Launched in early 2014, WRI Indonesia builds on WRI’s 10-year history in the country, and strengthens our impact on the ground. In the short-to-medium term, WRI Indonesia aims to expand its presence and portfolio to include projects in the climate, energy, as well as city and transportation programs.

This position will support WRI Indonesia’s One Map Initiative and other projects in the regional office.

Overview
The overall objective of the One Map Initiative is to transform land use decision-making processes to be open, accountable, and participatory. WRI Indonesia will achieve this through catalyzing a unified and transparent land use planning and monitoring system that is accessible to all land use stakeholders. Through partnership with local governments, civil societies and the private sectors, WRI Indonesia will develop a model of engagement that could help address conflict on the local level and could be scaled-up into the National One Map Initiative. The work will span five years, focusing on Riau, South Sumatra, Papua and West Papua provinces. Other project portfolio related to One Map Initiative includes, but not limited to, Land Use Accountability (LUA), Peatland Mapping and Restoration, Social Forestry, and Forest Law Enforcement, Government, and Trade (FLEG-T).

The Forest and Land Use Analyst will be based in Jakarta and provide support in research, analysis, project management, and stakeholder engagement of the One Map Policy, both in national and sub-national level. Reporting to the One Map Manager of WRI Indonesia, he/she will contribute to the development of high quality research products that are designed to inform targeted audiences and facilitate program management necessary to achieve the intended targeted impact on National One Map Initiative and other related projects in WRI portfolio. He/she will coordinate with the regional team and other key personnel of the projects, and also will liaise closely with the partners implementing similar programs as well as relevant agencies of the Government, local authorities, and civil society.

Responsibilities
The Forest and Land Use Analys’s main areas of responsibility will include the following:

Research & Knowledge (40% of time required)

• Conducting research and analysis on forest and land use, specifically issues related to policy and governance (laws and regulation, government reform, state and non-state agencies relationship), natural resource and land-based industry (forestry, commodities, water, biodiversity), and equitable society (indigenous people, local community, gender);
• Support to identify and advance new lines of research and analysis relevant to the projects’ influence strategy and objectives;
• Support to facilitate meetings and trainings for various stakeholders on WRI Indonesia’s research tools and knowledge products;
• Support data acquisition and extraction, data analysis (quantitative and qualitative), data presentation, GIS mapping, reporting and presentations; and
• Work with the other research team in authoring or co-authoring knowledge products and other communication documents (e.g., reports, briefs, data products, tools, blog).

Program/Project Management (40%)

• Assist the manager to monitor and managing project deliverables together with other key personnel in WRI Indonesia, WRI Global, and its partners;
• Work in partnership with government agencies, private sector and other NGO’s to develop collaborative approaches for strategy development and project implementation for the One Map Initiative, both in national and sub-national level;
• Assist the manager in developing project documents and contribute to presentations and donor proposals;
• Document progress of activities and contribute to ongoing institutional M&E and donor reporting; and
• Support in planning and designing program/project by translating project logical framework into strategies and work plans in the sub-national level, including the risk management for the programs/projects’ successful outcome.

Stakeholder Management and Communication (20%)

• Liaise outreach and cultivates relationships with potential partners, donors, and stakeholder for forest and land use work in national and sub-national level (including governments, private sectors, CSOs, foundations, and individual public figures);
• Contribute to briefs writing, blogs publishing, and conduct media interviews to raise the profile of WRI Indonesia’s ongoing One Map Initiative’s work; and
• Develop and disseminate communications materials, such as reports and presentations, and deliver presentations at public speaking events as needed.

Qualifications

Required Qualifications:

• Legally able to work in Indonesia.
• Bachelor’s degree in forestry, geography, law, natural resources management, environmental studies, or a related field required;
• Studies, interest or experience working on environmental issues and specifically forest or land use issues, particularly in forest governance, land use management, and social forestry;
• Minimum two years of full-time work experience in relevant field, with strong research and program management in the area of forestry, land use, environment and development;
• Direct hands-on experience in conducting desk and field research, writing reviews and reports in the area of forest governance, land use management, and social forestry;
• Direct hands-on experience in project management (e.g. planning, budgeting), grant management (donor reporting), and event management (e.g. organizing workshop, training);
• Strong inter-personal skills, working with people from a variety of backgrounds;
• High attention to details, well organized, and strong analytical skills;
• Excellent oral and written communication skills;
• Self-motivated and able to work independently and as a team player; and
• Ability to travel when needed.

Preferred Qualifications:

• Strong network of relationships and partnerships with governments (especially within the Ministry of Environment and Forestry), civil society, and other stakeholders engaged in forestry and land use issues preferred;
• Published article or journal related to forest governance, land use management, or related area;
• Proficiency in processing quantitative/qualitative data using software (STATA, Invivo), spatial data using GIS software (e.g., ArcGIS) or graphics software (e.g., Adobe Illustrator) to produce high quality visual and reports for publication;
• Familiarity with One Map Policy in the national and local level; and
• Professional fluency in Bahasa Indonesia and English.

Performance Standard:

• Effective team work and communication;
• Research activities and program management are expected to be carried out timely and satisfactory with minor supervision;
• Must be capable of setting priorities and working under pressure;
• Must be able to multi-task and manage several project activities simultaneously;
• Ability to work well with internal and external participants is essential;
• Knowledge of Microsoft Office Suite is imperative.

Final candidates will be required to take a writing/analytical test.
