Grants Manager (Job Code: 101)

Overview:
The Grant Manager is responsible for managing and coordinating a complex grants portfolio including sub-agreement and sub-contracts for highly technical special projects under a USAID-funded maternal and newborn health (MNH) project in Indonesia. She/he will support the Director for Grants to ensure sub-agreements, grant agreements, contracts, teaming agreements, cost-share agreements, and memoranda of understanding are prepared and managed with full compliance to USAID, Jhpiego, and Johns Hopkins University rules and regulations.

This position is contingent upon funding.

Responsibilities:
    • Review all reimbursement requests for appropriateness, and ensure that awardees are in compliance with donor and established Jhpiego administrative and financial policies, procedures, and sound business practices
    • Administer contract/sub agreements, including preparation of sub-agreements/contracts and facilitating contractual review process
    • Closely monitor all phases of award and closing, including assessment of financial progress and performance
    • Review grantees’/partners’ monthly financial reports
    • Ensure that grantees’/partners’ expenses are in accordance with terms and conditions of the award
    • Coordinate with Jhpiego HQ on processing grantees’/partners’ invoices
    • Conduct regular financial monitoring visit to grantees/partners and provide onsite support when needed
    • Train and orient grantees’/partners’ finance staff on Jhpiego reporting requirements, format, systems, procedures and relevant USAID rules and regulations as necessary

    Qualifications:
    • Bachelors degree in finance and/or accounting
    • Minimum 3 years work experience in a Finance Department
    • Computer skills (including MS Word, Excel, PowerPoint)
    • Previous experience with USAID-funded contracts would be an advantage
    • Demonstrated effective verbal and listening communications skills, and written Indonesian language; English language proficiency preferred
      • Proficiency in writing and editing, letters, reports and documents which may be sent outside of the organization
      • Ability to work independently and to exercise independent judgment
      • Ability to maintain a high level of accuracy in preparing and entering information
      • Ability to work under pressure, priorities, schedule and balance workloads in the face of conflicting and uneven demands

      Finance Director (Job Code: 102)

      Overview:
      The Finance and Administration Director is responsible for the overall financial and administrative management for a USAID-funded maternal and newborn health (MNH) project in Indonesia, ensuring strict adherence to JHU accounting policies and procedures. S/he will manage day-to-day coordination of financial activities. The Finance and Administration Director will ensure financial status reports and final financial performance report are prepared and submitted to donors in a timely manner.

      RESPONSIBILITIES:
      • Oversee all financial planning, budgeting and reporting
      • Maintain and administer program financial accounting system
      • Prepare accurate budgets, track expenses, ensure that required financial controls and cost performance monitoring mechanisms are in place and adhered to, prevent over-expenditure of budgets, ensure proper safeguards of funds, and ensure compliance with established USAID and headquarters’ financial and accounting procedures
      • Implement and maintain detailed financial reporting and reimbursement process in accordance with established financial system
      • Manage administration of sub-grants to local implementing organizations, ensuring sub-awardees’ compliance and reporting. Ensure capacity building as necessary so grantees are able to meet contractual requirements and minimum reporting standards.
      • Review, reconcile and monitor all accounts, including major program operating accounts and petty cash operations involving cash advances
      • Contribute to Program team in developing work plans and budgets for program activities and local office costs
      • Work collaboratively with Program team and headquarters staff to assure proper program and financial reporting, spending and compliance with program terms and conditions
      • Provide guidance and support for contracts development and management
      • Maintain liaison between Jakarta, Jhpiego/Baltimore, to establish and maintain supplies and equipment procurement guidelines and ensure their continued compliance with changes in USAID, USG and JHU regulations and policies.
      • Ensure compliance regarding required approvals, waivers, extensions, modifications, reporting, and other administrative requirements outlined in Jhpiego's various contracts and cooperative agreements. Coordinate subagreement and contract closeout activities. 
      • In collaboration with Jhpiego/Baltimore, manage and oversee audit process for subagreements, to include monitoring of audit thresholds, scheduling of audits, liaison with auditors, and coordination with program staff to resolve audit issues. Work with Program staff to discuss audit findings and establish/implement solutions to ensure audit deficiencies do not recur.
      • Work collaboratively with other Program team members to ensure necessary program planning, development, resource availability and management activities function smoothly and efficiently
      • Prepare budgets and budget justification for proposals and requests from donors including the corporate sector, and assist in budget negotiations as necessary
      • Work closely with auditors during field programs audits
      • Participate in audits of other Jhpiego country offices, as requested
      • Provide guidance, monitoring and support to Program team, including procurement for goods and services; logistical support for local and international travel for staff and consultants; financial oversight of local sub-grantees as needed; and maintenance of office inventory

      KNOWLEDGE SKILLS AND ABILITIES:
      • Bachelor’s degree in finance or accounting with ten or more years’ financial and administrative experience
      • Demonstrated experience managing finances for cooperative agreements and contracts for public health programs of more than US$1M per year
      • Three or more years’ of senior-level work experience with USAID or other USG donors
      • Knowledge of cost principles, reporting requirements and regulations regarding implementation of U.S. government awards.
      • Familiarity with USAID policies and administrative procedures
      • Proficiency in Microsoft Office and QuickBooks
      • Excellent interpersonal, leadership, writing and oral presentation skills
      • Fluency in English and Bahasa Indonesia
      • Proficiency in writing and editing letters
      • Strong change management, team work, innovative, interpersonal communication, results-oriented and decision-making skills
      • Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform

      Knowledge & Data Utilization Director (Job Code: 103)

      Overview:
      The Knowledge and Data Utilization Director will champion internal and external knowledge sharing and data utilization for a USAID-funded maternal and newborn health (MNH) project in Indonesia. The Director will be responsible for strategically planning and operationalizing the project’s knowledge management strategy. She/he will envision, articulate, and implement knowledge management and dissemination in partnership with the project consortium, external partners, donors, and other stakeholders representing Indonesia’s total market.

      Responsibilities:
      • Direct and monitor deployment of the project’s knowledge management system
      • Create and effectively implement the project’s knowledge management strategy
      • Coordinate the development of tools and processes to analyze and report performance data that meets the decision-making requirements of internal and external project stakeholders
      • Innovate approaches in knowledge management across communities of practice, business units, and networks
      • Support the development and implementation of a process that continually updates and refines knowledge of MNH priorities
      • Facilitate the use of best information and evidence in program and policy decisions at all levels
      • Act as a change agent and leader for knowledge management in Indonesia
      • Ensure that all knowledge management work supports effective decision-making and mission-driven activities
      • Ensure that knowledge management is effectively integrated into project’s annual workplans
      • Lead data governance effort to improve functionality and reliability of project knowledge
      • Provide technical assistance to partners and provincial offices in knowledge-sharing and data-utilization strategies and best practices; plan and coordinate training for project partners and stakeholders on data analysis tools, data utilization, and data interpretation
      • Monitor and mentor knowledge management team staff to build capacity, both on-the-job and through specific training initiatives

      Qualifications and Requirements:
        • A Master’s degree in business, computer science, public health, or related field
        • 5+ years’ experience in directing knowledge management for health or development programs in Indonesia; previous experience managing a knowledge management unit within an international organization strongly preferred
        • Demonstrated understanding of principles of knowledge management, including an understanding of the linkages and points of intersection across M&E and KM.
        • Familiarity with the Indonesian health system
        • Creative, strategic thinker with the ability to balance rigor with pragmatism
        • Ability to balance priorities and deadlines to ensure that project goals are met
        • Excellent decision making and interpersonal skills
        • Ability to work with diverse international teams
        • Exemplary oral and written Bahasa Indonesia communication skills required. English communication skills strongly preferred.

        Data Analyst Manager 
        (Job Code: 104)

        Overview:
        The Data Analyst will provide analytical and data interpretive support to a USAID-funded maternal and newborn health (MNH) project. The Data Analyst will conduct intermediate to advanced statistical analysis using analytics packages such as SAS, Stata, or R, and will be able to recommend relevant statistical tests. She/he will also help to develop the program’s data collection and analysis plans, and will provide data visualization support to program reporting as needed. The Data Analyst will support the Monitoring & Evaluation team to ensure the effective use of data.

        Responsibilities:
          • Contribute to the development of the program’s data collection system to ensure that data elements required for analysis are all included in the flow of data collection and reporting
          • Support the M&E team with ensuring the quality of collected data
          • Develop a data analysis plan for routine monitoring data
          • Design and implement quantitative data analyses. Provide assistance with sample size calculations for evaluations and research studies
          • Conduct analysis and prepare related tables, charts, and figures to communicate findings as part of routine reporting activities
          • Support effective visualization of program results in collaboration with program and communication team members

          Qualifications, Skills, and Attribute:
          • Bachelor’s degree in a relevant field (statistics, epidemiology, public health, economics, data science, informatics, engineering, etc.)
          • At least 5 years of experience conducting data analysis activities
          • Proficiency with a statistical analysis software (e.g. Stata, SAS, R, etc.). Preference is Stata.
          • Prior experience analyzing large datasets with maternal or newborn health data in Indonesia strongly preferred
          • Excellent analytical and problem-solving skills, with a strong eye for detail and accuracy
          • Ability to collect, organize, analyze, and disseminate significant amounts of information
          • Ability to work under pressure and to prioritize activities
          • Experience calculating sample sizes
          • Excellent communication skills in written and spoken Indonesian; English language proficiency preferred

          Accounting Officer (Job Code : 105)

          Overview:
          Accountant will be primarily responsible on payment process; data entry and preparing Quick Book report. She/he will carry out duties under supervision of Finance and Admin Director. She/he will establish work priorities in accordance with JHPIEGO policies and procedures.

          Responsibilities:
          • Reviewing invoice and other financial documents for payment
          • Preparing the payment and advance voucher using the Quick Book system
          • Reviewing advance reconciliation report
          • Preparing general journal voucher, such as for office leasing, payroll allocation, exchange gain/loss, etc.
          • Responsible in entering financial and accounting data to Quick Book on weekly basis:
            • Payment voucher
            • Reconciliation report
            • Cash remaining from staff advance
            • Journal transaction
          • Responsible on bank reconciliation for Jakarta and assist FAO on bank reconciliation for province office
          • Responsible in making office allocation report with TPI system
          • Assist on managing advance staff by monitoring aging advance schedule
          • Assist on reviewing and analyzing Quick Book data
          • Assist program on providing data for budget tracking
          • Assist on managing the cash flow
          • Assist on conducting internal review to Province office
          • Maintain hard copy of Quick Book report file
          • Other tasks that request by supervisor
          Qualifications, Skills, and Attributes:
          • Bachelor’s degree in finance, administration or related field
          • Minimum three year experience in administrative and financial managerial
          • Demonstrated excellence in oral and written Indonesian language; English language Proficiency preferred
          • Ability to work independently and to exercise independent judgment

          • Has computer skills, and competency working with accounting software (preferably Quick Book )
