Training Consultant for Performance Audit Methodology (Two positions)

Background:
The Government of Indonesia (GoI) has stressed the importance of performance audits as a tool to ensure the implementation of national priority programs. This type of audit provides an objective analysis as a basis to improve program performance and operations, reduce costs, facilitate decision making by parties to oversee or initiate corrective action, and contribute to public accountability. However, the implementation of performance audits is often constrained by time and budget. Most ministries in Indonesia conduct performance audits within a 14-day period. In accordance with Government Accountability Office (GAO) practices, however, a proper performance audit requires six to nine months. This time constraint impacts the quality of audit results, which in turn affect the findings and recommendation reports. Last year, CEGAH supported the Inspectorate General (IG) of the Ministry of Education and Culture (Kemendikbud) to improve their capacity and capability by conducting a performance audit training for the IG auditors.

As a follow-up to the training, the IG of Kemendikbud is willing to have a performance audit piloting program, allocating significantly more time. This program will require three months for full implementation and will focus on auditing the national priority programs on education issues.

Kemendikbud has requested USAID CEGAH support to continue to mentor and coach the audit teams on the methodology and approach of conducting performance audits. This support includes how to stimulate safe and effective gathering of evidence; how to deliver an investigative interview; how to create an effective interview structure, survey and questionnaire; how to enhance the understanding of research protocol; and how to analyze the statistics-based evidence.

Premised on the strong commitment of the IG, USAID CEGAH is keen to respond by providing technical assistance and capacity-building support on performance audit methodology and approach to ensure the pilot program runs effectively as planned. The consultant will engage with the IG to assist on methodology, data collection, data analysis, and practical statistics on performance audit.

Objective:
USAID CEGAH seeks to improve the capacity of GOI institutions to conduct performance audits to fulfill their mandate as a supervisory institution.

Task and Responsibilities:
In order to achieve the objective, the consultants, who will work as a team in cooperation with the IG of Kemendikbud and under the overall supervision of USAID CEGAH, shall:
  • Make preparations for the online consultation on performance audit related topics such as: methodology, data collection, and data analysis for the performance audit team of the IG of Kemendikbud; and
  • Work with USAID CEGAH team and the IG of Kemendikbud to conduct the trainings and provide consultancy to the performance audit team on three selected topics.
Deliverables:
Each consultant must work with the other consultant as a team:
  • To produce training syllabus for the training (one day);
  • To produce one written draft of the modules for online performance audit training (two days).
  • To produce seven training materials for seven training sessions (one material per session) including presentation materials and related documents, if needed by USAID CEGAH and/or IG of Kemendikbud (three days);
  • To conduct at least seven online training and consultation sessions that cover research methodology, data collection, and data analysis for the performance audit teams of the IG of Kemendikbud (four days); and
Eligibility:
  • At least ten years’ experience in research methodology and trainings; and
  • Experience in training and capacity-building, including conducting lectures, seminars and coaching and mentoring participants from ministries/institutions.
