UASID SHERA Job Vacancy: Grants Manager - Jakarta

Founded in 1919, the Institute of International Education (IIE) is a private nonprofit leader in the international exchange of people and ideas. In collaboration with governments, foundations and other sponsors, IIE creates programs of study and training for students, educators and professionals from all sectors. These programs include the flagship Fulbright Program and Gilman Scholarships administered for the U.S. Department of State. IIE also conducts policy research, provides resources on international exchange opportunities and offers support to scholars in danger. IIE’s mission is to advance international education and access to education worldwide.

IIE is looking for Grants Manager to support a 5-year, USAID-funded Sustainable Higher Education Research Alliances (SHERA) Program in Indonesia. The primary objective of SHERA is to increase the research capacity of faculty, staff, Ph.D. students and post-doctoral researchers at selected public and private higher education institutions in Indonesia through partnerships with U.S. universities.

Reports to SHERA Program Director, The Grants Manager will provide leadership to administration of the grant award process. Work is carried out independently under general supervision.

Essential Duties and Responsibilities include the following 
  • Develop a Grant Management manual for the program
  • Design and disseminate partnership solicitations
  • Work with prospective grantees to ensure financial resources plans are consistent with the objectives of the individual partners and finalize grant agreements
  • Administer large multi-year grants in compliance with USAID regulations to include leading the monitoring of sub-grant implementation, tracking sub-grant deliverables; tracking fund transfers to grantees and providing regular status reports
  • Responsible for complying with applicable contract and sponsor requirements and following all IIE policies and procedures.
  • Performs other related duties and functions as assigned.
Education/Experience
  • Bachelors degree or equivalent required; advanced degree in accounting, business, public administration or a related field preferred
  • At least five (5) years of relevant work experience; USAID experience preferred
  • At least three (3) years of experience managing grants programs including facilitating the completion of all administrative steps required for the implementation of the full grant lifecycle process from solicitation to award to final closeout
  • Experience working with high and low capacity Organizations
Knowledge, Skills, and Abilities
  • Extensive knowledge of USAID rules and regulations (FAR, AIDAR and ADS 303)
  • Excellent management and administrative skills; ability to negotiate budgets, reviewing financial vouchers, and expense reports
  • Administrative experience with NGOs and NGO procedures
  • Excellent communication skills and ability to work on teams
  • Demonstrated leadership, versatility and integrity
  • Willingness and ability to travel to conduct field visits, trainings, and undertake monitoring activities up to 30% of the time within Indonesia
  • Fluent in Bahasa Indonesia, excellent written and oral English
Work Environment and Physical Demands
Essential functions are typically performed in an office setting with a low level of noise.
