Catholic Relief Services (CRS) is a US –
based voluntary organization working in more than 80 countries around the world
to assist people victims of disasters, people in need and the disadvantaged
regardless of race, belief or nationality. CRS has been operating in Indonesia
since 1957 under the Memorandum of Understanding with the Ministry of Social
Affairs with programs primarily in the areas of community development,
humanitarian assistance, Disaster management and Emergency Response.
CRS/Indonesia is currently hiring for SenseMaker Data Collection
Consultant for PAR – TaMPIk Project to support
Catholic Relief Services (CRS) Indonesia and partners, Socio–Economic
Development Commission of the Diocese of Atambua (PPSE-KA) and Yayasan Mitra
Tani Mandiri (YMTM)
at Atambua with baseline data collection for the PAR – TaMPIk project using the
SenseMaker methodology.
BACKGROUND
Catholic
Relief Services (CRS) Indonesia, in partnership with PPSE – KA and YMTM, has
implemented Sustainable Agriculture for Enhanced Resilience (SAfER) project in
Belu District, West Timor, from October 2013 through June 2016. This project
was designed to address the core problem of low food production as a result of
the erratic rainfall that affected food security at farming family level. The
SAfER project has successfully reached more than 1,800 farmers and increased
community’s capacities to perform appropriate farming technologies and soil
water conservation techniques and practices that have resulted in improved
production of corn, vegetables, and beans.
The improved production has enabled the farmers to sell their products
for cash income to enhance their food security. Farmer groups have been
strengthened through intensive accompaniment and practices with field officers
and cadres, and they have now worked in group, which made the farming activity
such as land preparation, planting and harvesting more efficient. Stronger
farmer groups were one of the key contributing factors to increasing the
community resilience.
Building
on the learning and success of the SAfER project, CRS and the two local
partners plan to expand the project interventions to serve communities in
another 10 in the same district. The new project, the PAR – TaMPIk project,
will target another 1500 farmers. Key project activities will include community
development management – related training for PPSE field staff and local
government agriculture field officers, agriculture appropriate technology training
for the target farmers, mitigation activities and marketing activities.
To
measure the project achievement of resilience at community level, CRS will
apply SenseMaker methodology to collect qualitative information in the baseline
and endline.
WORK TO BE ACCOMPLISHED
The consultants will collect baseline qualitative data from the target
communities targeted in the SAfER II project, which approach is subject to
generally accepted and valid data collection methodology in regards to the
tools development, sampling design, training and field testing parameters, etc.
as prescribed in the Terms of Reference for SenseMaker Baseline for the PAR
grant attached to this SoW as reference.
Specific roles and
responsibilities of the Consultants include:
- Attend 4 days training of Sensemaker facilitator training in Atambua, Belu District
- Ensure daily target number of narratives (and signifiers) are collected as directed by the team leader. Normally in one day, 1 consultant collect 4 narratives (and signifiers).
- Participate in weekly briefing or spot-checks of narratives and signifiers throughout the data collection process to ensure quality of data.
- Communicate problems in a timely manner to MEAL Coordinator and or field team leader
- Take part in daily / weekly data collector team debriefings. Frequency of debriefing will be decided at the end of debriefing meeting.
- Establish confidence with the participants,
- Use empathic communication.
- Be comfortable and sensitive with emotions which in some cases might emerge specially during the narrative.
Phases and Methodology
- Orientation. The consultants will participate on Sensemaker facilitator training to understand the overall objectives of Sensemaker methodology, tools, and scope of works of the team to achieve the targets.
- Feedback mechanism. The consultants will coordinate with SAfER field team and / or MEAL Coordinator on a daily basis to address critical ad hoc issues that may affect the outcomes of overall research and provide guidance on the way forward.
- The methods/tools for this research are:
- Key Informant Interviews are facilitated at the household level. Interviews are used to collect participant’s narratives. Signifiers are then used for participants to self-analyse their own narratives.
- Technology. Tablets will be used to collect data.
DELIVERABLES and MILESTONES
The
Consultants shall produce the following deliverables
in a form and content satisfactory as per guidance given during the training to
CRS country program:
- 62 narratives and signifiers collected (overall, estimated 4 per day, per data collector).
- Report of challenges and good practices
- Training for consultants on SenseMaker data collectors training in Atambua, Belu district on July 12 – 15 2016
- Data collection at the field level, 16 July – 10 August 2016

COVERED COSTS
CRS will pay daily rate
which includes meal expenses, and reimburse other allowable expenses based on
receipts of actual transaction for travel, such as gasoline expenses and/or
public transportation expenses
Consultant will stay in the
village together with field officers (or
in Atambua and manage to travel to the village everyday)
DATA OWNERSHIP & PUBLICATION
CRS
retains sole ownership of all quantitative and/or qualitative data collected
during the study/work described in this SoW along with the right to publish,
present, or use any study results for instructional, research, or publication
objectives.
QUALIFICATIONS
Specific
Qualifications for consultants are:
- Experience in conducting quantitative and qualitative assessments and surveys;
- Experiences in data collection methods and tools, paper based or using information communication and technology (ICT) devices or tablets;
- Ability to work with minimum supervision
- Willingness and ability to travel and live in the village
- Good interpersonal, organizational and written/verbal communication skills, including in cross-cultural settings;
- Fluency in Indonesian and Timor (Belu) local language
- Demonstrated personal accountability and driven to serve others
- Establish confidence with the participants or respondents
- Empathic communication with the team and respondents
- Manage the emotion which in some cases might emerge specially during the narrative collection
