Project Description: Early Recovery Assistance Project to Communities Affected by Earthquake and Tsunami in the region of Central Sulawesi (ERAT)
Brief Project Description: Johanniter Unfall Hilfe (JUH) and Inovasi Ketahanan Komunitas (INANTA) Fundation have been collaborating in Disaster Management program since 2018. The current project, Early Recovery Assistance Project to Communities Affected by Earthquake and Tsunami in the region of Central Sulawewsi (ERAT) operates primarily in Central Sulawesi by developing and implementing Disaster Risk Reduction activities that simultaneously promote local resilience. In close collaboration with the Provincial and District Disaster Management Agency (BPBD) the program works with five disaster affected villages in Sigi districts to promote community resilience towards hazards and disasters.
ERAT promotes best practices in community-based Disaster Risk Reduction (CBDRR) to the most vulnerable villagers to leverage their capacity to reduce potential risks. The program has learning component to achieve impacts on resilience, increased capacities, reduced vulnerabilities and responses, as well as drawing on the DRR lessons’ learning in the region.
Job Description:
The project liaison officer works under the supervision of JUH, and works closely with INANTA as JUH’s main partners. The project advisor will play a cooperation and coordination role which facilitates a close working relationship between INANTA and JUH, including support to INANTA in implementing an effective and efficient monitoring and evaluation system that supports current INANTA programming.
The project liaison officer support in Central Sulawesi is the first person of contact for JUH in the field to support the Jothanniter local partner's projects implementation.
He/she could be requested to monitor and support other Johanniter partners organisations located in Central Sulawesi.
Accountability:
Report directly to the JUH team (Program manager Southest Asia and Finance manager Southest Asia) and INANTA Director
Work directly with INANTA Program Manager.
Job Responsibilities:
In terms of partnership and Q&A:
- Maintain an overview of the humanitarian situation in Indonesia
- Maintain communication with local partners and Johanniter team based in the region with an emphasis on strengthening relationships and promoting and increasing awareness of quality implementation
In terms of coordination, financial and operational monitoring:
- Together with INANTA coordinate the implementation of INANTA’s project, according to approved documents and signed contracts.
- Together with INANTA ensure sound financial and operational management of the project, in direct collaboration with all team members, and in accordance with the INANTA/Johanniter procedures.
- Together with INANTA Program manager review the monthly and quarterly data process to provide feedback to INANTA and Johanniter team for required changes in program reports, approaches and strategies
- Together with INANTA prepare and/or review reports and proposals before sending them to Johanniter team (drafts and final versions), according to internal and financial guidelines
- Work together with INANTA program manager to ensure program team maintain sufficient documentation or evidence for the data being reported on program progress/results
- Bachelor degree in community development, development management, international development, sociology or other related fields. Master’s degree is preferred;
- Demonstrated leadership skills such as coaching / mentoring.
- At least 5-7 years of experience as a project manager/advisor role on international NGO and field practice experience.
- Excellent written and verbal communication skills in English, including report-writing and proposal writing skills
- Experience in capacity building of partners organisations as a strong asset.
- Experience in Disaster Management/Climate change will be an advantage;
- High level of computer skills on excel, any data analysis, and visualization software;
