ROLE PURPOSE:
On Friday 28th September an earthquake with a magnitude of 7.4 shook Palu City and Donggala, Central Sulawesi at 17:02 hrs causing significant damage and triggering a 6 meter-tsunami (BMKG; Agency for Meteorology Climatology and Geophysics). According to census population data of 2010, approximately 1,536,367 are potentially affected by this event across 6 districts and 85 sub-districts. BNPB indicates 1,581 casualties with over 2,550 injuries, 113 reported missing, and 152 reported buried down under the collapsed buildings. There are over 71,000 people reported displaced, spread across 147 evacuation sites. It is also identified that approximately 65,733 houses are damaged. Latest update from Education post identified that approximately 1,185 school, over 177,166 student and 12,410 teacher has effected of earthquake and tsunami.

The scale of devastation, trauma, and lack of access to food, water, shelter, and basic services causes high levels of distress in affected populations, particularly children. During an emergency, protective factors are likely to be disrupted resulting in a breakdown of community networks and support systems. Persistent adverse events such as earthquakes, the 6m tsunami, and frequent aftershocks exposes children and their caregivers to heightened risk factors and may result in acute and potentially chronic distress.

As a child rights organization Yayasan Sayangi Tunas Cilik (YSTC) is dedicated to further understand the risks posed to children, especially unaccompanied and separated children in order to support and help them cope with this tragic event. The response will be founded on the 5 pillars of child rights programming and will endeavor to deliver an integrated response to support the overall well-being of a child. The delivery of the response as a whole will aim for integration where it makes sense to ensure maximum outcomes for children. Once of pillar of child rights programming is Emergency Food Security and Livelihood sector.

EFSL Assistant ensures that projects are according to communities’ needs and that project activities are implemented with high quality. This role will be the main point of contact with community members at the field level and will lead to sensitization, monitoring, and data collection and distribution of assistance. With a focus towards community mobilization s/he will oversee program activities in the targeted areas, register affected population, households according to vulnerability criteria, will oversee the execution of EFSL activities.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

QUALIFICATIONS
Education background in Agriculture, Fisheries, Community Health, Social Work, Social Science, Economics, Social/culture study, or relevant studies.

EXPERIENCE AND SKILLS

Essential
  • Proven knowledge and experience in Working with Community
  • Proven experience in working with children.
  • Proven skills in community development and mobilization and work closely with key stakeholders.
  • Have experiences work in Palu and Sigi (desirable), ability to speak the local language is preferable
  • Basic computer program
  • Proven ability working in multicultural and teamwork
  • Excellent basic program cycle
