Communications Manager

The USAID Jalin Project (here after referred to as Jalin or the Project) is a five-year initiative implemented by DAI Global, LLC and its consortium of partners IntraHealth, Vital Strategies, and Market Share Associates. The overall goal of Jalin is to contribute to national goals to accelerate maternal and newborn mortality reduction. Indonesia has these national goals, and they have been recently reconfirmed at Presidential level, because the maternal and neonatal mortality rates are among the highest in the region, they are far above the Sustainable Development Goals targets; and they have stagnated in recent years. The overarching problem that Jalin is striving to solve is: the quality of care accessible to mothers and newborns is uneven across the country as seen in both public and private facilities at both primary and secondary level of care.

USAID Jalin aims to contribute to national goals to reduce maternal and newborn mortality through improvements in MNH quality of care in public and private, primary and secondary facilities at scale; and through improvements in the efficiency and effectiveness of emergency referral systems at community and facility level at scale. To achieve these high level results, Jalin will be working to support a) sustained improvements in practice by clinical hospital teams in treating obstetric and newborn complications b) stakeholder strategies that are more focused on the main causes of maternal and neonatal death c) sustained improvements in quality of care by private midwives d) integrated ICT referral platforms that are scaled e) improved referral networks that are scaled.

Duties and Responsibilities
The Communication Manager is based in Jakarta and reports directly to the MELA Director while leading all communication strategies. S/he works closely with all Jalin staff to draft communication materials and effectively communicate Jalin approaches, activities, outputs, and impacts with USAID, the Government of Indonesia, and other audiences. Specific responsibilities of the Communication Manager include but are not limited to:
  1. Support the MELA Director and Senior Communication Specialist to review and refine Jalin current communication strategy.
  2. Support the development of strategic communications and effective dissemination of key Jalin learnings and results.
  3. Support all Jalin staff in the preparation of relevant communication products as they engage and develop partnerships with a broad range of stakeholders.
  4. Ensure all communication materials and reporting complies with Jalin branding and marketing standards.
  5. Contribute to drafting all periodic and ad-hoc reporting requirements and presentations.
  6. Contribute significantly to the preparation and implementation of national and subnational events.
  7. Manage all external media relations.
  8. Other duties as assigned that are consistent with the overall focus of the project.
Requirements
  1. Bachelor degree in communication, journalism, marketing, or related discipline. Master degree preferred.
  2. At least 10 years of related experience and demonstrated ability to design communication strategies and products, and manage media outreach activities.
  3. Demonstrated capacity to communicate effectively with a range of internal and external audiences through traditional and new media outlets.
  4. Experience using both qualitative and quantitative methods for communications, such as media content analyses, stakeholder and issues mappings, market assessments, perception/stakeholder audits, and communications audits.
  5. Demonstrated expertise in managing media relations
  6. Demonstrated experience drafting high-quality project reports and press releases
  7. Demonstrated experience organizing and managing public events such as press conferences, workshops, and meetings with high visibility.
  8. Experience working with media and government, private sector, nongovernmental organizations, donors, and other relevant stakeholders.
  9. Experience working in political campaigns, advocacy campaigns, private sector, marketing a plus.
  10. Excellent oral and written communication skills in Bahasa Indonesia and English.
