The Program
Australia Awards Indonesia is managed by Coffey on behalf of the Department of Foreign Affairs and Trade (DFAT). Short Term Awards are a capacity building tool to meet AAI outcomes of developing participants’ knowledge, skills and attitudes to contribute positively in their professional fields and communities, to develop links with Australians, Australian organisations, other alumni and agencies in Indonesia as well as to ensure that the participants view Australia in a positive light.

To contribute to the AAI, Coffey is currently seeking applications for a Monitoring, Evaluation and Learning Senior Manager to be based (fulltime) in Jakarta, Indonesia.

The Position
The Monitoring, Evaluation and Learning (MEL) Senior Manager will work under the direction of the Monitoring, Evaluation, Quality & Innovation (MEQI) Adviser to implement the AAI MEL plan across the awards cycle and provide high level support across the AAI team to ensure implementation of sub-program MEL plans. This will include the provision of direct technical inputs into the application of the MEL plan, the provision of advice and capacity building support to AAI staff and counterparts, and responding to requests from DFAT for technical inputs relating to overall program quality assurance.

The post will support the MEQI Adviser to assess quality, efficiency, effectiveness, value-for-money, innovation and risk across program activities, and advise on the need for direction and further action from the Program Director, Manager, Deputy Program Director and other Program managers.

The Person
To be considered for this role you should have tertiary qualifications relevant to monitoring and evaluation, including either a research degree of advanced training in evaluation or research design. We need someone who has experience in the development and management of M&E frameworks on donor assisted programs and projects, preferably scholarship programs. Experience working with Government of Indonesia national and sub-national agencies. She/he should have an excellent presentation, communication and report writing skills. The person needs to have good knowledge of M&E best practice methodologies and understanding of the DFAT funded program rules and requirements.
