Organization Description
Founded in 2004, Build Change is a non‐profit social enterprise whose mission is to save lives in earthquakes and hurricanes. Build Change designs disaster-resistant houses and schools, trains homeowners, builders, engineers and government officials to build them, works with governments to develop and implement building standards, partners with the private sector to improve building materials quality and create jobs, and facilitates access to incentive-based capital for reconstruction and retrofitting by partnering with financing institutions and government subsidy programs. Build Change started its work in Aceh, Indonesia after the 2004 earthquake and tsunami and has since expanded to include programs in China, Haiti, Colombia, Guatemala, Nepal, and the Philippines. Build Change has trained more than 25,300 people on earthquake-resistant design and construction techniques, guided 31 organizations in using homeowner-driven design, created almost 12,000 jobs and provided technical assistance for more than 48,700 safer buildings, impacting an estimated 245,026 people.
Responsibilities
Build Change will conduct a campaign to increase the use of disaster-resistant construction practices in communities affected by the 2016 earthquake in Pidie Jaya, Aceh Province. Throughout the implementation, Build Change will also provide technical support and home-owner driven project advice to local government and community leaders. For the position of Community Liaison Officer, Build Change is seeking an exceptional, driven, and experienced candidate with proven communication skills to lead the promotional campaign and liaise with various community groups and leaders, government partners, and NGOs. Having a good network with local and national government related to housing and disaster management and willingness to find and implement sustainable solutions housing are key attributes.
This position reports to the Indonesia Program Manager.

Basic Responsibilities
- Develop a full understanding of campaign and communication strategy for use in promoting disaster-resistant construction practices.
- Develop best practice strategy and work plan to raise awareness about disaster-risk and promotion for type of house that is more disaster-resistant.
- Develop and produce promotional materials needed for the campaign, including poster/flyer and audio visual. Assist in graphics and layout amendment of Build Change’s construction handbook that will be used as promotional materials as well.
- Monitor the efficiency and effectiveness of the campaign strategy and work plan, develop method and tools for monitor the impact, provide solution for identified challenges in a timely manner.
- Identify and actively develop relationship with the key community leaders in the district and local village leaders. Ensure effective, timely, and clear communication between all the relevant government partners, community leaders, media partners, NGOs.
- Ensure proper campaign activities documentation and contribute to the project promotional materials.
- Prepare campaign reports and contribute to internal and external project reporting in a timely manner as required by the Program Manager.
- As needed, represent Build Change in meetings and communication with relevant partners as coordinated with the Program Manager.
- Top-performing educational background in communication, with minimum 5 years professional experience in advocacy and community outreach.
- Demonstrated experience working successfully with interpersonal, liaison, negotiation, and influencing skills within the government sector.
- Demonstrated experience working successfully in leading a campaign program.
- Experience in hold and manage campaign and marketing program within both sectors of business development and humanitarian principles is a strong plus.
- Hands on construction experience is helpful but not required if the candidate understands and can articulate fundamental concepts of disaster-resistant design and construction.
- Fluent English and Bahasa Indonesia, writing and verbal .
- Excellent skill in using graphic design softwares, including Photoshop, InDesign, and video-making software.
- Ability to work effectively in collaboration with diverse groups of people.
- Passion, idealism, integrity, positive attitude, mission-driven, and self-directed.
