The Water, Sanitation, and Hygiene Sustainable Development Goals (WASH SDGs) Programme
SNV understands safe urban sanitation and hygiene services as a pre-condition for health and economic development in cities. With urban growth in Indonesia averaging 4.4% a year (World Bank, 2016), a failure to invest in urban sanitation will become a barrier for almost any development. Access to sanitation is a human right and governments are the duty bearers of progressive realization of this right. With the Sustainable Development Goals (SDGs), Indonesia’s governments have committed to work towards universal access to safely managed sanitation services and improved hygiene.
Through its DGIS funded WASH SDGs program, SNV supports local governments of Bandar Lampung & Metro Cities in Lampung Province and Tasikmalaya City in West Java Province to achieve sustainable and inclusive city-wide sanitation service in their area. In partnership with national and government counterparts, the WASH SDGs program aims to improve the way human waste is managed by addressing the entire sanitation chain and answering different needs among the population with appropriate and sustainable service delivery models.
BACKGROUND
Efforts to achieve access to clean water and sanitation have always been challenges in the development sector especially at the government level. At the global level, efforts to provide access to clean water and sanitation has been one of the MDGs (2000-2015) and carried forward through Sustainable Development Goals (2015-2030) under 6.2 target By 2030: achieve adequate & equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations.
The government of Indonesia supports the SDGs by issuing Presidential Decree no. 59/2017 and targeting achievement of domestic wastewater management under 6.2: provide access to safe and improved sanitation for all and end open defecation by 2030 and become a priority in the National Medium Term Development Plan (RPJMN 2019-2024).
Engaging business actors and private sectors are some of City government efforts to accelerate the development of domestic wastewater management and ending open defecation practices towards safely managed sanitation that also supporting National target.
The government of Tasikmalaya has issued City Regulation (Perda) no. 4/2015 with regards to the guidelines on managing Corporate Social Responsibility (CSR) programs, partnership and environmental responsibility that aim to optimize CSR funds to support successful development in the city through synergizing of government role, business actors and community. The business society and private sectors have strong capacity and more advanced in terms of technology, modality, human resources, management and market networks.
To support the implementation of the Perda, Tasikmalaya City has established a CSR forum that managed by Bappelitbangda as a platform for coordination and sharing between government, private sectors and community. Bappelitbangda also has developed a website for flexible coordination and interactive communication with various menus and options for all related stakeholders to interact, participate and contribute however both of these platforms have not functioned and plenty of potential funds and resources remains un-utilized.
In line with this regulation and support City government to implement it, SNV has facilitated linkages with various stakeholders such as business actors, community, civil society organization, services providers to maximizing contribution and participation of privates sectors and CSR fund management as potential resources in supporting city development especially ending open defecation practices towards safely managed sanitation.
Back in May 2019, SNV has conducted public discussion by inviting representatives from local government unit, DPRD, business actors and Bappeda from West Java Province to identify and map out strategies to manage CSR fund and public-private partnership for increasing collaboration & innovation as potential resources to accelerate domestic wastewater development in the City.
At least there are 3 (three) main challenges identified in managing CSR funds during the discussion:
- Many of business community that does not understand CSR concept.
- CSR has not become a regular program and is placed as an ordinary voluntary donation activity from the company to the community.
- Generally, the government has not placed the business community as an equal development partner.
To optimize the opportunity of CSR resources in supporting water and sanitation development goals, especially development of domestic wastewater, ending open defecation practices towards safely managed sanitation, it is important for SNV to support Tasikmalaya City to strengthened CSR forums and CSR website that have been established to operate and function efficiently to facilitate partnerships and bring-together potential resources and funding opportunity that can provide mutual benefits not only for businesses community but also to the community in supporting sector development target that set by the National and local government.
OBJECTIVE
Through strengthening CSR forum, SNV’s WASH SDGs program aims to support the Government of Tasikmalaya:
- To increase awareness of the domestic wastewater development condition and needs in the city to business actors and private sectors.
- Collect and analyze data and information of business actors and private sectors that operate in the city including the type of business unit, potential interest in funding and opportunity to contribute to the domestic wastewater development sector in 10 Kecamatan.
- To increase knowledge and understanding of the potential resources and funding opportunities that can be used by the community with regards to domestic wastewater development.
- Developing a suitable and sustainable partnership model and financial mechanism between community, business actors/private sectors & government of Tasikmalaya (crowdfunding / public-private partnership) that facilitate linkages to support domestic wastewater development.
- Private sectors aware of domestic wastewater issues and needs in Tasikmalaya and their possible participation and contribution to solve the problem.
- Communities understand CSR as potential resources and can access CSR funds to improve domestic wastewater facilities through a partnership with related private sector/business actors.
- Bappelitbangda that managed CSR forum and website in the city has the capacity to manage, coordinate and monitor CSR participation and contribution from each private sector/business actor for better management of CSR contribution, distribution and sustainability. (including crowdfunding mechanism on the sanitation needs as per relevant area).
Data collection method:
Primary data collection
Primary data collection through field visits, surveys, semi-structured interviews, key informant interviews (KII), focus group discussions (FGD) may be done as relevant. Where national and local authorities need to be consulted, the selected consultant team should coordinate with City Coordinator/City advisor and should follow SNV’s guidelines/ protocols.
Secondary data collection
Secondary data collection may be conducted through desk review.
Consultancy Aspects:
- Literature review on the knowledge of potential CSR fund and public-private partnership (approach, type of partnership, financial mechanism, sustainability, environmental condition, inclusivity and others as relevant, incentive and benefit for the private sectors as return).
- Private sector and community segmentations (location, type and scale of business /home industry, interest, type of domestic wastewater needs (individual toilet/septic tank, communal system, promotion, socialization, etc.)
- Pro-poor community support
- Gender and social inclusion
- High-risk location
The expected deliverables from the selected consultants are:
- Detailed assessment protocol, including assessment questions, detailed methodology, and work plan;
- Preliminary Report, in English, with a 2-3 pages summary in Bahasa Indonesia;
- Final Draft Report, in English, with a 2-3 pages summary in Bahasa Indonesia;
- Final Report in English, with a 2-3 pages summary in Bahasa Indonesia, submitted within seven days of receiving comments.
- A PowerPoint presentation with the key findings and recommendations, in English and in Indonesian (to be delivered to Tasikmalaya LG)
RESPONSIBILITIES
SNV
- Advise on the assessment set up and design, provide feedback as required;
- Pay the fee and costs related to the research;
- Assist with arranging contact with relevant stakeholders (interview, FGD, etc.) as required.
- Lead the assessment and reports writing;
- Involve SNV and relevant local government in the process.
The applicants are requested to submit a financial proposal which covers consultancy fee and activity costs as relevant.
SNV will cover all relevant activity costs, i.e. travel and accommodation costs for the field activities according to SNV’s internal policy.
IMPLEMENTATION ARRANGEMENT
Consultants will report to Tasikmalaya City Coordinator and will work closely with City advisor assigned to support the assessment.
Payment will be made in IDR to the agreed account.
QUALIFICATIONS
A team of consultants is expected (not a single individual), up to 4 members. The consultant team should be comprised of (at least):
- One highly qualified (masters level minimum and 5 years’ experience) business/social/sanitation (or a relevant academic background)
- One highly qualified (masters level minimum and 5 years’ experience) business/market research/analyst
- One qualified social sciences expert, able to deal with socio-cultural/ acceptability aspects
- Other(s) with relevant profile
