The Nature Conservancy Job Vacancy: External Affairs Senior Manager, Jakarta

We currently have an opening for:

EXTERNAL AFFAIRS SENIOR MANAGER

YKAN has been working to support improved practices and policy of terrestrial programs in Indonesia for more than 10 years. The External Affairs Senior Manager plans, develops, implements and coordinates a comprehensive external affairs initiative for Indonesia business unit to affect government policy and regulations at national level to further the Conservancy’s mission of preserving biological diversity.  Duties include regular contact with central government officials regarding matters pertaining to regulatory actions related to terrestrial programs and sustainable practices. S/he serves as YKAN primary contact to government agencies, business and private institutions, other conservation organizations, foundations and the academic community relating to the work of terrestrial programs.

This includes the following functions:

Relationship Building & Partnership
  • Manages the external affairs aspect of the programs with external stakeholders relevant to the MoU of TNC in Indonesia as well as the works of YKAN (e.g.. government, academics, business associations, corporations, civil society organizations); particularly a focal point to KLHK, Ministry of Agriculture, Ministry of National Development Planning (Bappenas), Coordinating Ministry for the Economy, as well as relevant bilateral and multilateral donor agencies.
  • Develops and implements effective partnership strategies with other stakeholders, such as Multi-Stakeholder Forestry Program (MFP), The Borneo Initiatives (TBI), and others.
Policy Works
  • Addresses complex and innovative solutions with government agencies and industry associations to advance and influences policies related to forestry, timber legality, forest certification (mandatory & voluntary), sustainable forest management, sustainable agriculture and spatial planning, etc.
  • Secures on-going commitment and policy support from key regulators (esp. the Forest Concessionaires Association (APHI), Ministry of Forestry, Ministry of Agriculture, local government) to mainstream timber legality, sustainable production forest management and sustainable agriculture.
  • Supports the engagement of Indonesian policy-makers in international policy dialogue, including within ASEAN and with bilateral partners related to legality frameworks
Public Funding
  • In implementing the external affairs, s/he should have exposure and be able to work on various funding and financing mechanisms relating, but not limited to, terrestrial programs from multilateral and/or bilateral agencies, national sources of funding (e.g. Reforestation Fund (DR), Regional Incentive Mechanism (RIM), DAU/DAK Kehutanan (General/Special Allocation Fund for Forestry sector),) as well as other public or private funding sources (e.g. Climate Finance initiatives, benefit sharing mechanism/REDD Finance).
  • Leverages TNC work from other funding sources with Public Funding to enhance public-private partnerships..
  • Seeks to open new Public Funding opportunities relating, but not limited to, terrestrial work.
Sustainable Practices
  • Ensures that all of TNC/YKAN activities comply with govt regulations and performance standards in sustainability.
Supervising
  • Develops TORs and oversee contracting for various consultants
The External Affairs Senior Manager reports to the Director of External Affairs & Sustainable Practices and is based in Jakarta.

Qualifications:
  • Bachelor’s degree in political science, environmental policy, development or other relevant field and 5 years of government relations or corporate sector experience, or equivalent combination of education/experience. 
  • Fluency in English verbal and written.
  • Analytical and project management experience. Demonstrated experience in successfully developing and implementing complex projects in an unstructured environment.
  • Supervisory experience.
  • Experience developing, directing and managing multiple projects and implementing strategic program goals.
  • Proven communication and presentation skills.
  • Proven negotiation skills.
