats, M&E approaches and tools and the M&E framework as required.
  • Develop M&E processes and tools for Project partners and oversee their implementation.
  • Develop and provide institutional capacity building to Project partners on M&E methods.
  • Provide technical leadership and guidance to Project staff in planning and implementing M&E systems and activities, data-based program decision-making and results reporting.
  • Identify opportunities for high quality research activities and conduct and/or provide technical backstopping to research projects with national and international research institutions and researchers in areas of strategic relevance for Project implementation and learning
  • Draft and review technical papers, publications and progress and annual reports for the Donor, ILO and Project purposes.
  • In collaboration with Project staff, ensure that necessary M&E planning, budgeting and management activities occur to facilitate smooth and efficient program functioning
  • In collaboration with the Chief Technical Adviser, develop terms of reference for monitoring and evaluation activities to be delivered by external parties.
  • Collaborate with MAMPU Research Unit and Managing Contractor to ensure strategic and relevant contributions to broader AusAID research agendas and M&E requirements.
Required Qualifications

Education
Minimum - Masters level university degree in a relevant field (sociology, social sciences, economics, development studies, public policy & project management, law).

Experience
At least 5 years of relevant professional experience at the national level or 3 years at the international level in monitoring and evaluation and qualitative and quantitative research. Experience in conducting field research and implementing M&E frameworks at the national and local levels is essential. Experience in providing capacity building on M&E and research methods. Experience working on gender equality and/or social empowerment projects an advantage.

Languages
Excellent command of spoken and written English. Knowledge of Bahasa Indonesia is an advantage.

  • Understanding of monitoring and evaluation theories, concepts, approaches and frameworks evidenced by strong field experience in applying M&E methods; 
  • Ability to plan and establish priorities, coordinate and monitor the work of others, and delegate responsibility where appropriate to achieve agreed outcomes;
  • Demonstrated maturity, confidence and aptitude in dealing with a broad variety of stakeholders;
  • Ability to share information and to communicate with a broad range of stakeholders
  • Ability to develop and implement effective capacity-building programs for a variety of stakeholders;
  • Analytical capacity and ability to design research and synthesize data for the preparation of quality project reports and input to project strategies;
  • Demonstrates integrity by modelling the ILO's values and ethical standards and displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Demonstrates strong oral and written communication skills; and
  • Demonstrates openness to change and ability to manage complexities.
