MONITORING AND EVALUATION OFFICER (National Position)


Reports to: National Project Manager of PREP-ICCTF and Head of ICCTF Secretariat

Duty Station: ICCTF Secretariat, Wisma Bakrie 2, Jakarta

Duration of Assignment: June – December 2013

II. Background Information In 2009 the Government of Indonesia (GoI) established a national trust fund mechanism called the Indonesian Climate Change Trust Fund (ICCTF) to facilitate and coordinate financial support for climate change related activities. ICCTF is the first integrated financial mechanism for Indonesia’s national policies and programs on addressing climate change. Current ICCTF governance structure includesa Steering Committee, Technical Committee and Secretariat. ICCTF operates in three thematic windows: land based mitigation, energy,and resilience and adaptation.  

A “Letter of Agreement regarding Implementation of Preparatory Arrangements for the Indonesia Climate Change Trust Fund” was signed by the GOI and UNDP on September 14, 2009 to establish the Preparatory Arrangement for the Indonesia Climate Change Trust Fund (PREP-ICCTF) project until the end of 2014. The objectives of the PREP-ICCTF project were to immediately support priority initiatives on climate change, and to support capacity development needs for the design, establishment and implementation of
ICCTF.  Under the PREP-ICCTF, UNDP acts as the interim fund manager for ICCTF during the interim phase. As an effort to comply with the new Presidential Regulation (Perpres) No.80/2011, a transition process from UNDP trusteeship to a fully national trust fund setup is currently ongoing. The ministerial regulation for establishment of ICCTF national trust
fund (Lembaga Wali Amanat ICCTF/LWA-ICCTF) is expected to be issued by June 2013. LWA-ICCTF will comprise of Majelis Wali Amanat ICCTF/MWA-ICCTF and Pengelola Dana Amanat ICCTF/PDA-ICCTF. In 2010-2011, ICCTF has funded 3 pilot projects in sustainable peat land management, energy conservation and public awareness and education. Currently ICCTF is monitoring and evaluation the implementation of 3 new  funded projects in sustainable peat land management, community forest management and biomass energy estate, and vulnerability assessment and adaptation in health sector. The on-going projects are to be implemented until 2014.

For successful operation of the ICCTF,aMonitoring and Evaluation (M&E) Officer will be hired to lead and strengthen ICCTF’s M&E team in its operation.S/he will report to the National Project Manager PREP-ICCTF and Head of ICCTF Secretariat.

III. Objectives of Assignment

The Monitoring and Evaluation Officer will be responsible to effectively strategize and implement the planning, monitoring and evaluation of the PREP-ICCTF as well as ICCTF funded project activities. Under the guidance and direct supervision of the National Project Manager s/he will also be responsible for developing the impact evaluation design and performance management plan for the ICCTF funded projects, including performance monitoring criteria.

The Officer promotes a collaborative, client-oriented approach consistent with Government of Indonesia rules and regulations, ensuring successful ICCTF operation.S/he works in close collaboration with the Bappenas and UNDP Indonesia CO.
IV. Scope of Work
  • Ensures the implementation of monitoring and evaluation policies and strategies, focusing on achievement of the following results:
    • Full compliance of monitoring and evaluation follow up with Government of Indonesia and UNDP rules, regulations, policies and strategies on the PREP-ICCTF project and ICCTF operation
    • ICCTF monitoring and evaluation business processes mapping and improvement or revision of ICCTF Standard Operating Procedures (SOP) in monitoring and evaluation, control of the workflows with regards to monitoring and evaluation.
    • Routine monitor of monitoring and evaluation mechanism in PREP-ICCTF and ICCTF funded projects.
    • Quarterly and annual reports on monitoring and evaluation required by ICCTF Secretariat, Technical Committee, Steering Committee, UNDP, and contributors. 
    • Promotion of evaluation standards, quality assurance/control and capacity development in ICCTF Secretariat and ICCTF beneficiaries.
  • Ensure effective management of monitoring and evaluation process,focusing on achievement of the following results:
    • Monitoring and evaluation system management in accordance with the ICCTF SOP, Government of Indonesia and UNDP rules and regulations.
    • Development of monitoring and evaluation plan, including appropriate output and outcome oriented monitoring indicators and monitoring systems, and impact evaluation design.
    • Support to ICCTF Secretariat, Executing and Implementing Agencies of ICCTF funded projects in project cycle of planning, monitoring and evaluation (including internal and external audits) and assure timely generation and delivery of the required planning documents and project reports, with a strong outcome-orientation.
    • Drafting/revision of Terms of Reference (TOR) for specific project/thematic M&E missions and/or desk evaluations/reviews, technical feedback on evaluations and budget oversight.
    • Inputs on the Log Frame Analysis, monitoring and evaluation method to the development of project pipeline and development of project proposals to be funded by ICCTF.
    • Follow up on implementation of monitoring, evaluation and audit recommendations.
  • Supports facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation to the ICCTF Secretariat and ICCTFbeneficiaries, focusing on achievement of the following results:
    • Support to the ICCTF Secretariat to facilitate the transition of relevant financial, monitoring and evaluation activities from PREP-ICCTF to the fully nationally managed ICCTF.
    • Planning and organization of training and coaching on monitoring and evaluation for ICCTF Secretariat and funded project staffs.
    • Identification and synthesis of lessons learnt and best practices in monitoring and evaluation.
    • Participation and representation of ICCTF Secretariat in meetings, workshop, and trainings relevant to monitoring and evaluation activities of PREP-ICCTF and ICCTF funded projects. 
V. Requirements and Qualifications
Minimum Bachelor’s Degree or equivalent from reputable university in international development, economics, natural science, social science, development studies, or any closely related field. Master's degree is desirable.
  • Minimum 10 years of relevant experience at national or international level in program/project monitoring and evaluation preferably within a bilateral/multilateral development agency, at least 3 years of which must be in a similar capacity in the area of project management in climate change related issues.
  • Professional technical knowledge/expertise in methodology of M&E, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation.
  • Hands-on experience in developing M&E framework, implementing M&E strategies, and  liaising with project implementer from central and local government agencies, NGO/CSOs, and academics.
  • Experience of working in the field of reporting and monitoring to include experience in developing plans, tracking results, reporting to different stakeholders. 
  • Experience in results-based management (RBM) is desirable. 
  • Professional certification relevant to audit such as Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), Certified Public Accountant (CPA), or equivalent is desirable.
  • Proven networking, team-building, facilitation of team work, organizational and communication skills is required. 
  • Remains calm, in control and good humored even under pressure.
  • Work experience with trust fund managementand UN system will be a significant advantage.
  • Experience in the usage of office application (Word, Excel,Powerpoint, etc.) and web based knowledge management system.
  • Excellent command of English and Bahasa Indonesia, both written and spoken.
