Title: Training and Developing of the Guideline on Financial and Sub-Grant Management

Duty Station: Jakarta, Indonesia
Report to: Project Manager Women's Voice and Leadership
Duration: 20 (twenty) days

Background
Women’s Voice and Leadership (We Lead) is a multi-year project initiated by Hivos Southeast Asia and Just Associates (JASS), and supported by the Global Affairs Canada (GAC), starting from 2019 until 2023. The goal of the project is improved enjoyment of human rights by women and girls and the advancement of gender equality in Indonesia. To implement the project, Hivos and JASS collaborate with five (5) women’s rights organizations (5 WROs) with strong legitimacy among their constituencies and broader community: Rahima, Fahmina, Rumah KitaB, Perempuan Mahardhika, and FAMM Indonesia.

One of the outcomes is improved management and sustainability of local women’s rights organizations in Indonesia, particularly those representing vulnerable and marginalized women and girls. As the key strategy, providing and facilitating organizational capacity-building activities are strongly required in this project.

As one of the capacity building activities in the financial capacity issue, Hivos will provide the Training on Accountable and Sustainable Financial and Sub-Grant Management for the WROs. Besides, Hivos will accompany the 5 WROs in daily financial matters (budget development, financial reporting, etc). Furthermore, ensuring the implementation of the financial standard operating procedures of the We Lead project to build transparency and accountability of the organizations. These whole capacities will lead to the more sustainable, resilient, and inclusive women's organizations. Also, effective management of development funds allows local women's organizations to be directly integrated with activists and networks as part of a broader movement.

Hivos is recruiting an individual consultant/organization to facilitate the training on Accountable and Sustainable Financial and Sub-Grant Management and develop its guideline as a reference of the WROs in their implementation.


Scope of work
The consultant is expected to:
  • Develop the syllabus of the 3-days training, describes concept and topics as the translation of the intermediate outcomes. Once it is approved, translate it into the document as the guideline.
  • Facilitate the 3-days Financial training.
  • Develop the pre- and post-test to measure the capacity changes of the training participants.
  • Develop a training report (no more than 7 pages) that covers the process and the analysis of the knowledge changes of the participants.
  • Develop a guideline on Accountable and Sustainable Financial and Sub-Grant Management.
Deliverables
  • Syllabus of the 3-days training that describes design and topics of the training as the translation of the capacity to support achievement of the intermediate outcomes.
  • Facilitation of the 3-days financial training for the WROs
  • Pre - and post-test to measure the capacity changes of the training participants
  • A training report (no more than 7 pages) that covers the process and the analysis of the knowledge changes of the participants.
  • Guideline on Accountable and Sustainable Financial and Sub-Grant Management.
Qualifications and Experiences:
  • Proven organization/individual with expertise on transparency, accountability, and sustainability in financial and sub-grant management, as well as business development planning and fundraising.
  • Minimum of 5 years of professional experience in providing trainings on inclusive financial management, business development planning, and fundraising for the non-government organizations. Preferably, trainings for NGO working in women’s issues.
  • Familiarity with human rights issues, gender equality, women’s issues, and working with minority group.
  • Familiarity with the standard operating procedure of the Global Affairs Canada will be an advantages
