This position is for Indonesian Nationals only, based in Jakarta Office, Fixed Term Contract for 3 months (temporary cover - maternity), and on D1 level.

OFDA Water Sanitation & Health (WASH) Officer for Right in Crisis/Humanitarian Program 

Job Purpose:
To work with others to find lasting solution to poverty and suffering 

TEAM PURPOSE: Building the capacity of OXFAM staff and partners in WASH, EFSVL, Gender, and campaign and advocacy needed for quality preparedness, emergency response, and resilience building. The division can also design and implement stand-alone project focusing on leveraging, scaling up, and scaling out the sectoral best practices through action research, piloting, testing, etc. 

JOB PURPOSE: The post will be part of the WASH and Market Project which aim to design, implement, learn and advocate the use of market based intervention in preparedness and humanitarian response team. The post will require engagement with government agencies, local authorities, and private sector. The work may involve in capacity building/training of market analysis; market-based contingency planning; market analysis in emergency/EMMA
Key Responsibility:
  • Capacity Building and Training
  • Review of lessons learnt from WASH emergency responses specifically on WASH related commodities.
  • Mapping of institutions and review its policies and strategies related to DRR, and provision of WASH in emergencies.
  • Mapping/identification WASH service providers & undertake stakeholder analyses of critical market actors in both pre- and post-emergency.
  • Prepare training material and guidance on data collection and analysis and undertake initial EMMA/Market Analysis training.
  • Undertake EMMA training of staff from government agencies, NGOs and private sector.
  • Review experiences from training and update WASH-EMMA methodology and market mapping tool based on feedback.
  • Prepare the TOR for Cost Benefit Analysis Training/Research, working closely with the consultant to ensure the objective of the CBA training/research will be achieved.
  • Ensuring the Evaluation of the CBA training/research will be conducted and documented.
Policy and Planning
  • Contribute to the design baseline information on socio-economic data and livelihood groups.
  • Setting up select critical market systems along with the identification of key analytical questions.
  • Contribute to the design of household/community level surveys to assess demand and assess coping strategies (LH Spc).
  • Contribute to the design pre-crisis baseline information and develop database of suppliers of WASH services.
  • Lead the preparation of market maps and use to identify shortfalls and access constraints.
  • Along with private sector specialist to explore alternative products and service designs required in crisis situations and assess availability and compatibility with existing market chains.
  • Contribute into development of response strategies based on the market response analysis logic, identify instruments to support implementation.
  • Working closely with LDMA Jakarta to provide accurate data for their contingency planning.
Public-Private Partnership
  • Contribute in the assessment of business vulnerability to crisis and strengthen the ability of businesses respond in different scenarios.
  • Strengthening response capabilities through private sector partnerships.
  • Strengthen of local authority disaster preparedness plans by incorporating
  • a more market based consideration.
  • Contributing to the development of Framework Agreement between LDMA Jakarta and Private Sectors
SKILLS AND COMPETENCE:
  • Background and qualification in Social Sciences, Community Development, Environmental or Public Health or related discipline, ideally with some experience of working in emergencies.
  • Experience of WASH in emergency programming.
  • Experienced, familiarity or at least were trained in Cash Transfer
  • Program, HEA (household economic analysis), EMMA (Emergency Market Mapping and Analysis), or other market tools.
  • Ability to plan and coordinate the work with other project team to ensure that success delivery. Strong communication & interpersonal skills; comfortable engaging in dialogue with a range of actors (communities, local partners, government officials, NGOs and INGOs).
  • Ability to build good relations within the team and to network externally.
  • Good understanding of the role of gender and protection issues within community.
  • Good written and spoken English is essential.
