Rikolto in Indonesia (formerly VECO Indonesia) located in Denpasar, Bali Province is the regional branch of Rikolto, an international NGO with more than 40 years’ experience in partnering with farmer organizations and food chain stakeholders across Africa, Asia, Europe, and Latin America committed to developing sustainable agriculture value chains and food systems.

Rikolto runs programs in 15 countries worldwide through eight regional offices. We’re a close-knit network of accessible and knowledgeable colleagues, willing to share experience and eager to inspire others. We are currently looking for a professional for the position of:

Head of Programme
Based in Denpasar, Bali Province

Job Overview:
The Head of Programme is taking the lead to oversee the overall program and the operations of the Rikolto program in Indonesia with particular attention to sustainable practices and the integration of all Rikolto’s commodity program aspects. He/She must have an overview of the commodity clusters and provide leadership to all sector managers and coordinators in implementing their program. He/She will also further develop our innovative concept regarding the sustainable food system in general and in particular the Food Smart City (FSC) program of both Rikolto in Indonesia and the international FSC-cluster. With a positive, energetic, and open mind, and a sense of innovation, he/she has to build on our excellent achievements and develop them further.

Roles and Responsibilities:

Programme Management (Design, Planning, Development, and Implementation)
  • Developing, adjusting and updating Rikolto in Indonesia’s program strategy and approach, in alignment with the global strategy of Rikolto.
  • Ensure the program plan and achievements are well implemented and monitored and provide a strategic review on the implementation of the Rikolto program in Indonesia with close coordination with all sector managers and coordinators.
  • In particular, to lead the Food Smart Cities program for Indonesia, including budgeting, management and monitoring/evaluation of progress and supervision of Business Development Services (BDS) providers;
  • Providing strategic, methodological and technical guidance to partners and BDS providers in designing, planning, implementing, monitoring and adjusting concrete actions meant to achieve targeted outcomes;
  • Exploring and proposing innovations in the project design, partnership and way of working towards sustainable food systems;
Personnel Management
  • Manage and continuously assess his/her program team members performance on the program achievement, evaluate and provide necessary supervision and recommendation to achieve program goals.
  • Empowering program team members and encouraging them to steadily build their capacity by identifying, managing, and ensuring proper delivery of services to meet program demands.
  • Being involved in the program related decision making of the Executive Management Team (EMT).
  • Being a role model with respect to the values, identity of Rikolto in Indonesia.
Accountability and Communication
  • Analyzing the outcomes against the theory of change, regularly updating the program team on key information related to Food System, and providing recommendation for innovative measures and improvement;
  • Producing regular program reports, integrating inputs from the sector managers/coordinator, partners, BDS providers, and other relevant resources and reporting them to the Regional Director and PLA Coordinator; or another relevant unit within Rikolto.
Evidence for Impact, Learning and Innovation
  • Leading the co-creation of innovations and/or inclusive business models that could be adapted or tested in an Indonesian context, together with partners and allies from local authorities, private sector, civil society organizations, academia, and others;
  • Leading knowledge management efforts for the Food Smart Cities program in Indonesia, together with research and development partners, and Rikolto’s Evidence for Impact team.
Cluster and Networks
  • Taking the lead for Rikolto in Indonesia and contribute pro-actively to Rikolto’s International Food Smart Cities cluster, active participation and contributing to joint international projects, a community of practices on the sustainable food system, sharing information and resources with team members, and contributing to team fundraising and networking activities at all levels.
  • Identifying and developing partnerships with key stakeholders to scale up program results;
  • Facilitating the adoption of inclusive business practices among farmer organizations and buyers for inclusive rural-urban food chains
Requirement:

Education & Experience:
  • Master’s Degree in Urban Planning/Development, Business Development or Administration, Food Science, Economics, Environmental Management, or equivalent;
  • Minimum of 8 years of progressive experience in program and team management, urban planning/development, business development, private-public partnership (PPP) development, multi-stakeholder engagement.
  • Experience in managing a small to medium-sized team with strong leadership skills.
  • Experience working in an international team.
Technical Knowledge and Skills:
  • Excellent understanding and implementation of Project Management
  • Familiarity with program strategies towards sustainable food systems, business and market development, inclusive business, urban development, and PPP development;
  • Proven track record in developing knowledge management products;
  • Impeccable record of program financial management (budgeting, reporting);
  • Knowledge of the Indonesian political and institutional framework and experience with government engagement and advocacy to influence policy;
  • Strong fundraising and grant-writing record;
  • Excellent networking skills, specifically on key food system actors at any level.
  • Excellent proficiency in Bahasa Indonesia and English (in reading, speaking, understanding and writing);
