The Institute for Peace and Democracy (IPD) seeks a Program Manager to oversee the design, delivery and evaluation of its programs.  Working in concert with IPD’s national and international partners, this senior management position will be responsible for leading a team that implements the institute’s signature programs. The position reports to the Executive Director.

Background
The Institute for Peace and Democracy is Indonesia’s premier independent and non-partisan international democracy support and peace-building organisation.  Working in partnership with Indonesian and international organisations, IPD seeks to share experience on the practical implementation of democracy as well as its systems, processes and shareholders. 

The institute seeks to support groups and individuals who are actively engaged in advancing democracy including government officials, civil society leaders, the media, academics and political party leaders.

Based at a brand new facility at Udayana University in Bali, the Institute is now expanding and looking for motivated individuals to fill a number of positions.

Program Manager

Required Experience
  • Masters degree, preferably in public administration, international relations, international development, or related subject. Doctoral degree preferred.
  • Minimum of twelve years of experience, fifteen years preferred, in one or more of the following areas: democratic support; international development; peace-building; regional development; community development; political party development; election support; public-interest advocacy; government oversight; civic education; or nonprofit management. A combination of experience is strongly desired.
  • Experience working with disadvantaged and marginalized populations preferred.
  • Familiarity with the policies and approaches of international aid agencies (AusAID, Norwegian Government, Netherlands Government, Japanese Government; USAID, DFID) is preferred.
  • Familiarity with Government of Indonesia institutions such as the Ministry of Education, Ministry of Foreign Affairs and BAPPENAS.
  • Experience managing projects with specific timeframes and deliverables.
  • Ability/willingness to travel internationally, including post-conflict environments.
  • Excellent oral and written communications skills. Must be able to communicate nuanced, complicated political and social concepts to a broad range of audiences.
  • Ability to use information and communication technologies to organize and manage activities.
  • At least two (2) years of field experience in a post-conflict or transition setting directly assisting local civic or political actors is desirable.
  • Willingness to work irregular hours as necessary.
  • Demonstrated ability to work in a cross-cultural, multi-national environment.
  • A passport with validity of more than six months.
  • Fluency in English and Bahasa Indonesia required.
  • Indonesian citizen

Job Competition

Senior Finance and Grants Officer

  • Manage the Institute’s accounts.
  • Ensure that monthly reports are provided to the Director of Finance and Operations and to donors as required.
  • Receive vendor invoices and requests for disbursements; reviewing for accuracy, validity and proper documentation.
  • Ensure compliance with organization policies, procedures and internal controls.
  • Respond to vendor and staff inquiries; performing necessary research and resolution of disputed items.
  • Code and post the invoices into the accounting software.
  • Attach supporting documentation to payment requests and submit them for review to the Finance and Operations Manager.
  • Obtain authorized personnel signatures.
