The M&E Officer works in close collaboration with ICCO Regional South East Asia & Pacific Office (ROSEAP) team, government officials, partners, non-government and civil society organizations. This role will require travel to project areas if needed.
Responsibilities:
Collection and consolidation of M&E data for SMARTSeeds and SpiceUp projects
Activities:
- Travels to project areas to interview farmers, agricultural input suppliers, buyers, government officials, and other users of SMARTSeeds and SpiceUp and other respondents to get specific monitoring data from the field and to track the outcomes and impacts of SMARTSeeds and SpiceUp projects.
- Supervises the activities of enumerators and provides M&E related coaching and mentoring to them as needed.
- Supports the WP4 manager in the formulation and digitization of survey questionnaires, data cleaning, analysis and interpretation.
Activities: prepares draft reports based on the M&E framework of SMARTSeeds and SpiceUp projects by accommodating donors’ reporting requirements. The initial M&E reports will be reviewed by SMARTSeeds and SpiceUp M&E coordinator to meet the satisfactory results.
Data based analysis and providing information to ICCO ROSEAP
Activities: analyses information from M&E evaluations at the ICCO ROSEAP level. Draws up substantive documents based on analyses and makes information transparent and usable for various applications (accountability, annual reports and publications) and various stakeholders. Stimulates all parties involved to use M&E data and information in time to develop, to review and adjust intervention strategies as needed
Entrepreneurship
Activities: takes initiatives to cooperate with SMARTSeeds and SpiceUp partners and stakeholders to provide them information based on the M&E data analysis, learnings and recommendations to design a new business in smart agriculture.
Collaboration
Activities: works within the SMARTSeeds and SpiceUp strategic, implementation and M&E plans.
Qualifications needed:
- Good knowledge of the social, economic and political situation in the country.
- Relevant education for the job, at least bachelor’s degree in the relevant field.
- Substantial experience in a relevant (thematic) field e.g. data, information, sector of commodities, agriculture, public private partnership and project management.
- In-depth knowledge on Management Information System (MIS), M&E and development issues.
- Working knowledge of M&E.
- Excellent knowledge of monitoring and the application of methodology: good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities.
- Experience in designing tools and strategies for data collection, analysis and production of reports.
- Expertise in analyzing data using statistical software.
- Proven ICT and Microsoft Office skills, especially in the development of MIS software using database software.
- Analytical, advice and initiative skills
- Facilitating and effective communication skills.
- Good communication skills, including intercultural communication and communication with interfaith diversities actors.
- Excellent language skills in English and Bahasa Indonesia.
- Possess ability and willingness to learn for his/her capacity building including personality perspective.
- Organizes and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships.
