SAFE seas MEL Manager for Regional Office (Jakarta based)

Dimensions of Role:
The MEL Manager will supervise all M&E activities and strategies for the project. S/he will oversee M&E staff and support based in both Indonesia and the Philippines. S/he will coordinate with the project technical experts and contribute to the development of annual work plans and routine performance reports.

Responsibilities include:
  • Develop and manage project M&E systems and ensure program quality
  • Ensure the accurate reporting of project indicator results and that all required M&E reporting documents are submitted to the donor on time.
  • Develop data collection tools and reporting procedures and train site and HQ staff and sub-partners M&E staff on their use
  • Provide M&E training to M&E and project officers at project start-up and refresher training and technical support when needed.
  • Manage the planning and implementation of project baseline and end-line assessments, evaluations, and research;
  • Track performance and progress towards achieving targets with monthly and quarterly reports, using data visualization techniques to facilitate the use of data for decision making by project staff
  • Participate in annual work planning and provide measurable output indicators to track performance of work plan activities
  • Ensure that regular data quality assessment of project indicator data is carried out at the site level and reported to HQ.
  • Produce timely and high-quality M&E reports to the donor, and track and report on the performance of work plan indicators on monthly project calls and for quarterly review meetings
  • Regularly update the Plan USA MERL Advisor on M&E issues.
  • Coordinate data collection with project sub-partners to ensure consistency in reporting and accuracy and timeliness of data.
Qualifications:

Education:
  • Minimum of a Master’s degree in international development, economics, social science or related field.
Experience
  • Seven to ten years of professional M&E experience, with at least three years of management experience in international development projects especially in US Government-funded projects. Experience working on US Department of Labor projects a plus
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and performance monitoring plans
  • Experience developing and refining data collection tools
  • Experience developing and using project-level M&E databases
  • Ability to facilitate and serve as project liaison for externally-managed evaluations
  • Fluency in English (written and spoken) required. Must be able to produce high-quality reports in proficient English in a timely fashion.
  • Proficiency in Microsoft Office Suite, including Word, Excel, and Outlook
