Introduction — Through the National  Nutrition Communications Campaign (NNCC), Millennium Challenge Account – Indonesia is supporting the Ministry of Health in Indonesia to raise awareness of and promote behavior change to prevent and reduce stunting. This campaign will focus in three districts: Ogan Kumiling Ilir (South Sumatera), Landak (West Kalimantan), and Kapuas (Central Kalimantan), while the mass media campaign will have national coverage.

Drawing on the demonstrated commitment of the GOI to advance child health and nutrition efforts and complementary to the broad base of ongoing nutrition–related programs in country, this project will help bolster the body of knowledge for evidence–based nutrition interventions.

Purpose — The Behavior Change and Communication (BCC) Specialist for the NNCC Project funded by the MCA Indonesia. This role will assist in the technical support, delivery, management, promotion of the NNCC addressing childhood stunting by engaging various audiences.

Roles and Responsibilities — The BCC Specialist will:

  • Provide technical support, creative guidance and management oversight to the NNCC partners media specialist agency and advertising agency: 
    • Ensure appropriate and cost–effective media purchases by the media specialist agency. 
    • Ensure adherence to development and placement of media products as per partner contract.  
    • Ensure creative quality of media products.
  • Oversee the district campaign implementation by working closely with district coordinator. 
    • Ensure that interpersonal and advocacy interventions are taking place as per NNCC implementation plan. 
    • Ensure that monitoring reporting forms are collected as per agreed schedule with district level NNCC partners.
  • Lead the development of documentation of Lessons Learned: 
    • Assess information/data provided by district level partners via the Lessons Learned Reporting Templates. Assist the IMA district coordinator in assessing Lessons Learned documentation. 
    • Process and package Lessons Learned according to agreed formats (i.e., short reports, human interest stories, video clips, NNCC website content). 
    • Liaise with the NNCC website management team in drafting and uploading Lessons Learned content to the website.
  • Supervising web developer and content developer to ensure regular updating of the campaign website, as well as ensuring smooth handover of the website to MOH at the end of the campaign. 
  • Collaborate with the Team Leader in preparing bi–monthly reports for submission to MCA–I. 
  • Collaborate with the Team Leader in the overall management of the campaign.
Additional responsibilities include:
  • Participate in development of all project reports/deliverables. 
  • Ensure effective relationship management for all pertinent project partnerships.   
  • Ensure regular and effective communication with IMA/HQ. 
  • Participate in meetings with MCA–I, MoH, the University of Indonesia and other project partners as requested by the Team Leader. 
  • Provide support to HQ communications staff to complete project specific pages on imaworldhealth.org and other country–related program collateral.
Deliverables
  • Bi–weekly Progress Report submitted to Team Leader and the Project Director 
  • Lessons Learned stories/content including but not limited to: 
    • Print format 
    • Web format 
    • Video format 
    • PowerPoint presentations
All deliverables must be prepared in accordance with MCA–I’s contract with IMA.
