UCP Roda Untuk Kemanusiaan Job Vacancy: National Director - Yogyakarta

Established in 2009 in partnership with UCP Wheels for Humanity, UCP Roda Untuk Kemanusiaan (UCPRUK) focuses on providing mobility and empowerment for people with disabilities. Our programs are developed with the intention of integrating the provision of assistive devices within government healthcare. In order to achieve this goal program activities include clinical capacity development, policy advocacy, empowerment programs, community awareness and concentrated collaboration with various levels of government.
UCPRUK is seeking an enthusiastic and motivated National Director to lead the UCPRUK team in stepping up to the next level of organizational excellence. Based in Yogyakarta UCPRUK is working in partnership with the Provincial Government of Yogyakarta, Dinsos, Dinkes and JAMKESUS to roll-out a pilot project for providing assistive devices within the provincial healthcare system. The National Director will guide the team in finding the right balance between the need to achieve programmatic and operational excellence, with the many opportunities to expand work in to new regions across Indonesia.

The right person for this job brings a strong sense of leadership and can lead teams of professionals to achieve, then exceed goals and objectives. The National Director has the ability to quickly understand the most critical and salient issues in the programming environment, then act decisively.

This position requires an individual with superior representational skills who is comfortable working among the senior-most levels of Government, but is also at home spending one-on-one time with beneficiaries. The National Director sets the mood and tempo within UCPRUK, and will continue to develop a more efficient, professional, capable organization.
A key element of the National Director’s portfolio is in donor relations and fundraising and the right candidate will have extensive prior experience and an innate sense of where to focus attention in order to build relationships that will result in secure funding streams.

Position Summary: The National Director is responsible for every aspect of UCPRUK activities in Indonesia, including:
  • Strategic development and organizational positioning;
  • Resource generation and fund mobilization for the UCPRUK program;
  • Financial management and accountability;
  • Project accountability to individual donors;
  • Public identity in Indonesia and the international relationship with UCP Wheels;
  • Program planning, implementation, monitoring and evaluation;
  • Staff management and organizational development.
Major Duties and Responsibilities Include: Strategic Management: In partnership with the UCPRUK Management Team, and representatives of UCP Wheels; develop, implement, and assess the RUK strategy.
Resource Generation:
Raise funds for the implementation of the UCPRUK program by coordinating with international donors and other funding sources.  This includes responsibility for the development of funding strategies, identification of potential funding sources, and the preparation and submission of proposals with coordinated budgets. 

Program Management:
In collaboration with the Director of Programs, in close coordination with UCP Wheels, develop the overall program for UCPRUK. This includes top-level responsibility for the appointment and supervision of program staff, the review of existing accomplishments, target achievements, and strategies to date. Assume final accountability for all UCPRUK projects. 

Finance and Administration Management:
In collaboration with UCP Wheels counterparts, and through the UCPRUK Finance and Administration Manager, provide top-level administrative and financial management to UCPRUK. This includes responsibility for the appointment and supervision of financial staff, the development and maintenance of all administrative and financial controls and systems for all aspects of the UCPRUK program, ensuring that administrative and financial procedures, practices and reporting are effective and in compliance with UCP Wheels standards and general accounting and administrative guidelines, ensuring that the UCPRUK office is run in compliance with established administrative and financial procedures, ensuring adherence to relevant Government of Indonesia regulations concerning operations of not-for-profit organizations. 

Human Resource Management:
The UCPRUK National Director assumes top-level responsibility for all personnel. Through the Finance and Administration Manager the National Director will assume responsibilities necessary to staff the organization with the highest quality team members, and create and maintain a professional and productive work environment through the development and implementation of policies designed to meet labor law, while also retaining staff.
Liaison:
The National Director maintains collaborative relationships at all levels of the organization, by ensuring good communication with UCP Wheels including timely submission of program reports, financial reports, planning documents and reports to donors, developing and maintaining excellent working relations with relevant donors, national and regional governments, and NGOs, public and private sector representatives, participating in collaborative efforts with other NGOs, national and local governments, donors, public and private sector partners, etc.      
Requirements:
  • Indonesian citizen;
  • Bachelor's degree in a relevant field such as international relations, development, or public policy;
  • Minimum of eight years of project management experience including significant experience in field implementation;
  • Substantial experience in donor development with a track record for generating funding opportunities;
  • Familiarity with large donor funded projects and direct partnerships with government;
  • Experience in financial oversight including budget creation and management;
  • Demonstrated management experience of both program staff and technical experts;
  • Ability to analyze information, evaluate options and to think and plan strategically
  • Excellent interpersonal, communication and presentation skills;
  • Commitment to and understanding of disability issue including rights-based approaches;
  • Commitment to the mission of UCP and a desire to positively impact both beneficiaries and the organizations trajectory;
  • Business minded with experience within commercial enterprises;
  • Fluency in written and spoken Indonesian;
  • Professional ability in written and spoken English.
