KOMPAK Program
KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:
- Supporting Local Governments and Service Units to better address the needs of basic service users;
- Supporting the poor and vulnerable to benefit from improved village governance; and
- Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.
The Opportunity
The key purpose of the Monitoring and Evaluation Officer – NTB is to manage the performance monitoring of provincial activities aligned with the Performance Management Framework (PMF) and to support the packaging of this information for internal and external learning and sharing and reporting purposes.
Key Duties
- Conduct monitoring of provincial Activities aligned with the Performance Management Framework (PMF) to support project management in the province. This includes collecting data using KOMPAK M&E tools to report on Activity Questions; synthesizing data and information; and maintaining data sets in the MIS
- Coordinate with KOMPAK Partners conducting Activities in the province, related to their performance data collection work, and ensuring all data/information are integrated and linked with KOMPAK PMF
- Coordinate with the national Performance Monitoring team to ensure alignment and sharing of information and data to support cross program Activity monitoring, analysis of provincial data and information, and compilation of provincial data for KOMPAK level performance monitoring and assessment
- Support the Provincial team to review and report on Activity progress including working with the team to review results, update their Activity progress, document results, assist discussions on learning and changes, and documenting changes including in the MIS. Support the Provincial Manager to report on Activity progress and performance by compiling data and initial analysis for reporting
- Maintain KOMPAK data sets obtained from variety of sources, including surveys, interviews, and administrative data sources that are aligned with PMF reporting needs. Supprot gathering of data and information for evaluative studies, and assessment of KOMPAK level performance
- Support data collection for evaluative studies as required related to progress at the KOMPAK level. Support the facilitation of M&E-related activities such as field monitoring and evaluation, field-training, and GOI and/or GOA visits to Activity locations
- Gather and organize data and materials for reporting, research and evaluation, this also includes good quality photos and videos
- Other tasks related to evaluation and research as per KOMPAK’s needs
- Demonstrate commitment to gender equality and social inclusion (GESI) by identifying opportunities where GESI Activity data and information can be gathered and reported on
Key Requirements
- At least 4 years of relevant work experience, prior experiences working in the international development field and/ or research and evaluation are highly desirable
- Bachelor’s degree in a relevant discipline
- Willingness to work and travel extensively
- Able to speak Bahasa Indonesia fluently and professional proficiency in English
- Strong written and verbal communication skills
- Organized, hard-working, reliable, motivated, and passionate about development
- Ability to perform at a high level under limited supervision
- Strong skills with MS Word, PowerPoint, Excel, quantitative analytic software/shareware
- Good contextual knowledge of local issues, community priorities and social and cultural constraints and realities
- Knowledge of a range of quantitative approaches to evaluation and research
