Economic Governance Coordinator

Job Purpose:
Lead the development and delivery of Oxfam’s  and partners’ national campaign and advocacy works, with a strong link to Oxfam’s global campaign, especially the food justice campaign (GROW Campaign) whose focus, in Indonesia, are on building movement, promoting policy and practice changes and investment to support small-scale food producers. The job holder will also lead the development and implementation of Oxfam works in Indonesia related to ASEAN and other strategic regional and international platform and advocacy issues. The job holder will work closely with Oxfam’s partners, Oxfam staff at area offices and affiliate offices both at regional and global levels. S/he will play a role as programme/campaign manager, convenor and facilitator, and to some extent public and social media campaigner. S/he will also contribute in building the capacity of Oxfam staff and partners in advocacy and campaign and project management.

Key Responsibility:

Programme Management:
  • Be responsible for the management of the Economic Governance programme, to ensure that all projects within the programme deliver th intended outputs, outocomes and create positive impacts.
  • Ensure good financial management of the Economic Governance programme, including two key EU-funded projects on Business and Human Rights and Promoting the Accountable Sustainable Development Goals.
  • Work together with EJ MEL Officer to ensure good measurement of outcomes and impacts and high quality report.
Campaign Strategy and Delivery:
  • Lead the development and implementation of the national campaigns, in particular the Even It Up campaign, which seeks ot influence policies related to inequality and build citizen movement to support efforts to combat inequality. 
  • Be responsible for  planning, monitoring, and evaluation, reporting and learning of campaign activities, projects and partnership, with  focus on the Even It Up Campaign this includes grant management in close coordination with relevant colleagues, and close collaboration with Oxfam regional and global campaign staff/affiliates.
  • Play a key role in managing and coordinating internal and external financial and other resources to implement agreed campaign strategies and plans
  • Play a key role in  further strengthening and developing Oxfam’s campaign and advocacy works, including works related to ASEAN and other key global platform and issues relevant to the EJ programme focus areas; this includes the further development of joint Oxfam work as well as acquisition of additional external funds. 
  • Help to ensure that the Indonesia program is contributing in an innovative and effective way to the development and delivery of the regional (Southeast Asia/Asia) and global campaign, including representing the country to Oxfam International’s regional and global forum and project groups.
Influencing and Advocacy
  • Represent Oxfam and communicate Oxfam’s views to a wide range of actors, including governments, regional institutions, civil society organisations and media. 
  • Lobby external targets in line with the objectives of the campaign and Oxfam’s position in Indonesia, where appropriate.
  • Develop and maintain relationships with key national actors (CSOs, Government, UN, Donors, Private sector, Media) in Indonesia and to promote joint action on Economic Justice campaign work where appropriate.
Capacity Building
  • Provide support to economic governance and campaign partners and allies in developing effective programme and advocacy strategies. 
  • Build the capacity of national and sub-national/local organisations to engage with policy-making processes on economic justice, networking and facilitating their access to OI campaigns and policy resources.
  • Facilitate learning opportunities at country level for GROW campaign partners and other staff members to map linkages of works and collaboration.
Other
  • Working together and supervise the work of the Campaign and Advocacy Officer with regards to campaign to combat inequality 
  • Ensure all Oxfam’s work addresses gender inequality, including assisting NGO/partners in mainstreaming gender equality in the overall programme cycle (planning, implementation, monitoring and evaluation)
  • In collaboration with the EJ team and research staff, contribute to knowledge development on related programme and campaign issues.
  • Lead on development of research TORs and the identification of suitable research partners and participants.
  • Support initiatives to develop and implement the Economic Justice programme communication and media strategy 
  • Help to assure further internal Oxfam integration towards One Programme Approach, linking and learning for the further development and strengthening of the joint portfolio on Economic justice and achievement of the OCS goal.
Job Requirements:
  • At least  10 years experiences in development and/or advocacy/campaign work 
  • Preferably having a post-graduate education in Economics or Development or relevant subjects.
  • Sound understanding of micro and macro economic policy issues that affect poverty, inequality and food security in Indonesia.  
  • Proven experience and understanding of international development issues, the role of global financial institutions, taxation and economic development and poverty in the East Asia region.
  • Proven experience and knowledge of good governance issues, inequality and private sector role in development.
  • Proven experience of public campaigning works, including through the social media.
  • Proven policy analysis and advocacy work and ability to negotiate and agree policy positions amongst different stakeholders.
  • Proven experience of developing, negotiating and agreeing campaign strategies with partners and alliances, with demonstrable skills in planning and implementing campaign strategies.
  • Good insight and contacts with major actors on Economic Justice issues (CSOs, NGOs, Trade unions, journalists, Govt, Private sector).
  • Ability to prioritise, plan and organise work in a complex institutional setting.
  • Excellent communication skills for lobbying and media work. Ability to communicate complex issues in a clear manner
  • Proven record of development of staff and partners advocacy and policy skills
  • Strong interpersonal skills and ability to work well and flexibly in hard-working, multi-disciplinary teams based at different locations.
  • Ability to work on own initiative, manage complex workloads and deliver outputs to agreed deadlines
  • Demonstrated competencies in fundraising, financial management of large budgets and reporting
  • Demonstrable understanding and experience of gender and diversity issues and proven commitment to and evidence of promoting gender and diversity equity.
  • Fluency in written and spoken English is essential.
