Catholic Relief Services Job Vacancy: Project Officer - Gender and Protection, Palu - Sulawesi Tsunami & Earthquake

CRS has been operating in Indonesia since 1957 under the Memorandum of Understanding with the Ministry of Social Affairs to provide both humanitarian response and long-term development to the most vulnerable communities. CRS Indonesia’s current strategy includes emergency preparedness and response, disaster risk reduction, and integrated agriculture and livelihoods.  
CRS/Indonesia is currently seeking professionals for Gender and Protection Officer positions to be based in Palu to support our response for the recent Sulawesi tsunami & earthquake:

Project Officer – Gender and Protection (GP-PO)

The Gender and Protection Officer will provide technical support to CRS staff and partner organizations supporting the Central Sulawesi Emergency Response to ensure protection is considered in all programming. This includes supporting proposal development by advising on protection considerations, training CRS and partner staff on protection mainstreaming, supporting CRS and partners in conducting protection risks analysis, and undertaking field visits to different projects areas regularly to maintain close understanding of project implementation and to advise on necessary improvement measures for enhanced protection of beneficiaries, in consultation with the Central Sulawesi Response Team Lead/Emergency Coordinator.

The Project Officer will work closely with the CRS Senior Project Officer (SPO) for Protection Against Sexual Exploitation and Abuse (PSEA), based in Jakarta, to develop and deliver the training programs and to ensure complementarity and alignment between the Central Sulawesi Response and CRS’s broader PSEA programming. The Project Officer will also liaise with the Project Officer for Monitoring, Evaluation, Accountability and Learning (MEAL) to strengthen accountability systems to best track the progress of the activities at CRS and partner levels.

Job Responsibilities:
  • Work closely with CRS Senior Project Officer for PSEA to design and develop the most effective training programs on protection, including carrying out full protection mainstreaming trainings, and to ensure alignment with CRS’s PSEA project which works with 10 partners across Indonesia, including 4 partners in Central Sulawesi.
  • Facilitate protection training activities for target CRS and partner staff. 
  • Provide technical support to CRS and partners in the development of protection messages for dissemination in respective target communities.
  • Coordinate with the Project Officer-MEAL to ensure that the project MEAL activities reflect CRS’ commitment to gender and protection matters.
  • Support accountability through coordinating project activities with Emergency Team Leader/Emergency Coordinator. Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
  • Represent CRS, as needed, and participates actively in the Protection sectors and sub-sector meetings and in the various meetings, seminars, workshops arranged by NGOs and Government. Maintain effective liaison and coordination with relevant Govt. departments, NGOs and other stakeholders working on Protection to ensure coordination on identified protection risks.
  • Serve as CRS representative in Protection program networks or clusters at local level.
  • Follow up on key recommendations and action points from CRS’s December 2018 Central Sulawesi Emergency Response Gender and Protection Assessment, ensuring action points are implemented in a timely manner.
Specific Qualifications:
  • Bachelor's Degree required. Degree in International Relations, Gender, Social Science, Development or related field.
  • Broad knowledge in gender, protection (including protection against sexual abuse and exploitation issues), and broad experience and skill in mainstreaming protection issues in development programs are required. 
  • Minimum of three years relevant work experience with progressive responsibilities, ideally with an international NGO. Minimum of two years relevant field-based experience in either Gender or Protection. 
  • Broad knowledge and strong skill on staff capacity building and organizational capacity strengthening.
  • Proven track of strong facilitation and training delivery skills.
  • Experience working with partners, participatory action planning and community engagement.
  • Experience with program monitoring, evaluation, accountability and learning.
  • Experience and skills in networking and relations with peer organizations, faith-based and civil society partners. Understanding of partnership principles. 
  • Proficient in MS Office packages (Excel, Word, PowerPoint), web conferencing applications, information and budget management systems, and knowledge-sharing networks.
