Swisscontact is implementing the Sustainable Tourism Destination Development Project "SUSTOUR" as part of the Swiss-Indonesian Development Cooperation. Tourism is an important part of the Indonesian economy and an important source of employment and foreign exchange reserves. The Swiss State Secretariat for Economic Affairs (SECO) has been actively supporting the Indonesian Ministry of Tourism since 2009 to strengthen the competitiveness of selected tourism destinations. The SUSTOUR project focuses to develop a sustainable and inclusive expansion of tourism in Indonesia. Two targeted destinations, namely Western Flores (East Nusa Tenggara) and Wakatobi (Southeast Sulawesi) will be benefitting from economic, social and environmental sustainability which will favour the local population. SUSTOUR runs from July 2018 until December 2022.

Program Officer for Tourism Product and Service Development
Based in Labuan Bajo, Nusa Tenggara Timur (Job Code: ADV.000049)

Job Brief
Under the supervision of the Technical Advisor for Destination Development, the Program Officer for Tourism Product and Service Development will be responsible to implement at least two interventions, each of which aim to improve the competitiveness of markets for sustainable tourism services in Flores promoted under the project. One of the target market systems revolves around hospitality, and sustainability advisory services (training and consulting) for tourism SMEs and MSMEs.

The Program Officer for Tourism Product and Service Development works in close collaboration with his/her intervention teams. He/she focusses on research, identification and development of new business opportunities and implementation of interventions.

Task, Authority & Responsibility
  • Conducting analyses/ diagnostics of the tourism market and selected sub sectors such as hospitality and training and consulting
  • Developing strategies to introduce sustainable business models and innovative intervention ideas
  • Developing and adjusting intervention plans based on designed strategies, including preparation of business cases
  • Building and managing partnerships, including finding and approaching potential intervention partners, managing and monitoring relationships and revising tactics if needed
  • Facilitating/ implementing interventions based on designed strategies
  • Coordinating implementation of intervention activities with partners
  • Monitoring and measuring intervention results in order to improve intervention performance, including developing/revising results chains, analysing results and assessing progress towards systemic change
  • Representing the project towards external stakeholders and attend/ facilitate relevant meetings, workshops, etc.
  • Working closely with international and/or national technical short-term consultants
  • Ensuring smooth coordination with the SUSTOUR Offices in Bali and Wakatobi
  • Development of related presentation material and capitalization of lessons learned
  • Preparation of project documentation, including project and intervention reports, evaluations and intervention plans
  • Other tasks as reasonably requested by the Superior
Employee Requirements
  • Minimum Bachelor&rsquos degree in business, tourism, hospitality and/or related fields
  • Minimum of three years working experience with the private sector, or development agencies/ projects which apply a market systems approach/ engage in private sector development&nbsp
  • Experience in engaging and collaborating with the private sector on innovative market driven solutions
  • Experience and understanding of tourism market systems/ businesses preferred
  • Excellent analytical and diagnostic skills with the ability to think strategically
  • Excellent facilitation and coordination skills
  • Excellent communication skills
  • Constructive problem-solving skills with high tolerance for uncertainty
  • Ability to work independently and as a team
  • Intercultural and contextual sensitivity
  • Motivated and enthusiastic personality
