Open Position: Finance Manager
‘Aisyiyah is a Muslim women's organization founded in 1917 in Indonesia. ‘Aisyiyah is one of the largest non-profit religious women's organizations in Indonesia. This organization focuses on Islamic movement, da’wah, and tajdid in all areas of life including the field of health and education. In New Implementing Period (2018-2020), ‘Aisyiyah has been chosen as Principal Recipient (PR) of Global Fund to carry out a “Community TBC-HIV Care Program” to represent the Indonesian Civil Society. ‘Aisyiyah is responsible to coordinate community level activities of Sub-Recipients (SRs) as the representative of Civil Society Organizations (CSO’s) that currently covers 14 provinces and 130 districts/cities in Indonesia.
Position Description:
Finance Manager
The Finance Manager (FM) is responsible for all financial functions, including budgeting, accounting, financial reporting, and grant financial management through a newly developed accounting software TOMPRO at the national level as Principal Recipient and at the Provincial levels as Sub-Recipients (SRs) and District levels as Sub Sub-Recipients (SSRs).
FM ensures compliance with government and donor (the Global Fund) financial regulation as well as with the internal organization mechanisms. Together with Program Team, provides timely and accurate quarterly cash reports, progress updates and reports (six-monthly and annually) as required by donor, internal organization, and relevant stakeholders. FM also provides timely and accurate financial reporting and projections to support the PR analysis and planning and assists Program Manager and Program Team to ensure that financial resources are used efficiently and effectively. FM will also provide technical advice on all financial aspects of the program, review compliance for ongoing grants in coordination with program staff, and help monitor financial tranche payments to Sub-Recipients.
Working in the Finance Unit, FM is responsible to Program Manager and Authorized Signatory of PR TB Aisyiyah. FM leads, manages, and supports a 5-member finance team, IT staff, and a procurement staff in the Administration unit. FM with internal controllers is also responsible to support all finance team at SRs and SSRs levels and with Program Manager and Program Team to support non-finance staff at PR, SRs and SSRs levels in understanding and satisfactory performing tasks and responsibilities to ensure strong budget management and spending accountability.
Qualifications:
Candidates are asked to clearly demonstrate in their application (cover) letter how they meet the requirements of the position. The successful candidate must demonstrate the following qualifications, experience and skills:
- Bachelor degree in accounting, finance or business management. Master degree is preferred. Additional academic or professional qualification is advantageous.
- Min. 7-10 years of finance and accounting experience including a min. of 3 years of experience as finance manager.
- Expertise in budgeting, forecasting and reporting area.
- Demonstrated experience using Excel to perform financial and data analysis and to produce financial report.
- Have some knowledge and experience in audit and financial data assurance, and in taxation.
- Familiarity with the accounting system and software that meets the Global Fund financial system, specifications and standards is advantageous.
- Have experience working in social or civil society organizations including Muhammadiyah or Aisyiyah (preferable).
- Prior experience in an international NGO or with the Global Fund funded program is advantageous.
- Excellent verbal and written English communication skills is mandatory. Ability to regularly communicate in English with donor and other relevant stakeholders will be required.
- Multi-tasking, coordination, organization, and prioritization skills essential.
- Ability to work independently and cooperatively with team members required.
- Have investigative nature and strong attention to detail and have good problem-solving skills and capable in making quick but rational decisions.
- Good communication and interpersonal skill, highly motivated, hard worker, and respect deadline.
- Organizing and providing high quality financial management services and support at PR, SRs, and SSRs and related operations;
- Leading a financial management team at PR and overseeing the finance team at SRs and SSRs through internal control mechanisms;
- Ensuring timely best practice budgeting, documentation, control, tracking and reporting in line with donor rules and regulations;
- Work with the finance team to prepare financial consolidation both at PR and SRs levels.
- Produce timely and accurate reports including quarterly cash reports, six-monthly reports, and annual reports in line with donor regulation.
- Tracking spending against budget at agreed intervals and, in consultation with the Program Manager in providing feedback to budget holders and suggestions for the timely expenditure of funds.
- Plan and monitor financial management at PR, SRs, and SSRs levels.
- Ensure effective implementation of the financial management services through a new developed accounting software TOMPRO at national and sub-national levels (PR, SRs, and SSRs levels).
- Ensure the operation of finance management in accordance with both internal and donor rules and regulations.
- Ensure the availability of funds for program needs and operations at PRs and SRs levels and ensure efficiency in the use of operational and program costs.
- Facilitating the implementation of internal and external audits.
- Facilitating regular communication between PR TBC-HIV ‘Aisyiyah and The Global Fund related to finance and with consultants regarding financial matters as needed.
- Reviews compliance for ongoing grants in coordination with the program team, help monitor financial tranche payments to Sub-Recipients.
- Develop financial and administration standard operation and procedures (SOP) as needed and in compliance with the financial guideline.
- Work closely with Program Manager to handle the budget program, including but not limited to:
- Provide monthly financial report and analysis of financial statement including statement of activities, fund balance.
- Provide financial analysis on the sources/uses of fund as needed.
- Advice Program Manager and the other appointed staff on financial and accounting matters, conduct internal control/audit, conduct risk management and other relevant finance-related matters as needed.
- With HR & Admin unit, prepare and oversee assets management plan and disposal.
- Other tasks as required and assigned by Program Manager/Authorized Signatory.
This position is located in Jakarta with the initial contract of 6 months with possible extension of 1 year or until the end of the program based on performance evaluation.
