BACKGROUND:Water,
Sanitation and Hygiene (WASH) in School has been recognised as one of
most important elements in improving education quality. Evidence shows
that improved access to WASH in School have significant impact to child
enrolment and retention, as well as students' health, dignity and
well-being at school. A study conducted by UNESCO concluded that one in
five children of upper-primary-school age are out of school due to lack
of access to school sanitation facilities. Additionally, hygiene
promotion activities, such as group hand washing with soap at schools
reduced pupil absenteeism considerably up to 54%.
In
Indonesia context, WASH in School has been part of School Health
Program (Usaha Kesehatan Sekolah/UKS). The UKS (School health program)
and related policies on School Health in Indonesia were established in
1956 and have been in operation up to now. Four Ministries; Ministry of
National Education & Culture (MoEC), Ministry of Health (MoH),
Ministry of Home Affairs (MoHA), and Ministry of Religious Affairs
(MoRA) manage and implement UKS program collectively. Under the umbrella
of UKS program, WASH in School intervention could potentially reach
over 26 million students in more than 250,000 primary schools across
Indonesia. UNICEF has conducted several studies and identified that the
establishment of a secretariat, development of roadmap and improvement
of monitoring and evaluation system are crucial in order to prioritise
WASH in School at the national level.
In
order to ensure WASH in School is prioritized on UKS, UNICEF WASH unit
wish to recruit a WASH in School Officer national consultant, preferably
who already has significant experience in WASH sector development in
general, and WASH in Schools in specific. The consultant will support
MoEC in establishing secretariat, developing a roadmap, and improving
monitoring and evaluation system. Additionally, the consultant also
expected to support MoEC in organizing International Learning Exchange
(ILE) that will be conducted in November 2016.
WORK ASSIGNMENT:Under
the supervision of the WASH Specialist, supported by Chief of WASH,
this consultancy work aims to deliver high quality technical support to
MoEC and support the organization of ILE. He/she should provide daily
assistance to MoEC in establishing and managing UKS secretariat,
developing an integrated planning, and improving monitoring and
evaluation of WASH in Schools programming.
In
general, the consultant will have two main tasks; provide daily basis
technical support to MoEC in managing WASH in Schools component under
UKS secretariat and support the successful organization of International
Learning Exchange. In detail, consultant is expected to:
- Facilitate and ensure monthly WASH in Schools coordination meeting conducted.
- Prepare the establishment of UKS secretariat under Directorate of Primary Education.
- Manage daily activity of UKS secretariat under the guidance of UKS focal point.
- Support the successful organization of International Learning Exchange (ILE) in November 2016.
- Provide technical assistance in the development of WASH in School roadmap at national level.
- Support Ministry of Education and Culture (MoEC) to collect, monitor, analyse and report WASH in School Sustainable Development Goals (SDG) indicators and ensure the analysis results are shared on various communication channels.
- Support WASH in School advocacy on City Sanitation Summit.
EXPECTED OUTPUTS:
- Minutes of WASH in School monthly meeting submitted.
- Primary Education Decree on establishment of UKS secretariat signed.
- WASH in School roadmap developed.
- WASH in School SDG indicators are reported and published by PDSP in Primary School Statistic.
- Minutes of ILE preparation meeting.
- WASH in School activities published and shared on various social media channels.
- WASH in School best practice presented on City Sanitation Summit.
IDEAL PROFILE OF THE CONSULTANT:
- Education in Public Health, Education, Sanitation Engineering, or a field relevant to international WASH related development assistance.
- Technical Knowledge of the theories, principles and methods in the following areas: WASH
- Advocacy, developing WASH guidelines, WASH in schools, Knowledge Management, monitoring and evaluation, qualitative research.
- 3 to 5 years of experience, previous experience of working in WASH in School will be an asset.
- Preferably candidate who has strong experience in facilitating institutional strengthening, including developing a strategic plan, coordination and liaison with various government ministries.
- Good communication skills in English, including writing and presentation skills and local Bahasa Indonesia.
- Good writing skills.
- Computer skills, including internet navigation, teleconferencing, file sharing, and various office applications.
