USAID BIJAK seeks applications for Grants/SAC Manager with experience performing environment-focused communications activities

USAID BIJAK (Bangun Indonesia untuk Jaga Alam demi Keberlanjutan) is a Jakarta-based, five-year project implemented by Chemonics International.

PROJECT OVERVIEW
The overarching objective of USAID’s BIJAK project is to address the constellation of market forces, financial incentives, policy levers, social norms and values driving deforestation and biodiversity loss in order to promote enduring changes in individual and organizational behavior which reduce greenhouse gas emissions and conserve valuable marine and terrestrial biodiversity. To realize this object, BIJAK will work through national instruments and systems to impact the following:
  • Number of national-level laws, policies, regulations, decrees, procedures, or fiscal and budgetary practices reformed, revised, adapted, and/or applied with USG assistance in order to reduce GHG emissions, reduce wildlife trafficking, and conserve valuable terrestrial and marine biodiversity.
  • Improved capacity and willingness of Indonesian institutions and organizations to address biodiversity conservation, especially wildlife trafficking, and climate change as a result of USG assistance
  • Number of businesses engaged in extensive land-use practices, especially palm oil, developing green business practices, and sharing them widely with others in their industry with USG assistance.
  • Amount of investment leveraged in USD from private and public sources for biodiversity conservation and/or climate change as a result of USG assistance
  • Public opinion and behaviors changed as a result of advocacy campaigns developed and implemented with USG support to support targeted terrestrial and marine biodiversity conservation and low carbon development issues.
  • Model(s) for successful low emissions development and forest conservation developed and shared with USG assistance at all levels of government and with other key stakeholders.
OBJECTIVES
  • To lead the planning, organizing, implementation, and tracking technical activities
  • To oversee the management of grants and subcontracts awarded by the BIJAK project
TASKS & RESPONSIBILITIES

Activity planning and coordination (e.g. workshops, trainings, meetings, public events, etc):

  • Coordinate with technical teams to operationalize activity designs
  • Develop activity budgets and associated procurement requests
  • Liaise with resource persons and consultants to facilitate their involvement in activities
  • Ensure activities are documented sufficiently (e.g. sign-in sheets, photos, etc.)
  • Collect, file, and track activity planning and approval documents, outputs, and deliverables
Grants and subcontract management:
  • Manage all aspects of the project grants and subcontracts, including solicitation, award, implementation, and closeout.
  • Ensure that subcontractors and grantees comply with all regulatory requirements (e.g., ADS, CFR, and OMB) and the BIJAK Grants and SAC Manuals in a satisfactory and professional manner.
  • When necessary and appropriate, perform pre-award assessments to determine applicant management and technical capacities to administer grant and subcontract awards.
  • Analyze, assess, and assist with budgetary and financial aspects of subcontract and grant proposals as well as following the award as necessary.
  • Monitor compliance with all terms of agreements governing the award of grants and subcontracts in cooperation with BIJAK staff and the respective government partner agency.
  • Draft, negotiate, and oversee the initiation of local subcontract and grant agreements.
  • Ensure that all files are maintained in a current, complete manner, in conformance with the Chemonics filing system, and that they are audit-ready at all times.
QUALIFICATIONS
  • Minimum 4 years’ experience implementing donor-funded small grants programs, preferably USAID projects
  • Significant experience operationalizing program activities, including managing budgets, identifying procurement needs, coordinating participants, and tracking activities and outputs.
  • Familiarity with all aspects of grants management, from award to closeout.
  • Demonstrated leadership skills and the ability to lead small teams.
  • Highly organized and proactive.
  • Strong attention to detail.
  • Strong communication skills, and fluent in English and Bahasa Indonesia.
