Job Title: Local Government and Liaison Officer

Expected Start Date of Assignment: 1 March, 2013
Duration: Initially 3 months, with possibility of further extension, subject to satisfactory performance and availability of funding.
Reports to: Operations Coordinator, A-FAOR Programme

GENERAL DESCRIPTION OF TASK(S) AND OBJECTIVES TO BE ACHIEVED

On Monday, October 25, 2010, such the Mentawai Islands experienced an earthquake and tsunami, which caused loss and damages to the amount of 348,92 billion IDR, with the major impact on the productive economy. To support the Government of Indonesia's efforts for recovery on the Mentawai Islands, the United Nations Food and Agriculture Organization (UN-FAO), the United Nations Development Programme (UNDP) and the International Labour Organization (ILO) have formulated a joint livelihoods recovery programme under the guidance of the Office of the Resident Coordinator.

The Local Government and Liaison Officer will work in close collaboration with the Livelohood Coordinator, and shall be responsible for the liaison and government support activities at Provincial level and will be responsible in ensuring effective coordination amongst the three UN agencies, donors, and other relevant stakeholders.

Under the overall supervision of the FAO Representative and under the direct supervision of the Operations Coordinator and the A-FAOR Programme, the Local Government and Liaison Officer will perform the below range of duties relating to the objectives of the FAO Mentawai Recovery Programme:

Programme Management:
  • Identify areas of weakness in the technical and management capacities of the government and other stakeholders to implement FAO component of the programme;
  • Ensure all program activities occur in collaboration with local, district and provincial authorities where appropriate; 
  • Oversee the monitoring, evaluation and impact assessment of project activities, and analyze programme results and lessons learnt and identify best practices for documentation and information sharing; 
  • Interact and establish communication channels at the technical level with counterparts in both Central and local governments, NGOs, private sector companies as well as with concerned PUNO and key stakeholders;
  • Contribute to the FAO training and capacity development activities, and work constructively with implementing partners and relevant local governments;
  • Participate to develop, appraise, and supervise the technical aspects of FAO agricultural component of the programme. To include assist to refine project components and technical assistance activities, evaluate assessments, contribute to project livelihoods analysis as well as to produce project documentation;
Coordination:
  • Performs coordination among the Partnering UN Agencies and act as the liaison person with the RC Office, IMDFF-DR Secretariat, and Program Board, as well as coordinate the implementation of the Joint Programme and ensure the achievement of its outcomes and outputs;
  • Facilitates regular (i.e. monthly) coordination meetings and produces a monthly update for the IMDFF-DR Secretariat through the RC Office;
  • In collaboration with each of the partnering agencies, develop and implement a programme communication strategy, including the dissemination of information concerning the programme activities and results through technical field reports, policy briefs and programme outputs; and advise on any shortfall in project communications and suggest means for their correction;
  • Facilitates quarterly field monitoring with participation from the partnering agencies and respective government agencies, as required;
Reporting:
  • Be responsible to consolidate program reports to be submitted every quarter. Precedeed by gathering relevant data/information from each of the PUNOs and then consolidate the reports/information from each of the agency for submission;
  • Prepare diverse reports as a tool to guide the work of the Programme and to ensure  compliance of Programme activities with overall strategies;
  • Monitor the Programme progress and ensure that stipulated reports are submitted on time;

  • Perform any other duty related to the implementation of the Programme as required.

Academic Qualification
  • University graduate with minimum master's degree in agriculture or other relevant field. Desirably PhD degree of an appropriate discipline and recognized qualification in training or capacity building
Technical Competencies and Experience Requirements
  • Minimum of consecutive five (5) years experience in the management of project or programmes, preferably in the context of livelihoods recovery and rehabilitation
  • Possesses work experience/ knowledge in project coordination, management, and monitoring; preferably having sufficient experience in leadership roles (i.e. team leader)
  • Possesses work experience / knowledge in agricultural livelihoods recovery and/or rehabilitation project or programmes
  • Possesses work experience in meeting and workshop facilitation, report writing, and provision of technical advice on agricultural issues 
  • Possess good planning, coordination, interpersonal and communication skills
  • Proficiency in MS Office, particularly in Word, Excel and Power Point
  • Previous employment in international organizations preferably within UN specialized agencies
  • Ability to work in a multi-cultural environment with sensitivity and respect to diversity
  • Ability to work with minimum supervision
