As one of the five decentralized parts of the IFRC Secretariat, the Asia Pacific Regional Office (APRO) leads the support to National Societies of 38 countries through eight Country Offices and five Country Cluster Support Teams.
On 28 September 2018, a series of strong earthquakes struck Central Sulawesi Province. The strongest of which measured at 7.4 magnitude and 10km deep with the epicenter in Donggala Regency, close to the provincial capital Palu. The earthquake triggered a tsunami which reached up to three meters in some areas, striking Talise beach in Palu and Donggala. The earthquakes, tsunami and resulting liquefaction and landslides caused significant damage and loss of life in affected areas.
According to the latest disaster data from Central Sulawesi Governor’s report (January 2019), 2,830 people lost their lives while more than 170,000 people were displaced by the earthquakes and tsunami. More than 100,000 houses were also damaged, of which 30 per cent were heavily damaged and 4 per cent were lost dues to liquefaction. Overall, the economic cost of the disaster amounted to more than CHF 1.6 billion across the province.
The EPoA for the Sulawesi Earthquake and Tsunami Operation plan to support up to 80,000 people (20,000 households) for 20 months. The operation is focussing on the following main areas of interventions: shelter; livelihoods and basic needs; health; water, sanitation and hygiene (WASH); protection, gender and inclusion (PGI); disaster risk reduction (DRR); and National Society and local actor (branch) capacity enhancement. The implementation of the various activities is led by PMI.
The position holder will be a member of the Indonesia Earthquakes and Tsunami Operation team within the CCST for Indonesia and Timor-Leste and will based in Palu, Central Sulawesi. To support PMI in coordination as well as to provide technical guidance, the IFRC has mobilized members of its team in Jakarta, with some few personnel stationed in Sulawesi for field-level support.
Job Purpose
Under oversight of the Field Coordinator, the Recovery Manager provides programme management support and delegated field-level technical leadership to the Sulawesi Earthquake and Tsunami Operation. She/he directly oversee IFRC field technical staff, provides guidance and technical support to PMI operational leads in Sulawesi with the aim of ensuring timely implementation of activities to meet operational objectives. Together with the Field Coordinator represents IFRC in coordination mechanisms at the provincial level.
Job Duties and Responsibilities
Operations Management Support:
- Deputize the Field Coordinator, including backstopping for the incumbent in the event of absence or as delegated.
- Manage staff reporting to the position in accordance with IFRC procedures.
- Coordinate field activities of IFRC technical personnel in agreement with PMI and under the guidance of the Field Coordinator.
- Ensure that the field team prepares accurate and timely operational analyses, reports and other updates on the operation as well as delivers inputs for standard reports to the Field Coordinator.
- Guide field teams in ensuring that response activities are based on frameworks and approaches that are consistent with or have considered national and international standards and guidelines, as well as IFRC policies, procedures and tools.
- Guide and assist the integration of humanitarian priorities and interventions within all relevant PMI branches involved in the Sulawesi Tsunami and Earthquake Operation.
- Support PMI in the achievement of planned outcomes and deliverables following quality standards, timelines and within budgets.
- Liaise with PMI local and NHQ departments.
- Ensure IFRC technical staff works closely with relevant PMI counterparts in programming and support roles, providing advice and recommendations that carefully consider local capacity and context.
- Guide IFRC staff to develop apply approaches which strengthen and develop structures, capacity and performance of PMI branches.
- Support PMI branches in setting up the structures needed to ensure that all components of the response are identified, planned and carried out in a coordinated, collaborative and integrated manner with Movement and external partners.
- Support PMI branches in operational standards, tools and procedures that ensure quality, consistency and sustainability.
- Support PMI branches in maintaining an effective information management system for the response, including statistics.
- Together with the leadership of PMI NHQ and Sulawesi provincial staff, network and coordinate with relevant Government agencies, and local actors to ensure that PMI and IFRC share information and are well informed on key developments in the response operation.
- Along with PMI, build alliances and partnerships with other emergency actors to enhance the implementation of the emergency plan of action, including supporting PMI to enhance its position vis-à-vis the inter-agency coordination mechanisms.
- Ensure that IFRC policies, procedures, guidelines and quality standards are well known and complied with at the branch level.
- Facilitate field-level cooperation and coordination among PMI and IFRC to ensure the most effective mobilization and utilization of resources in Sulawesi Tsunami and Earthquake operation.
Education
Relevant University education or an equivalent of qualifying experience
Experience
- At least 10 years of disaster management experience, including managing staff (Preferred)
- Field experience in coordinating disaster and crisis management operations (Preferred)
- At least 2 years of work experience with RC/RC
- Experience in project cycle management including and reporting, monitoring and evaluation
- Working with financial systems (Preferred)
- Working for a humanitarian/non-profit making organization at the local level
- Effective team and project management skills
- Good analytical skills and solution-oriented
- Good mentoring and capacity development skills
- Ability to work well in a multicultural team
- Strong demonstrable skills and expertise in capacity building in emergencies (Preferred)
