The Peat and Mangrove Ecosystem (PME) Project in Indonesia is part partnership between government of Indonesia and the Germany’s Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). The project focus on climate change “Mitigation, Adaptation through Conservation and Sustainable Livelihoods in Indonesia’s Peat and Mangrove Ecosystems”.
Conservation International (CI) is the lead agency for implementing and executing the project through works in partnership with stakeholders at the national and local levels.
North Sumatra is one of our pilot provinces with a population of approximately 14.5 million people. It is approximately 7.2 million Ha in total area, of which 3.7 million Ha is forest area and 0.3 million Ha is peatland area. The peatland conversion was counted almost 80% of peatland have been drained and converted to palm oil plantations. Rapid deforestation occurred during 2000-2012 with deforestation rates in forests at over 3% from 2000 to 2005, increasing to nearly 6% from 2005 to 2010, and decreased from 2010 to 2012 at 3%. If North Sumatra continued with a business-as-usual scenario, it is estimated that by 2035 roughly 0.35 million Ha out of 1.9 million Ha of remaining primary forest cover, could be lost – impacting animal habitats, biodiversity, land degradation, and resulting in emissions of around 150 MT CO2e.
CI needs consultancy to provide technical support on data acquisition and capacity building to our field staff using Unmanned Aerial Vehicle (UAV) or drone. Expected consultant will perform pre-flight, flight, and post-flight duties to support collection, basic analysis, and mapping spatial information of forest and land assets in the area of Forest Management Unit (FMU) and Peatland Hydrological Units (KHG) in South Tapanuli and Mandailing Natal. Expected consultant will also support of UAV routine maintenance, including program logbooks, checklist, documentation, and other records. This consultancy work will conduct pre-assessment and analysis of following topics:
SCOPE OF WORK:
- Support forest and land inventory using UAV in the area of FMU X and KHGs in South Tapanuli and Mandailing Natal (approximately 20.000 hectares)
- Prepare work plan for forest and land inventory
- Prepare flight/mission plan for all target area
- Update the aerial database relevant to forest and land assets
- Organize and arrange the aerial databaseAnalyse impact of land use and land cover change (LUCC) on hydrology system of KHGs. This will include the correlation between LUCC and potential natural disaster in KHGs (i.e. flood, etc).
- Provide training materials, include manuals and modules
- The course should cover the following topics but not limited to:
- Introduction to UAV and SMD Z4
- Flight and mission plan with SMD Survey GCS
- UAV setup
- Flight and mission execution (launching, controlling, steering, and landing procedure)
- Emergency procedure
- Download data
- Post processing data (georeferencing, photogrammetric process, and importing data into GIS-RS software)

This Work will be effectively for max. 90 days from March to June 2020
EXPERIENCE and QUALIFICATION:
- Expected consultant must have:
- Minimum associate degree or diploma in areas related to aerial mapping, GIS and RS
- Minimum of 2-years’ experience in operating drone, include fixed wing, rotary wing, and/or hybrid
- Certificate or licence to operate drone is preferred
- Knowledge of UAV regulations and laws
- Knowledge and experience with issues related to natural resources, landscape, conservation, and/or forestry
- Ability to work independently and in a group
- Good interpersonal skills, team working spirit, and excellent time management
