Post Title: Project Manager for Integrated Sustainable Landscape Management

Project Context
Kubu-Ketapang in West Kalimantan is an example of a landscape, where there is competition between productive land users and the other purposes a landscape serves. Beside numerous concessionaries that seek economic objectives, the landscape has social and environmental purposes that must be considered in coordinating objectives. Although currently most concessionaries have developed their own sustainable management plans, it is not clear that these will be adequate to achieve overarching conservation and sustainability. A high rate of deforestation in West Kalimantan will be one outcome of poor coordination though it will not be the only issue. It is clear that landscapes should not be managed by focusing on certain areas defined by administrative boundaries. Instead, a landscape should be seen holistically as one management area that consists of economic activities, local communities, natural boundaries such as watersheds and wildlife habitats.
The challenge in Kubu-Ketapang is that the landscape is currently managed differently depending on the policy of concessionaries. The government also has separate landscape management procedures. This fractionated approach is a problem. There does not exist a best practice for integrated or collaborative management for large landscapes that include different land users and interests. This presents an opportunity. Aside from issues related to company policies, there are many threats to sustainable landscape efforts in Kubu-Ketapang including encroachment, illegal logging, and forest clearing for oil palm plantations. To address these issues, several companies related to the pulp and paper industry in Kubu-Ketapang landscape will build a public-private coalition with the goal to establish and implement integrated sustainable landscape management. This integrated management plan will include environmental protection efforts, which will coexist alongside efforts related to business sustainability and social development.
The main goal of this project is to achieve sustainable landscape management best practices and to share them with others. Sustainability will include four major issues that need to be addressed: alternative livelihoods for surrounding communities, prevention of major forest fire outbreaks in concession areas, implementation of HCV, and preservation of primate habitat by forming a knowledge-based and establishing wildlife corridors.
This project will be conducted in two phases: The first phase will be focused on developing an integrated forest fire prevention program and primate habitat conservation. There are four separate baseline studies needed to inform the integrated sustainable landscape management plan including: Forest Fire Prevention program, HCV area management, Primate Habitat Conservation, and Community Development. If the stakeholders are satisfied with the progress and results from the first phase then the project will continue to the second phase which will focus on developing findings from the first phase and on scaling these to address the five components. This phase is expected to be completed by March 2020.
The first phase is important to start the collaborative project between the stakeholders. It is important to build commitment and trust among the stakeholders before long-term activities can be possible. Forest fire prevention stands out as a main concern for this project because it is an extant problem for the forestry sector in West Kalimantan, especially in the Kubu-Ketapang landscape. Forest fires are a serious problem that could destroy natural and plantation forest. The identified causes are: the dry season, bad land clearing practices and slash and burn practices. In order to deal with this issue, this project will develop and implement a joint forest fire prevention program that uses a community based approach. It is expected that the communities living around and in the concession areas will work together with companies and governments to prevent and mitigate forest fires in the future.

- Together with Project Management Staffs, Advisors/Consultants and related partners continuously assess the progress of project implementation.
- Effective application of results-based management, establishment of management targets, and monitoring achievement of results, translating program priorities into workable interventions.
- Development and introduction of performance indicators/success criteria, targets, and milestones for projects under areas of responsibilities.
- Under the supervision of Program Manager and guidance from the Advisers/Consultants, Coordination with other Program Units to address any relevant issues through synchronization of activities/programs from the stage of project design, work plan and proposal development, management, monitoring and evaluation.
- Develop annual work plan on his/her areas of responsibilities as per strategy set out for the management review and consideration.
- Ensures effective project management, focusing on the achievement of the following results:
- Ensure that project is implemented efficiently according to the budget that has been agreed by donor agencies.
- Project activities are properly implemented with the coordination of project partners.
- Regular meetings are conducted with project team and project partners
- Periodical project reports are prepared and compiled to be submitted to the donors and project partners.
- Overall program strategy, objectives and activities are managed and promoted.

- Provide technical assistance to partners and executing agencies in project management and implementation, including monitoring and evaluation

- Minimum 8 years of relevant experience in project planning, implementing and monitoring; experience and skill in facilitating multi-stakeholders forum, in pulling stakeholders such as key government agencies, civil society organizations, social-political figures, private companies and grassroots communities, etc.; and having knowledge and experience in forestry industry related issues and forest fire prevention will be a big plus
