KOMPAK Program
KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:
- Supporting Local Governments and Service Units to better address the needs of basic service users;
- Supporting the poor and vulnerable to benefit from improved village governance; and
- Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.
The purpose of the Research and Evaluation Lead is to provide strong research and evaluation expertise and leadership to a portfolio of evaluative studies and quality assurance for all KOMPAK analytical, policy and research pieces. The position will lead this work managing a small team of researchers and analysts.
Key Duties
- Develop and manage a research and evaluation agenda developing a proposed annual pipeline of research and evaluative work that responds to the framework in the PMF for Activity-level evaluative studies as well as overall Facility level performance
- Manage a team of evaluation and researchers and budget to deliver on this agenda. including preparing a budget and monthly forecast; delivering activities as planned and tracking expenditure; and conducting performance management of individuals as outlined in the KOMPAK performance management system
- Develop and manage relationships with (1) Indonesian research organizations and (2) independent Indonesian and international consultants who can contribute to the overall research agenda
- Based on this agenda, design specific studies and oversee their implementation. These studies may be: (1) directly implemented by KOMPAK; or (2) contracted out to a third party and managed by the Lead
- Provide technical input and quality assure all research and evaluation products and related documentation, including: draft TORs from the implementation teams for studies (including advising on the research methodology); drafted policy papers and briefs; and studies conducted by KOMPAK consultants and TA and third party research
- As a member of KOMPAK’s Internal Appraisal Group (IAG), appraise Activity Concept Notes (ACN) and Activity Design Notes (ADNs) prepared by implementation teams to ensure proposed Activities (including pilots) are (1) evidence-based and build on a body of knowledge and learning to date, either from KOMPAK or other programs/partners; and (2) have clear and appropriate plans for research and evaluation
- Contribute analysis to KOMPAK written reports, presentations and briefs on KOMPAK performance (at the Activity and Facility level), including reports for GOI and GOA
- Prepare key messages and findings from research and knowledge, together with the Performance Management and Analytics team, to bring evidence to the annual work planning process and quarterly reviews, and to support the use of learning and evidence for program improvement
- Contribute to KOMPAK’s learning agenda including facilitating BBLs, learning sessions and peer knowledge and learning exchange across KOMPAK sharing research findings that have implications for KOMPAK’s work
- Support the Director to develop and maintain relations with DFAT and GOI on the research and evaluation agenda to share and receive feedback on proposed pieces of work and to provide updates and present findings, together with technical teams, as required
Key Requirements
- 10-15 years demonstrated combined relevant education and professional experience, including managing and leading an agenda of research and evaluation, overseeing its implementation and quality assuring products for large complex projects, preferably with experience on DFAT funded programs
- Demonstrated experience in development and specifically with experience in research and evaluation methodologies for large development programs
- Well-developed managerial and project management skills able to lead and motivate a small team, project plan, manage a budget and forecasts to deliver quality activities as planned and on time, including managing studies and work contracted to a third party
- Highly developed analytical skills as demonstrated by a portfolio of research or analysis
- Highly developed written and spoken communication skills, in Bahasa and English
- Demonstrated capacity to work autonomously, with a high degree of initiative
- Understanding of gender equality and social inclusion issues
- Experience in development, monitoring and management of a budget portfolio
- Demonstrated experience in people management including performance management, coaching and mentoring support to team members
