Save the Children Job Consultant for Blockchain Pilot (Cocoa Life Project) - Pringsewu, Lampung

Save the Children in Indonesia is changing for the better. We've begun to build a national organization that aims to be a strong, local, and self-sustaining voice for children in Indonesia. To this end, SC Indonesia has been designated as a “Prospect Member”. As ‘Prospect Member’ Indonesia has been identified as part of the next way of new member development, which focuses on strengthening and localizing our voice for children in strategic middle income countries. Indonesia has been authorized by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set the Indonesia on a pathway to full membership.
We are currently seeking to fill the following position:
Consultant for Blockchain Pilot (Cocoa Life Project) 
1 (one) position based in Pringsewu, Lampung
Background:
Save the Children is currently develop and implementing a blockchain technology pilot within the Mondelez Cocoa Life Program in Indonesia. Save the Children United States has chosen a Technical Service Provider (TSP) and to develop the platform and provide training on use protocols to staff and other relevant stakeholders. With this pilot, Save the Children will explore how the use of distributed ledger technology (DLT) can improve the efficiency, effectiveness, and sustainability of the youth led services in the Cocoa supply chain. Blockchain has the potential to increase profitability and attractiveness of agriculture linked livelihoods for young people while improving the services eco-system for the agriculture (specifically cocoa) sector.
The project will be managed in-country by a team in Save the Children Indonesia (Cocoa Life Program) with oversight by Save the Children US (SCUS), Washington, Office. Save the Children Indonesia team includes Program Manager, Project Coordinator and others.  In addition to this team, the SCUS team may involve a technical service provider as well as a skilled volunteer as needed. .Individuals from theSCUS team will periodically be visiting Indonesia in order to oversee various project activities.
Currently initial system (beta version) has been built and User Acceptance System (UAT) already conducted in pilot (Lampung) area. The blockchain system adopted local acronym: SIKAP (Sistem Informasi Kakao Pemuda) or Cacao Information System for Youth. Feedback from aforementioned UAT has been shared and the system will be further refined. Due to very tight schedule of Save the Children Indonesia team, it is crucial to have designated Consultant for blockchain pilot.
Role of the consultant:
This consultant is intended to serve as a focal point person for the blockchain pilot. The consultant will be responsible for coordinating the majority of the Indonesia-based activities of the project, contributing contextual guidance, and generally supporting the implementation of the project. Specifically, duties might include a combination of the following:
  • Managing the agreed on work-plan for the pilot and coordinating with Cocoa Life Project team to ensure effective integration and collaboration with Cocoa Life project core activities. Main points and areas of coordination will include:
    • Compliance/procurement to ensure alignment with SC Indonesia guidelines
    • The Lampung Project Manager to coordinate block chain pilot & project activities
    • Lampung MEAL staff to ensure synergy in data collection and analysis.
  • Collecting data that aids in the understanding of the application of blockchain for the cocoa supply chain local digital landscape;
  • Development of training and communication material based on the requirements for the pilot
  • Working with MEAL team (with guidance from SCUS & Mondelez Project Manager) to develop a protocol for Technical supervision and indicators for monitoring pilot progress.
  • Supporting implementation of the pilot including organizing pilot related field activities and ;
    • Selection & orientation of pilot participants (youth and farmers)
    • Mentoring and ongoing support to youth and farmers
    • Escalating any issues both technical and procedural based on established protocol
    • Gathering additional information from participants and other stakeholders as needed.
  • Supporting roll out of any adaptations/adjustments to the application as needed
  • Organizing in-country learning or design workshops related to the pilot.
  • Working with SCI Program Manager and SCUS to develop a phase 2 plan and/or scale up strategy as relevant.
  • Other tasks as identified by Save the Children Indonesia Program Manager and or SCUS.
Reporting:
  • The consultant will report to SCI Mondelez Program Manager in Indonesia for day-to-day activities with dotted line of supervision by SCUS Livelihoods TA.
  • The consultant will prepare bi-weekly reports on pilot progress and participate in periodic review meetings with SCUS as well as ad-hoc meetings as needed.
Period of Performance:
This role is needed from July 25th, 2019 until December 25th, 2019 with a possibility of extension, and is expected to require up to 40 hours per week. The total LOE is not to exceed 20 full time (8 hour) days. Occasional work on evenings or weekends may be required.
Requirements and capacities:
  • Experience supporting or managing software application, particularly for ICT4D (ICT for Development) projects or activities is an advantage;
  • Ability to speak in fluent both Bahasa Indonesia and English.
  • Experience of data entry, coordinating with enumerators and/or facilitators is an advantage.
  • Familiarity working with project beneficiaries is an advantage.
  • Familiarity with human-centered design, design thinking or similar framework for digital design;
  • Experience working with project’s beneficiary-involved workshops for project design and user testing;
  • Familiarity with data collection, analyzing data for program in NGO is a plus.
