Background:

The Revitalising Informal Settlements and their Environments (RISE) program aims to demonstrate a new approach to water and sanitation management in urban informal settlements in Makassar, Indonesia and Suva, Fiji. RISE is an action-research program using a randomized control trial (RCT) methodology involving 24 informal settlements (12 in each country). The RISE theory of change is that the water sensitive cities (WSC) approach can interrupt the fecal-oral transmission route, resulting in an improvement in human gastrointestinal health, especially for children under 5 years of age. The expected outcome is to gather evidence that a localised, water-sensitive approach to upgrading informal settlements can deliver sustainable, cost-effective improvements in health and the environment as a complementary to ‘big pipes’ in the Asia-Pacific, paving the way for further deployments in the region and globally.

Key responsibilities:

1) Strategic program management and coordination in-country

• Support the strategic and technical in-country program work planning, budgeting, procurement, and monitoring of project activities;
• Promote cross-fertilisation across the five RISE Objectives, including supporting thematic linkages, enhancing delivery cost-efficiencies, and streamlining engagement with government and partners to maximise RISE effectiveness and ultimate impact;
• Coordination of in-country missions/visits by RISE management and research staff;
• Management and supervision of all in-country office, staff and logistics;
• Coordination of any required on-the-job trainning and capacity development and knowledge transfer mechanisms for RISE teams and relevant partners in WSC approaches and health/environmental assessments;
• Undertake field visits and partners’ offices to review project implementation, build support and strengthen partnerships with local authorities and partners;
• Lead results-based monitoring and outcome-based reporting for inputs to overall RISE reporting;
• Ensure proper documentation of positive and negative program experiences and provide them as an input to policy dialogues and workplanning;
• Ensure the systematic mainstreaming of cross-cutting issues of gender, youth, climate change and human rights in program activities;

2) Management and coordination of health and environmental assessments

• Lead in building and maintaining strong relationships and coordination with assessment partners, including universities, laboratories, government departments of health and environment at city and national levels;
• Lead program teams to collect data in line with agreed RISE data collection workplan, systems and processes;
• Support the training of field teams on data collection methods and systems;
• Oversee local data management and coordinate with overall RISE data management systems;
• Lead in ensuring full compliance with agreed research ethics procedures;
• Support the feedback of data and findings to research participants/communities involved in the study;
• Ensure timely and relevant informal and formal reporting, briefings, meetings and field visits related to the health and environmental assessments.

3) Management and coordination of the upgrading of informal settlements (the ‘build’)

• Lead in building and maintaining strong relationships and coordination with build local partners, including ADB and government entities responsible for urban planning, housing, upgrading and environment at city and national levels;
• Lead in identifying and securing required technical expertise (consultants) as and when required during programme duration to support specific tasks and outputs;
• Support the development and implementation of the co-design process to maximise impact for all partners;
• Link with local univeristy partners for student and researcher engagement in the build (Objective 1);
• Support the development of detailed designs and final approval of local partners;
• Support in procurement of upgrading works in line with required procurement standards and ensuring best value for money;
• Support in oversight of construction works in target settlements, including management of construction contracts;
• Support training and capacity development activities of water-sensitive approaches and technologies;

4) Perform other duties and responsibilities which are within the expertise and experience as may be required by RISE management in support of the activities of the Program and its partners.

• Provide advisory services to national and local institutions, including support to policy processes, technical advice and support to seminars, trainings and on-the-job capacity development in urban water sensitive cities approaches and health and environmental assessments;
• Support the dissemination of program outcomes and impacts to improve future programming and policies;
• Represent RISE at any in-country coordination and information forums such as WASH clusters and any other taskforces in relation to programme activities/outputs/outcomes;
• Support RISE management with resource mobilization by identifying new programmatic opportunities, developing concept notes and project documents, and building partnerships with in-country donors and partners.

Key result areas:

• Ensure overall government and partner engagement and satisfaction with program design, progress and outcomes in-country
• Timely implementation of research and build components as per agreed workplan and budget

Required qualifications and experience: 

At least a Bachelor degree in engineering, architecture, urban planning/design, environment, management, health sciences, or related discipline

At least fifteen years of senior experience with:

• Managing complex program implementation;
• Urban infrastructure implementation;
• Community-based development; and/or
• Familiarity with and deep interest in quantitative and qualitative health research

Excellent Indonesia and English oral and written language skills essential.
